About this file
This is a Form of Guaranty document prepared by Northampton Township in Bucks County, Pennsylvania for the Pedestrian Crossing Improvement Project. The document establishes the bidding requirements and proposal submission guidelines for this sealed bid procurement, with bids to be accepted online via PennBid until 1:00 PM on January 19, 2026. The project requires bidders to submit proposals accompanied by either a bid bond or certified check equal to 10% of the total bid amount. Bidders must acknowledge receipt of all issued addendums during the bidding period and certify that their proposals are genuine and not collusive. All successful bidders must comply with Pennsylvania's Prevailing Wage Act and must be pre-qualified by PennDOT in accordance with 67 PA Code Chapter 457 and PennDOT Form 408/2020. The selected contractor must execute the contract within ten days after notice to proceed and furnish required bonds as specified in the contract documents. No bid may be withdrawn for sixty days following the bid opening, during which time the Township will review qualifications and investigate bidder credentials.
The bid security—either a certified check or bid bond—will be forfeited as liquidated damages if the awarded bidder fails to execute the contract and furnish bonds within the ten-day requirement. All other bid security will be returned to unsuccessful bidders. Bidders must identify their entity type (individual, partnership, or corporation) and provide principal office addresses. The Township reserves the right to waive minor informalities or reject any or all bids. Subcontractors must also obtain PennDOT pre-qualification if listed in the proposal or if they undertake any portion of the construction work. All bidders and subcontractors are required to establish proof of competency and responsibility prior to award.
