Site Visit Questions & Answers - RFP 70B01C21R00000008
1. We are requesting further clarification of the subject RFP regarding Volume II, Factor IV, Related Experience. The RFP states that there is a limit of 2 pages total for this requirement. Is the intent for offerors to provide a single 2-page narrative addressing multiple related projects? Or is the intent to provide several individual project descriptions, not to exceed 2-pages each?
a. We anticipate a 2-page narrative addressing multiple related projects.
2. Page 54-59, Section IV.12, Paragraph 6.A lists that Factor V: Price is to be submitted in “Volume II.” Please confirm that price is supposed to go in Volume
III?
a. Price will go into Volume II.
3. How many awards is the Government contemplating for this IDIQ?
a. The government will be awarding a single award for this IDIQ.
4. What is the maximum order value anticipated for this IDIQ?
a. Maximum Order Value is the max unscheduled maintenance amount calculated in attachment 2. Individual unscheduled maintenance project will not exceed $750K.
5. What is the maximum contract capacity for the lifetime of this IDIQ?
a. The maximum dollar value of the contract is the sum of the program management portion of the contract, the scheduled maintenance, and unscheduled maintenance, multiplied by the coefficient for the one-year base period, four one-year option periods, and the 6-month Option to Extend Services period. The maximum shall not be exceeded except as may be provided for by formal modification to the contract, or to the extent the Government may exercise an extension of service in accordance with FAR 52.217-8.
6. Amendment 02, revised RFP, Section IV “Representations and Instructions” contains several certifications to be completed by the Offeror. However, no instructions are provided in the proposal submission instructions for where within the three volumes to include a completed copy of these certifications. Please advise – in which volume would the Government like us to submit our completed representations and Certifications (Section IV)?
a. The offeror shall provide representations and certifications in Volume 1.
7. Amendment 02, revised RFP, provides a new SF1449. However, no instructions are provided in the proposal submission instructions for where within the three volumes to include a completed copy of these certifications. Please advise – in which volume would the Government like us to submit our completed and signed
SF1449?
a. The offeror shall complete and sign your SF 1449 in volume 1.
8. Please confirm that an Offeror must have been present for all four days of the site visit in order to satisfy the mandatory site visit requirement. To put it another way, an Offeror who attended less than the full four day site visit will be disqualified for not meeting the mandatory site visit requirement.
a. The prime vendor or prime vendors representative must be present all 4 days in order to be qualified to submit a proposal.
9. Given that RFIs are to be held until Friday, 03/05/2021 (after the site visit), and that the RFI deadline is 03/09/2021, the Government will not have much time to review and respond to the RFIs. This will likely mean that RFI answers – and any subsequent changes to the RFP and/or specifications – will be made without giving Offerors the opportunity to ask further clarifying questions about the changes.
Would the Government consider extending the RFI deadline until after the initial batch of RFIs is answered? This will give us the chance to have a dialogue about the RFP, rather than a quick Q&A. This RFI deadline extension will ensure the Government gets stronger, more competitive bids from all Offerors.
a. The Government is not considering extending the RFI deadline at this time.
10. Would the Government consider a two-week extension to the bid due date?
a. Proposal due date extend to March 26th.
11. Attachment 2 - Under the “Instructions” tab, it says “After entering the proposed prices and the coefficient, the amounts will transfer automatically to the summary sheet to give the total evaluated price." a. A revised attachment 2 will be posted along with an amendment.
12. Attachment 2 – The Labor/Equipment/Material cells for the Option years (Schedule Maintenance) are the previous year’s value + 3%. Is this 3% increase fixed?
a. No, it is up to the offeror to determine.
13. Attachment 2 – The Labor/Equipment/Material cells for the Option years
(Unscheduled Maintenance) are not pre-filled in the same fashion as the Schedule Maintenance items are. Is this a 3% increase CBP’s allowed increase per year?
a. No, it is up to the vendor to determine. A revised attachment 2 will be posted along with an amendment.
14. Attachment 2 – The extension period price (6 months) for Scheduled
Maintenance is half of Option Year 4. The detail for the option years shows a 3% increase on each cost component over the previous year. Shouldn’t the Extension Period also be allowed a price increase?
a. No, it’s one half of the Option Year 4 price.

Are we supposed to bid (asset) 105 EA gates Open and Close (2 Events) for this item? How far apart are the 105 gates? Should we include the cost for removing debris that might impede the gate from closing? On average, how many gates are impeded from closing? Same question for DGL, NCO, AJO.
a. No gates on TON
18. Attachment 2 – Under Scheduled Maintenance, Row 8 (DGL) shows a description of “Routine: Inspect, clean, replace failed components as needed, ie ballasts, lamps, photocells”. Qty of asset is 380 fixtures. Count of events is
1. Comments/assumptions states “assume 10% quarterly failure rate on lamps, 5% failure rate on ballasts, and 5% failure rate on photo cells”. To bid properly, are we to bid 10% replacement of 380 lamps 4 times per year? Or is 380 lamps 10% of the total? Same questions for NCO, NGL.

Given the wide range of percentage cost of Davis Bacon fringe relative to the various applicable labor categories (example: the DB Fringe on a Cochise County electrician is approximately 36.5% of the direct labor rate and the DB Fringe on a Cochise County Truck driver is 0% of the direct labor rate), please confirm that Davis Bacon fringe (which by definition is only applicable to on-site field labor activity) will be considered a Direct cost and not part of a flat co-efficient mark-up that would apply to equipment, materials, and subcontract costs in addition to labor.
a. Please see amendment 03 for coefficient info. The unit bid sheet will specify the charges.
