Explanation This contains the process and objective for Just in Time execution. FEMA is seeking an offerors response using the PWS requirements for this subject and attachment 4(c) to disclose the offeror's “counts” at each interval of the process.
Pre-requisite to Just In time Activation Before the candidate goes through the Just in time process, the contractor shall first conduct a prescreening of the “Inspector candidate” Refer to PWS section 2.3.2.1 Contractor Background Check Pre-Screening of Potential Employees.
Just-in Time Process The objective is to onboard candidates to become inspectors in response to a disaster declaration. The process coincides with the DHS Waiver which allows for background checks to be completed within 24-48 hours. These are “inspector candidates” must first receive an approved background check, FEMA badge and training before deploying to do work under this contract. As cited in Section 4.3.5 and 4.3.6.
The Process To onboard “Inspector candidates, the first step is the adjudication background check. The inspectors will travel to and arrive at a pre-determined location which will be addressed in the TOPR to start the process. Once they arrive, they will complete the initial security forms required, have their fingerprints taken by FEMA Security personnel who will submit for investigation resulting in a pass or fail approval. This initial step in the process is typically 24-48 hours from the time the forms are completed and fingerprints are taken. If the “Inspector candidate” is “cleared” or “approved, the next step is receiving a FEMA Badge from the same facility typically within 24-48 hours after approval. After receipt of approved background check and badge, the “Inspector candidate” will undergo contractor provided FEMA approved training. This training shall be relevant to the “type” of disaster and encompass all elements within the contractors training plan. The location of the contractors training will be disclosed by the contractor in the TOPR response. Once the training is completed, the expectation is the inspector will deploy to the field as part of the contractors inspector workforce.
General TOPR Instructions for Just-in-Time Task Order Proposal Requirements will be disclosed at the time of the event. The count of personnel may be identified in the TOPR, or, a specific timeline for completion. The contractors response to Attachment 4c will be used as a reference to contractors approach relating to count of personnel. The requirement and conditions may vary due to the size, scope and complexity of the disaster.
