NETC SITE CHARACTERISTICS
The facility consists of approximately 107 acres of open and fenced land with paved and gravel roadways, paved sidewalks, and parking areas. The facility has 26 buildings with an estimated gross area of 649,527 square feet allocated and designated “A” through “Y” as follows:

Space Information:
As indicated on the site map, NETC consists of 26 buildings including: dormitories, a student center, a simulation building, administration buildings, a physical fitness building, several educational and training buildings, a maintenance and warehouse building, a dining hall and kitchen building, a brick barn, a boat house, log cabin and several storage buildings. There are also three (3) sewage lift stations (one larger / primary and two smaller) and a fire pump station that do not have standalone letter designations.
Kelley Hall‐Building “A”
A 44,722 sq. ft. three story with partial basement brick dormitory building with a synthetic slate roof. Built in 1964 and renovated in 1996, 2012.
There are 96 single occupancy rooms, each approximately 13’x15’x7’, equipped with a private bath/shower, toilet and sink.
Each floor has a 2-room suite with private bath, elevator and lobby, and several utility and storage closets.
The basement contains the following rooms: mechanical, lavatory, and two general storage rooms.
1. Heating /Air Conditioning
Heating and air conditioning is supplied to the building through Mitsubishi VRF system with fan coil units and control in each room installed in 2012. This is an R-410A refrigerant system with outside condensers.
2. Mechanical Ventilation
Attic fresh air intake is provided by an AAon 34 ton split system heat pump with electrical back up heat pack installed in 2012. There are also exhaust fans in machine room, basement area, and toilet areas.
3. Plumbing
Plumbing fixtures are as follows:

Water is provided from the underground water distribution system to a pressure reducing station and a sprinkler system feed from a backflow preventer.
Domestic hot water is supplied by two (2) natural gas fired RBI fusion series modulating hot water boilers installed in 2012 and circulated throughout the building.
Dual sewage sump pumps in an underground pit to transfer sewage to main sewage lift station.
Dual sump pump system in mechanical room to remove surface water collected in and around the building.
Sump pump in elevator shaft to remove surface water.
4. Electrical
Building has LED lighting through-out installed in 2018. The building has an emergency panel connected ahead of the main circuit breakers which serves the emergency lighting and the local Siemens MXL fire alarm panel.
Building houses a transformer room that is entered from the south entrance, and the mechanical room.
Building has a 200kVA Kohler generator and Kohler automatic transfer switch installed in 2012 for power back up to building.
5. Elevator
The building has a hydraulic passenger elevator serving the basement, 1st, 2nd and 3rd floors. New hydraulic jack was installed in 2011.
Student Center‐Building “B”
A 7,162 sq. ft., one story, synthetic slate roof, brick building built in 1956 and renovated in 1996, 2008 and 2012. Main recreation room has an adjoining pub, solarium and patio.
1. Heating /Air Conditioning
Heating and air conditioning is supplied to the building through Daikin VRF ground source heat pump system, and individual VRF fan coils located throughout the building and installed in 2012. Geothermal system installed in 2012.
Tempered make up air is provided by new Climate Master MAU. Located outside on south side of building. This is a model TORD10 unit using R-410A refrigerant and electric back up heat.
2. Mechanical Ventilation
This building has a large ventilation fan in the East wall.
3. Plumbing
Plumbing fixtures are as follows:
Toilets 6 Sinks 4 Urinals 2 Janitorial sinks 1 Sink, Refrigerator Stove 1 Water Fountains 1
Domestic hot water is supplied by electric hot water heater located in mechanical room and installed in 2011.
Building has modern lighting, fluorescent T-8 and compact fluorescent retrofit bulbs.
Building is feed from Building “A” 200kVA Kohler generator and Kohler automatic transfer switch installed in 2012 for power back up to building.
Building “C‐East”
A 30,760 sq. ft. three story with partial basement brick dormitory building with covered patio entrance, and slate roof. Built in 1956 and renovated in 1996, 2012.
There are 83 single occupancy rooms, each approximately 13’x15’x7’, equipped with a private bath/shower, toilet and sink.
Each floor has a 2-room suite with private bath, and several storage closets, a lounge area and mechanical room.
The basement contains the following rooms: mechanical, electrical and storage rooms.
1. Heating /Air Conditioning
Heating and air conditioning is supplied to the building through Daikin ground source VRF Heat Pump system with fan coil units and control in each room. Geothermal heating and cooling system installed in 2011.
Tempered make up air is provided by (3) three United Cool-Air MAU units, (1) located on each floor in the mechanical room. They are model VHW5G3ASTA-AX units using R-410A refrigerant and electric back up heat installed in 2011.
2. Mechanical Ventilation
Exhaust system with multiple blowers in the attic serving the dormitory.
3. Plumbing
Plumbing fixtures are as follows:

Domestic hot water is supplied by Heat Harvester hot water generator connected to geothermal well field and held in a 1,750 gallon storage tank installed in 2012 and circulated throughout the building.

