About this file
This is a Worker Protection and Investment Certification Form issued by the Commonwealth of Pennsylvania in accordance with Executive Order 2021-06, applicable to the Pedestrian Crossing Improvement Project being procured by Northampton Township in Bucks County, Pennsylvania. The certification form establishes that contractors and grantees must comply with Pennsylvania's Unemployment Compensation Law, Workers' Compensation Law, and all applicable state labor and workforce safety laws, including but not limited to the Construction Workplace Misclassification Act, Employment of Minors Child Labor Act, Minimum Wage Act, Prevailing Wage Act, Equal Pay Law, and other specified statutes. Sealed proposals for the Pedestrian Crossing Improvement Project must be submitted online via PennBid no later than 1:00 PM on January 19, 2026, with public opening of bids occurring at the same time and date. All bidders are required to submit a bid bond or certified check equal to 10% of the total bid amount and must comply with the Pennsylvania Prevailing Wage Act. Additionally, all bidders and subcontractors must obtain PennDOT pre-qualification in accordance with 67 PA Code Chapter 457 and PennDOT Form 408/2020, and no bid may be withdrawn within sixty days following the bid opening.
The certification form requires an authorized official to certify under penalty of law that the contractor or grantee complies with all applicable Pennsylvania labor and workplace safety requirements. False certification subjects contractors to contract termination and three-year ineligibility to bid on Commonwealth contracts under 62 Pa.C.S. 531, as well as penalties under 18 Pa.C.S. 4904 for unsworn falsification to authorities. Contractors must immediately report any changes in compliance status to the purchasing agency. Questions regarding the project must be submitted via PennBid by January 12, 2026, at 1:00 PM, and the Township reserves the right to waive minor informalities or reject any or all bids.
