Will a Standard Form 30 - Amendment of Solicitation/Modification of Contract be provided for this Amendment? If not, is the contractor required to acknowledge the amendments? Where/How? SF30’s are not planned to be used for any amendments. An Attach 12 – Amendment Summary has been posted with this amendment. The Business Proposal Instructions (paragraph 3) in the RFP on page 41 concerning Contractor acknowledgement of amendments have been tweaked.

Section B / Invoicing and Payment for Transportation Services

Please confirm that in the event that a contractor vehicle is required for transportation services and a larger vehicle than what is required must be ordered, due to lack of availability of smaller vehicles or some other circumstance, such as extra space needed for passenger luggage, that the contractor will invoice for the actual cost of procuring the vehicle, not the cost of the vehicle required. The Contractor is not required to procure any vehicles. Reference response to next question.

Section B - Invoicing and Payment for Transportation Services

The Government indicated that it will not pay for a large coach if a mid-size coach would have sufficed. Mid-size coaches are not frequently available, with many companies not having them at all.

While the number of students requiring transportation may indicate a mid-size coach is needed, the mid-size coaches have very limited space available for luggage. Will the Government limit student luggage to one bag per student for transporting 28-30 students? If not, a larger coach must be used for luggage capacity. In this event, please confirm the Government will pay for the larger coach required to transport both students and their luggage. When/if these mid-size coach market concerns are experienced in the performance of this contract, then this does alleviate Contractor responsibility for taking the necessary actions to manage transportation services in the most optimal and cost efficient and effective manner as stated in PWS Section 7.3.2). By default, this requires factoring in the number of students, luggage, vehicle capacity, etc. Using the 28-30 students with luggage as an example, if three 15-passenger vans would meet the transportation need at a lesser cost than a subcontracted large coach, then that is what the Government expects to be invoiced and pay.

This is acceptable and would basically have the effect of only requiring a max two (2) total project references for Company Experience. However, the RFP instructions and corresponding evaluation language have been updated.

Please provide the CPARS FORM. QUESTION: In reviewing our CPARS on various contracts these are the number of pages 5, 4, 4, 5, 6.

Would the government consider increasing the number of pages for a quality description of our services provided and the details that you are requesting? The page limitation for write-ups [for when Offerors don’t have a most recent fully completed CPARS/PPIRS (for which there are no page limitations)] is now four (4) pages as reflected in updated Attach 1. Additional language clarifying the instructions here has also been added. Per the RFP, the CS can be contacted for a CPARS Template if one is needed.

Addendum to 52.212-1 / Proposal Submission Instructions & Addendum to 52.212-2 / Evaluation Commercial Items

“The Offeror shall also explain how it is planned to retain employees to ensure sustained satisfactory performance of the work to include references from the projects cited under Corporate Experience, especially if the Offeror intends to solely rely on revised Wage Determinations (WDs) or new Collective Bargaining Agreements (CBAs) for SCLS personnel employee compensation.”

AND

“The Offeror proposes a viable plan supported by references from the projects cited under Corporate Experience concerning how personnel will be retained and turnover minimized to ensure sustained satisfactory performance, and the plan specifically accounts for if SCLS employee personnel compensation is solely reliant on revised Wage Determinations (WDs) or new Collective Bargaining Agreements (CBAs).”

What is the Government’s intent in asking for this plan? Is it the Government’s desire that contractors escalate wage rates beyond those stated in the AWD and CBA if needed for retention? Since this is a LPTA procurement, escalation of AWD and CBA rates will certainly result in a higher cost. Is it the Government’s intent to rate contractors who don’t provide for an escalation as unacceptable?

These paragraphs of the RFP have been updated, and Government’s intent is for Offeror’s to propose a LPTA solution that meets the Government’s requirement. It is Offeror discretion as to whether or not escalation is part of their proposed LPTA solution.