4. Electrical
Building has LED lighting in corridors and common areas, installed in 2017, with completion of dorms in 2018. This building has emergency lighting and (1) one Siemen Fire Alarm panel.
Building has a 200kVA Kohler generator and Kohler automatic transfer switch installed in 2011
Building “C‐West”
A 51,990 sq. ft. three story with partial basement brick dormitory building with slate roof. Built in 1996 and renovated in 2012.
There are 137 single occupancy rooms, each approximately 11’x18’x7’, equipped with a private bath/shower, toilet and sink.
Each floor has a (2) two handicapped suites with private bath. Janitorial closets, lobby areas and elevators. First floor has office areas, and public restrooms.
The basement contains the following rooms: mechanical, electrical, Elevator mechanical space, laundry facilities and storage rooms.
1. Heating /Air Conditioning
Heating and air conditioning is provided by Mitsubishi VRF system to each room. System installed in 2015. Tempered make-up air is provided by self-contained, PremiSys natural gas 90% modulating Air to Air heat recovery unit.
2. Mechanical Ventilation
Large exhaust fan in elevator mechanical room. Exhaust system serving the dormitory room bathrooms.
3. Plumbing
Plumbing fixtures are as follows:

4. Electrical
Building has LED lighting in corridors and common areas installed in 2017, with dorm to be completed in 2018. This building has emergency lighting and (1) one Siemens Fire Alarm panel.
Building has a 300kVA Kohler generator and Kohler automatic transfer switch installed in 2011 for power back up to building.
5. Elevators
The building has (2) two hydraulic passenger elevators. One serving the basement, 1st, 2nd and 3rd floors, the other 1st, 2nd, and 3rd floor.
Seton Hall‐Building “D”
A 34,807 sq. ft. three story and basement brick dormitory building with covered patio entrance, and slate roof. Built in 1926 and renovated in 1996, 2012.
There are 74 single occupancy rooms, each equipped with a private bath/shower, toilet and sink.
First floor is currently used as staff offices.
The basement contains convenience store and student computer lab as well as contracting staff offices, break room as well as electric and mechanical rooms and elevator machine room.
1. Heating /Air Conditioning
Heating and air conditioning is supplied to the building through Daikin ground source VRF Heat Pump system with fan coil units and control in each room. Geothermal heating and cooling system installed in 2011. Tempered make up air is provided by (3) three new United Cool-Air MAU units, (1) located on each floor in the mechanical room. They are model VHW5G3ASTA- AX units using R-410A refrigerant and electric back up heat installed in 2011.
2. Mechanical Ventilation
Exhaust fans in attic and connected to each dormitory bathroom.
3. Plumbing
Plumbing fixtures are as follows:
Toilets 66 Showers w/tub 65 Sinks 69 Janitorial sinks 1 Water Fountains 2 and a sprinkler system feed from a backflow preventer. Domestic hot water is supplied by Heat Harvester hot water generator connected to geothermal well field and held in a 1,750 gallon storage tank installed in 2011 and circulated throughout the building. 4. Electrical
Building has modern lighting, fluorescent T-8 and compact fluorescent retrofit bulbs. This building has emergency lighting and (1) one Siemens Fire Alarm panel. Building has a 250kVA Kohler generator and Kohler automatic transfer switch installed in 2011 for power back up to building.
5. Elevator
The building has (1) one hydraulic passenger elevator serving the 1st, 2nd and 3rd floors. Elevator installed in 2011.
Vincent Hall‐Building “E”
A 58,318 sq. ft. three story and basement brick structure with slate roof built in 1926 and renovated in 1966, 1986, 1993 and 2012. Elevator and stair towers were added in 1993 along with the renovation of the auditorium.
The second floor has a 506 seat auditorium, stage, offices and men’s and women’s lavatories.
First and basement floors have offices and media shops. The majority of all areas are carpeted including the halls.
1. Heating /Air Conditioning
Heating and air conditioning is supplied to the building through Mitsubishi VRF system with fan coil units and control in each room installed in 2012. This is an R-410A refrigerant system with outside condensers.
Tempered make up air is provided by new Carrier Air Conditioning units with DX coils, located in mezzanine area of auditorium. Hot water is supplied to coils by (4) four natural gas fired modulating boilers. All equipment installed in 2012.
2. Mechanical Ventilation
Exhaust fan in attic for restroom ventilation.
3. Plumbing
Plumbing fixtures are as follows:

