THE FOLLOWING QUESTIONS WERE RECEIVED IN RESPONSE TO THE SOLICITATION:
1. QUESTION: Section 01800, Paragraph 1.12 HVAC mentions a Weld Shop and Pompano Storage. These two rooms are not included in the Space Criteria and RFP drawings. Please confirm these rooms are not required
RESPONSE: Those rooms were deleted, see amendment.
2. QUESTION: For the category IV portion of the structure, ASCE 24 requires the lowest floor to be located at the greater of the 100 year flood plan plus 2 feet or the 500 year flood plain. Please confirm that the indicated finished floor elevation of 16.2’ shown on the provided drawings satisfies the finished floor requirements of ASCE 24.
RESPONSE: RFP Drawing C300 indicates a finished floor elevation of 16.2+/-. Also, refer to
RFP Specification Section 01800, Paragraph 1.4.6 Finished Floor Elevation (FFE). It states the following:
“The FEMA Map for the project site is Map Number 13051C0195G, dated August 16, 2018. The accompanying Flood Insurance Study Numbers are 13051CV001D-
13051CV004D. Flood zones on the site range from Zone VE (EL 14 NAVD88) at the waterfront to Zone VE (EL 12 NAVD88) to Zone X. The Contractor shall determine the most efficient and economical main building FFE based upon the flood elevations, the International
Building Code and ASCE 24-14. It is anticipated that the FFE will be approximately EL 16.2
NAVD88 based upon the conceptual site layout.” The FFE may vary slightly from that shown on the RFP drawings as the FEMA map shows the boundary between Zone VE12 and Zone X
(Special Flood Hazard Areas) near the perimeter of the existing station building. If the
Contractor and/or the Contractor’s Designer of Record determines that a portion of the new structure is within a VE Zone, appropriate measures should be taken to meet the requirements of
ASCE 24.
3. QUESTION:. UFC 4-010-01 DoD Minimum Antiterrorism Standards for Buildings is not listed in RFP section 1.1.3 References, Codes, and Standards. The only specific reference to the UFC is in RFP section
1.4.9.4 in regards to dumpster locations. Please confirm ATFP requirements within UFC 4-010-01 do not apply, aside from the dumpster locations
RESPONSE: ATFP Standards apply. See previous response to RFI question #7 in Amendment 0003.
4. QUESTION: Can the Government confirm that progressive collapse in accordance with UFC 4-010-01 is a requirement of the RFP for this project?
RESPONSE: Yes, see previous response to RFI question #7 in Amendment 0003.
5. QUESTION: Can the Government confirm that on the room definition sheets where painted concrete walls are referenced the term is interchangeable with painted CMU (i.e. Room 115 MK Shop calls for painted concrete; however, adjacent Rooms 112 Station Hazardous Storage, 113 Station Hazardous Waste, and 114 Flammable Storage calls for CMU Painted)?
RESPONSE: Yes, see previous response to RFI question #5 in Amendment 0004.
6. Section 01110, 1.3 list the order of precedence for contract documents. Can the Government confirm what takes precedence if there are differences between the RFP Specifications and the Space Criteria
Sheets?
RESPONSE: If there’s a conflict between the RFP specification and the space criteria sheets, contractors should notify the Government.
7. QUESTION: UFC 4-010-01 was added in Amendment 0003 and contains specific requirements for mail rooms. However, these requirements do not apply if mail is first delivered to a central handling facility at the station. Is there a central mailing facility or space at USCG Station Tybee?
RESPONSE: There is not a central handling facility at Station Tybee. The requirements of UFC
4-010-01 do not apply because all mail entering Station Tybee is processed at a central mail handling facility prior to entering the station.
8. QUESTION: Does the USCG want to expedite the proposal process by including the price into this proposal as well? Please add three (3) weeks to the due date if so.
RESPONSE: No, the proposal process will remain two (2) phase with the non-price (technical) proposal separate from the price proposal.
9. QUESTION: Section 01800, Paragraph 1.16.7.8 states to “Provide three (3) equipment racks in the 1st

32. QUESTION: Section 01800, Paragraph 1.3.2.4 list mandatory USCGB LEED-BD&C credits for this project. Section 01800, Paragraph 1.3.2.5 lists Rainwater Management and Daylight credits as not being mandatory. This appears to conflict with Paragraph 1.3.2.4 as there are some mandatory requirements that may overlap with Rainwater Management and Daylight credits such as Paragraph 1.3.2.4 (d) and (s). Can the Government clarify what parts of Rainwater Management and Daylight credits are mandatory?
RESPONSE: Meeting EISA requirements for stormwater management may not be technically and/or economically feasible due to a number of constraints presented by the site. However, stormwater management should be provided to the maximum extent feasible. Therefore, meeting the Rainwater Management credit is deemed highly desirable but not mandatory. The Contractor is encouraged to meet the Rainwater Management Credit if the design and the site allows meeting this credit without adverse effect to the budget and is technically feasible.
Daylighting is similar to the storm water requirement above. In some occasions the requirements of the project may hinder meeting the full requirement of the LEED Credit Daylight. As such, per
01800-1.3.2.4(s), daylighting opportunities should be maximized for the building that does not interfere with project requirements, building function or CG mission. The Contractor is encouraged to meet the LEED Daylight Credit (highly desirable but not mandatory) if achievable without adverse effect to the project scope, building function or CG mission.
33. QUESTION: Section 01800, Paragraph 1.17 and Drawing A-102: All of the equipment listed in the