Addendum to 52.212-1 / Business Proposal Instructions/ 1st paragraph

The instructions state to only complete the yellow highlighted items but the H&W is wrong and should be $4.13 can we just update the H&W rate to reflect $4.13 HR Instructions have been slightly tweaked, but the Government’s interpretation is this requirement is subject to EO13706, which would have correlated to a minimum H&W of $4.13/hr for the WD associated with the original RFP, but be advised the WD associated with the original RFP has since been twice revised.

If Contactors submit their proposals electronically via email by the proposal submission deadline but the hard copy is not received by the established due date and time, will the proposal still be considered late? Yes.

Proposal Submission Instructions do not list any naming conventions for the file submissions to distinguish Volumes or Contractors.

Does the Government want us to prepare our own naming conventions for the files? The Addendum to 52.212-1 section on pages 37-43 and specifically the Proposal Submission Instructions on p.41-42 outline and address this question.

For the Fallen Fire Fighters annual event is there permanent power in that location or does temporary power (generator) need to be provided. If generator power is that reimbursable? Temporary modification to available permanent power supplies power.

“While the Government will furnish the property, equipment, materials, and information necessary for Contractor performance as outlined in this PWS, the Contractor shall be required to furnish a limited amount of equipment, materials, supplies, etc. e.g. safety related clothing, supplies related to supporting the National Fallen Firefighters annual event (flowers, port-a-pots, etc.), equipment, materials, or supplies included in pricing for services that might be subcontracted such as charter buses, trash removal, pest control, subcontracted maintenance contracts, etc.”

So how does this work with a Firm Fixed Price? We add that cost once a year to the contract? This paragraph in PWS has been slightly tweaked for technicality reasons, the rest of the document and other RFP attachments outlines the scope and extent of these required services, and Offerors propose a FFP to perform.

The requirement is for contractor to furnish limited amount of equipment, materials, and supplies Etc. When the Governments states items to be subcontracted out does this exclude repairs as there is no mention of a repair liability threshold. Does it just include preventive maintenance services based on Attachment 11? If outside of routine or preventative maintenance or inspections, then Government responsible.

Also can etc. be expanded upon. This is expanded via provided examples right after “etc.” and elsewhere throughout the PWS.

The referenced Directives are not included in the solicitation. Are there any tasks in the Directives that will require contractor labor to support? Labor support in performance of PWS requirements and tasks must comply with these Directives.

Please provide a complete list so that bidders know if all needed maintenance tools and equipment, cleaning equipment, grounds equipment, our management office equipment, are provided. If a task requires a hand tool or piece of equipment the Gov. doesn’t have, then Gov. will provide unless another hand tool or piece of equipment in stock will suffice. GFP currently provided in each maintenance cart include:

This paragraph states that the Gov't will provide computer equipment. Will this include our management office computers and other office equipment needed to perform contractor normal office tasks or are they only to be used for Gov't CMMS and BAS systems? We did not find a list of provided computer equipment or other office equipment that will be provided. Please clarify or provide a list of equipment. As this paragraph states, the Government will provide to the Contractor the computer equipment and subsequent access to those Government computer systems necessary for Contractor performance of the requirements and tasks in the PWS.

Campus Wi-Fi is available to conduct electronic business not authorized on the DHS/FEMA network e.g. access to corporate drop boxes, FTP sites, etc.

For roof access of repairs or preventative maintenance, it could not be determined on the site visit whether the roof structures currently have the tie off points. Can the Government please confirm that the roofs have the necessary safety tie off points? There are no permanent safety tie offs on any roofs. The Gov. has lifts for accessibility, but it would be Contractor responsibility to install and remove temporary tie offs pursuant to OSHA safety standards.

Section states “Install, repair and adjust all electrical systems, including service and distribution, interior lighting, exterior lighting, emergency lighting, cathodic protection, uninterruptible power supply (UPS systems) and generators.” Can the Government please confirm that maintenance of high voltage is not within the scope of this contract? The Minimum Qualifications of the Electrician would include maintenance of high voltage.