Domestic hot water is supplied by electric hot water heater installed in 2012 and distributed throughout the building.
4. Electrical
Building has LED lighting through-out. This building has emergency lighting and (1) one Siemens Fire Alarm panel.
Building has a 500kVA Kohler generator and Kohler automatic transfer switch installed in 1993 for power back up to building.
The building has (1) one hydraulic passenger elevator serving ground, 1st, 2nd and 3rd floors.
Marillac Hall‐Building “F”
A 26,076 sq. ft. three story and basement brick dormitory building with slate roof built in 1925 and renovated in 1995, 2012.
There are 74 single occupancy rooms, each equipped with a private bath/shower, toilet and sink.
First floor is currently used as staff offices.
The basement contains electric, mechanical and elevator machine room.
Heating and air conditioning is supplied to the building through Daikin ground source VRF Heat Pump system with fan coil units and control in each room. Geothermal heating and cooling system installed in 2011.
Tempered make up air for first, second, and third floor provided by AAon MAU unit located in the basement mechanical room, R-410A refrigerant with electric back up heat installed in 2011.
2. Mechanical Ventilation
Exhaust fans in attic and connected to each dormitory bathroom.
3. Plumbing
Plumbing fixtures are as follows:
Toilets 56 Showers w/tub 56 Sinks 56 and a sprinkler system feed from a backflow preventer. Building “G”
A 11,629 sq. ft. two story and basement brick building with slate roof built in 1948 and renovated in 1985, 2001 and 2012. The building contains 60 offices, 2 break rooms and four single stall restrooms. Basement area contains electrical and mechanical spaces as well as some storage and elevator machine room.
1. Heating /Air Conditioning
Heating is provided to building by (2) two natural gas fired 90% modulating boilers installed in 2012. Hot water is then distributed throughout the building to existing fan coil units. Cooling is provided by Carrier air cooled chiller located outside the building which chills the water being sent to the existing fan coil units. Contained unit was installed in 2012.
2. Mechanical Ventilation
Large exhaust fan in basement mechanical room and attic area.
3. Plumbing
Plumbing fixtures are as follows:

Domestic hot water is supplied by electric hot water heater circulated throughout the building.

Building “H”
A 34,094 sq. ft. three story and basement brick building with slate roof housing the gymnasium with swimming pool wing. Built in 1923 and renovated in 1993 to include better utilization of office space, construction of a stair/elevator tower and installation of new electrical and HVAC systems. Renovated again in 2012 to include new HVAC equipment.
The first floor contains the gymnasium with a second story running track on mezzanine around the perimeter. Second floor has (3) three offices, third floor contain staff offices. Basement has weight room/exercise area, locker/shower rooms, office area and mechanical spaces.
1. Heating /Air Conditioning
Heating is provided to building by water source heat pumps in offices and gymnasium area.
Heating water for heat pumps is supplied by (1) one natural gas 90% modulating fired boiler installed in 2012.
Cooling is provided by individual water source heat pumps units connected to outside cooling tower installed in 2012.
2. Mechanical Ventilation
There is an attic ventilation system in the main building with an up blast humidity controlled fan system in the swimming pool area.
3. Plumbing
Plumbing fixtures are as follows:
Toilets 10 Showers 4 Sinks 8 Urinals 5 and a sprinkler system feed from a backflow preventer. Domestic hot water is supplied by electric hot water heater and circulated throughout the building. Sump pump system in mechanical room to remove surface water collected in and around the building.
4. Electrical
Building has modern lighting, fluorescent T-8 and compact fluorescent retrofit bulbs. This building has emergency lighting.

