1. Section C provides experience requirements for the Program Manager, Alternate Program Manager, and Quality Control Technician, but does not provide the same for the Role Player Supervisor. Can the government please provide the experience requirements for the Role Player Supervisor?
Answer: Yes, page 28 and page 143 is correct for key personnel, other positions require key certifications/licenses. Role Player removed as key personnel.
2. What is the submission process for the documents required under Factors 2 and 3?
Answer: Please read sections L&M page 158-181 and adhere to phase 2 instructions.
3 Please clarify the requirements for form(s), documents, or digital presentations acceptable in the Oral Presentation.
Answer: Phase 2 instructions covers this. See Sections L&M. Factor 2 Oral Presentation.
4. Can the contractor provide two PMs rather than one in order to better support the 24/7 on call requirement in light of SCA regulations?
Answer: This is a performance-based contract, the Government does not determine staffing levels. Refer to C.1.7, C.1.7.1(1,2, and 3), and C.1.7.2
5. What are the exact labor categories and qualifications and FTE requirements for each position (Role Players, contract personnel supporting Part-Time, Equipment Issue, Training Support, Classroom Setup… etc.)
Answer: This is a performance-based contract, the Government does not determine staffing requirements/needs. Staff shall be able to meet/complete requirements identified in C.7, C.3, C.5…etc. If the contractor does not adhere to C.1.7.1 Key personnel, the remedies would be at the Government’s discretion. See C.1.7.1 1, 2, and 3.
6. What is the estimated staffing level required for each service area? Can the government provide an estimated range of hours per position per year or historical data?
Answer: This is a performance-based contract, the Government does not determine staffing requirements/needs. See 5.
7. Section C.1.7.2 Project Management states "Project Management staff shall not serve multiples positions and be compensated for all positions." Please clarify how the Government will adjust the contractors FFP Project Management CLINS?
Answer: Offeror shall adhere PWS under Key personnel C.1.7.1. C.1.8 is for the rest of the workforce for the contractor to staff as needed. If the contractor does not adhere to C.1.7.1 Key personnel, the remedies would be at the Government’s discretion. See C.1.7.1 1, 2, and 3.
8. Section C.1.7.1 Key Personnel states "NOTE: The contractor shall structure his workforce to the level of work stated in these specifications." Section C.1.8 Specifications states that "Furthermore, as this is a performance specification, and the Government will measure the result and not the effort or level of effort.""
Sections C.1.7.1 and C.1.8 appear to present conflicting guidance. Please provide clarification on whether the contract is intended to be level-of-effort or performance-based.
Answer: Performance-based contract. See question 7 on remedies. If the contractor wishes to not adhere to key personnel requirements, this will serve to the detriment of the contractor.
9. Section C.1.8 Specifications states that "Performance specifications describe the service and provide the Contractor with the service's quantities, limits, or areas. The Contractor shall be responsible for achieving the results described in the specification. Furthermore, as this is a performance specification, the Government will measure the result. No effort or level of effort; there is no required answer or preferred approach as to staffing levels. Offerors are free to propose staffing levels as they see fit to take advantage of efficiencies and different approaches."
If the Prime, during contract performance, determines to merge the Quality Control (QC) and Alternate Project Manager (APM) roles into a single position, leading to increased efficiency without any detriment to the contracted services, would the Government then reduce compensation (see questions above) based on the reduced staffing? This seems to conflict with the stated intent of a performance-based contract, where the Government should not dictate or penalize efficient staffing decisions that achieve the required results. where staffing levels are left to the Contractor's discretion to achieve the required performance.
Answer: See question 7 and 8. Adherence to key personnel and terms and conditions of the PWS. Doing otherwise would result in remedies at the Government’s discretion.
10. Section C.1.7 Key Personnel, For Contractors responding to multiple solicitations [Student Support, Training Support, Transportation], can we put the same Key Personnel/Resumes in each solicitation?
Answer: Each offeror would need to read the PWS and requirements for each requirement.
It would be a prudent decision to have a backup with commensurate experience fitting the PWS and Key Personnel. That is up to each offeror.
11. Can the government clarify the format for the prepared oral presentation (e.g., PowerPoint, Word, PDF)?
Answer: Please see sections L&M.
12. Wanted to reach out and ask if the oral presenters’ visitor access form will remain due today? I can send them over now, but I wanted to verify that nothing in the amendment affected the information flow, given the amount of personal identifying information required on the forms.
Answer: Upon sending phase 2 submittals do mention the folks for oral presentation within the guidelines and what date sent with forms. The Government would reach out on a date for oral presentation shortly after 5/8/2025. If vendor is going for multiple requirements, the Government would look to stack oral presentations in a day, to avoid vendor costs if possible.
13. Does FLETC provide a waiver for New Mexico Gross Receipts tax to this subcontract. Typically Federal sites flow down the waiver since they pay the tax directly. Answer:
Answer: Reference FAR 52.229-3 Federal, State, and Local Taxes (FEB 2013).
Reference FAR 52.222-43 Fair Labor Standards Act and Service Contract Act-Price Adjustment (Multiple Year and Option Contracts) (MAY 2014) for adjustment. This will be an annual adjustment only.
14. Guidance: All price proposals, two-page past performance, and proposed key personnel resumes are due. Be sure to read sections L and M fully.
There does not seem to be specific instruction on what detail should be included within the past performance write-up, could you clarify what should be included?
Answer: Please read Sections L&M amendment all is detailed information page 159-181.

15. Should the entirety of the past performance submission be two pages?
Answer: Yes, past performance instructions. See question 14.

• Guidance: SECOND HOUR. The offering contractor will share its answers and problem resolution with the Government evaluators. It will also provide its prepared presentation to address its technical approach, key personnel qualifications, and Past Performance. Is the expectation for offerors to have a presentation prepared in advance?
Answer: Please read sections L&M (recent amendments; for the offeror’s benefit it would be advantageous to read the most recent amendment). Yes, within the confines of the directions, a presentation is required for the oral presentation.
17. Is a technical approach expected within the Phase II write up, along with the past performance, resumes and pricing submission?
Answer: No, Phase 2 instructions sent to all vendors that wished to continue to phase 2 covers this. See question 14.
