Preliminary information: The cause of the damage is: severe storms and flooding. The offerors shall provide TOPR responses for the Base Period pre-deployment and provide TOPR responses for an initial inspection delivery of an estimated 30,000 housing inspections for disaster related damages in the State of Michigan pending an Individual Assistance (IA) declaration in Option 1. Additional inspection quantities may be delivered after or during the 60 day Option 1 period of performance.

Individual assistance for Macomb, Oakland, and Wayne counties have been requested but all counties being considered for the declaration are not complete. Offerors are to propose based on their assessment of the counties impacted in the State.

The cause of the damage is: Severe storms and flooding.

The Government estimates the following number of inspections will be required:

Scenario 2 – 20K Michigan Increase Inspections Task Order Modification

September 30, 2018

Scope of Work

Based on the FEMA Declaration Impact Summary, we estimate an increase of 20,000 inspections for this disaster. FEMA is exercising option 2 to the existing TOPR for Michigan. FEMA is requesting Offerors to propose all costs associated with this increased inspection quantity and number of inspectors required to complete the work. Once approved, a modification to the initial Disaster Declaration TOPR to increase work i.e. inspections, operational cost, inspector travel and or extension of performance period.

The Government estimates the following number of inspections will be required:

Excerpt from Attachment 1- Performance Requirements Summary - 4.3.1 Duty Readiness Plan

“The Offerors shall maintain the capability to mobilize upon notification. The Offerors may be issued a Task Order to pre-deploy into the disaster area before a declaration in order to mitigate potential logistic issues created by an oncoming disaster event. Pre-Deployment is intended to eliminate post disaster declaration logistic encounters. Details of the pre-deployment is disaster specific and requirements will be identified in a Task Order Proposal Request (TOPR) for the pending disaster declaration.

Scope of Work

Preliminary information: The cause of the damage is: flooding, mudflows and debris flows. The offerors shall provide TOPR responses for the Base Period pre-deployment and provide TOPR responses for an initial inspection delivery of an estimated 100,000 housing inspections for disaster related damages in the State of California pending an Individual Assistance (IA) declaration in Option 1.

Los Angeles, Orange, San Diego, Santa Barbara, and Ventura Counties are the projected areas of impact but are not exclusive to counties that may be considered for the declaration. Damage is unknown at this time.