5. Elevator
The building has (1) one hydraulic passenger elevator serving the basement, 1st, 2nd and 3rd floors. Building also has (2) two twin rack handicapped lifts.
6. Swimming Pool Equipment
There is a complete swimming pool filtration system which is heated by a natural gas fired boiler installed in 2010. New schedule 80 plastic piping was installed for the pool operation in 2017.
Pool deck was resurfaced in 2017. Pool water is filtered by sand filter and distributed by centrifugal pumps. Complete filtration system and associated hardware was installed in 1993.
Building “I”
A 35,363 sq. ft. two story brick building with a metal roof. Built in 1996 and renovated in 2012.
Building contains offices, maintenance shop, print shop, grounds garage and warehouse facilities.
1. Heating /Air Conditioning
Heating and air conditioning is supplied to the building through Mitsubishi VRF system with fan coil units and control in each room installed in 2013. This is an R-410A refrigerant system with outside condensers. Natural gas fired boiler supplies hot water for heating loops in the shops, warehouse spaces that have unitary type heaters. Boilers were installed in 2012.
2. Mechanical Ventilation
There are (2) two ceiling fans exhausting to the roof.
3. Plumbing
Plumbing fixtures are as follows:

Domestic hot water is supplied by electric hot water heater and circulated throughout the building.
4. Electrical
Building has LED lighting on first and second floor office area and newer efficient high bay fluorescent lighting in shops and warehouse areas. The building has emergency lighting and the local Siemens MXL fire alarm panel.
Building has a 200kVA Kohler generator and Kohler automatic transfer switch installed in 2010 for power back up to building.
The building has a hydraulic passenger elevator serving the 1st, 2nd floors.
Dodd Hall‐Building “J”
A 81,261 sq. ft. two story partial basement brick building with flat roof built in 1966 and renovated in 1993, 2010 and 2012 housing classrooms, staff offices and an auditorium.
1. Heating /Air Conditioning
Heating and air conditioning is supplied to the building through Mitsubishi VRF system with fan coil units and control in each room installed in 2012. This is an R-410A refrigerant system with outside condensers.
Breezeways and auditorium heating and cooling is provided by York air source heat pumps with electrical back up heat packs installed in 2012.
Make up air is provided by Lossnay units which are operated by a CO2 sensor.
2. Mechanical Ventilation
There are (2) two ceiling fans exhausting to the roof.
3. Plumbing
Plumbing fixtures are as follows:

Domestic hot water is supplied by two (2) electric hot water heaters and circulated throughout the building.

Brute Hall‐Building “K”
A 60,744 sq. ft. three story full basement brick building with slate roof built in 1870 and renovated in 1981, 1993 and 2013 housing the dining hall, kitchen area, classrooms, and staff offices. It is connected to building l by an enclosed breezeway.
1. Heating /Air Conditioning
The building is equipped with a MAU air handling equipment in attic. Water is heated with natural gas 90% modulating fired boilers located in basement mechanical room. Mitsubishi VRF system with fan coil units and control all areas of building. This is an R-410A refrigerant system with outside condensers.
2. Mechanical Ventilation
Hood system over cooking area in kitchen and air handling units in attic provide tempered air to building.
3. Plumbing
Plumbing fixtures are as follows:
Toilets 18 Lavatories 17 Showers 1
Urinals 6 Janitorial sinks 3
Domestic hot water is supplied by (1) one natural gas fired hot water heater installed in 2012 and circulated throughout the building.
4. Electrical

Immaculate Hall‐Building “L”
A 15,553 sq. ft. three story brick dormitory building with flat roof built in 1959 and renovated in 1992, 2010 and 2012. Building also includes staff offices and classroom and common areas on ground floor.
1. Heating /Air Conditioning
Heating and air conditioning is supplied to the building as follows:
Dorm room heating and cooling is provided by thru the wall air source heat pumps installed in 2011.
Classroom and common area heating and cooling is provided by Mitsubishi VRF system with fan coil units and control in each room, units installed in 2012. This is an R-410A refrigerant system that uses outside condensers.
Ventilation system for all interior bathrooms.

Domestic hot water is supplied by two (2) natural gas fired hot water heaters installed in 2012 and circulated throughout the building.

DuBois Hall‐Building “M”
A 8,758 sq. ft. two story building with flat roof built in 1965 and renovated in 1992, 2010 and 2012. Building contains classrooms, and staff offices.
1. Heating /Air Conditioning
Heating and air conditioning is supplied to the building through Mitsubishi split system heat pumps in classroom on first, and second floor. Second floor has two heat pumps for MAU, with electrical auxiliary heat installed in 2012.
Blending package in air handling units.
Toilets 4 Lavatories 5
Domestic hot water is supplied by electric hot water heaters and distributed throughout the building.
4. Electrical
Building has modern lighting, recently converted to fluorescent T-8 and compact fluorescent retrofit bulbs. The building has emergency lighting and the local Siemens MXL fire alarm panel.

