About this file
This document is a U.S. Customs and Border Protection (CBP) policy requirement establishing standards for auditory screening testing and the use of hearing aids during pre-employment and fitness-for-duty medical evaluations.
The requirement prohibits the use of hearing aids or assistive devices during auditory testing unless specifically authorized by an Individual Occupational Requirement, medical requirement, or medical standard. Hearing aids cannot be used to meet qualification standards or medical requirements. The policy clarifies that it does not address hearing aid use when required by protective equipment, safety equipment, or head gear; the use of hearing aids in combination with work-related equipment that may reduce effectiveness; or requests for reasonable accommodation related to hearing impairment. CBP is authorized under Title 5, C.F.R Part 339 to apply medical requirements to positions deemed arduous, hazardous, or requiring high-level health status or fitness standards, and to establish physical requirements essential for successful job performance. The policy establishes that baseline hearing function is critical for safe and efficient job performance, as it enables individuals to detect, localize, discriminate, and recognize speech and other sounds. The requirement was developed in consultation with medical professionals and is consistent with industry standards, federal agency protocols, and recent judicial rulings. The document is signed by Suzanne T. Ashford, Chief of the Medical and Fitness Branch, Benefits, Medical and Workforce Division, Office of Human Resources Management, dated April 22, 2016. Derivative documents or external release requires permission from the Chief of the Medical and Fitness Branch.