Burlando Hall‐Building “N”
A 64,523 sq. ft. four story and basement brick structure with a slate roof built in 1870 and renovated in 1992, 2001 and 2012. Building contains a library, staff offices and conference rooms. This building is on the National Register of Historic Buildings.
1. Heating /Air Conditioning
Heating and air conditioning is supplied to the building through a four pipe hydronic heating and cooling system with fan coil units and air handling equipment. Water is heated with (4) four natural gas fired modulating boilers and chilled with York air to water chiller installed in 2013.
2. Mechanical Ventilation
There is an exhaust system on the fourth floor.
3. Plumbing
Plumbing fixtures are as follows:

Chapel‐Building “O”
A 28,598 sq. ft. three story and basement brick structure that was built in 1839 and used as the main chapel. Building contains chapel area with seating for 450 persons, offices for the National Fallen Firefighter’s Foundation on first and second floor and copy shop and offices in basement.
Building was renovated in 1965, 2004, 2008 and 2012. This building is on the National Register of Historic Buildings.

Heating and air conditioning is supplied to the building through a two pipe hydronic heating/cooling system with fain coil units and air handling equipment and water source heat pumps installed in 2012.

Cabin‐Building “P”
A 3,467 sq. ft. one story log cabin structure overlooking Tom’s Creek. Building is used as a recreational facility.

Barn‐Building “Q”
An 8,952 sq. ft. brick storage building. The ornamental brick grill windows are characteristic of early 19th century western Maryland construction.

Building “R”
A 11,151 sq. ft. one story and basement brick building built in 1948 and renovated in 1993, 2007 and 2012. Houses staff offices.

Heating and air conditioning is supplied to the building through Mitsubishi VRF system with fan coil units and control in each room installed in 2012. This is an R-410A refrigerant system with outside condensers.
Domestic hot water is supplied by electric hot water heaters.

Building “S”
A 17,202 sq. ft. one story brick building with flat roof that was completely renovated in 2000- 2001 and 2012. Houses NFA/EMI classrooms and exercise /simulation labs.
Heating and cooling is supplied to the building through Mitsubishi VRF system and hot water radiators in entranceways. Water is heated by (2) two natural gas, 90% modulating fired boilers installed in 2012.

(S1) Sewage pump building
This building is a collecting point of sewage from the NETC buildings. The building has a main and auxiliary holding tank with (2) two 20 hp. electric pumps, working alternately, to pump the sewage to the municipal disposal system. The building is south of Dodd hall, building J.

(S3) Sewage pump pit On east side of A-building, there is a sewage pump station with two (2) 20hp pumps with lead lag operation.

General Information & Campus Map
External to the NETC buildings there are a number of miscellaneous items such as utilities, appurtenances, structures, equipment, signs and systems which now exist within the Federally owned compound and are included in the contractor’s maintenance and repair responsibilities not-withstanding failure to note them specifically in that they are all clearly evident by inspection.
1. Fire Hydrant System
This system is supplied from the domestic water service. There are various fire hydrants serving the NETC buildings and grounds. A 300,000 gal. Under ground water storage tank with (2) diesel engine fire pumps installed in 2010 are connected to fire hydrants and domestic water system.

3. Underground Tunnel System
The existing underground service tunnel serving the NETC buildings contains utility lines;
(water, sewer and electric) steam (obsolete) and condensate return lines. The electric lines are primarily lines serving transformers at different locations inside and outside of NETC buildings. The main tunnel enters at the north property line, under the roadway, and proceeds south to approximately the center rear of building “H”. There are three main branches from this tunnel: the first branch serving building “K”, building “L” and building “M”. The second serving building “J”. the third branch enters building “H”, serving it and continues underground in a south-west direction joining a tunnel running from building “G” to building “N” and building “O”. This tunnel has a branch tunnel near the southern end that connects with building “E”, and building “F”.
The utility lines (water, electric, and sewer) and high pressure steam lines are in ground serving building “A”, Student Center building “B”, building “C-East”, buildings “L” and “M”. (As of 4/27/12 Steam is no longer used on the facility).
