About this file
This is a Form of Guaranty document from Northampton Township in Bucks County, Pennsylvania, establishing the formal bidding requirements and certifications for multiple construction projects. The document requires bidders to acknowledge receipt of all addendums issued during the bidding period and certify that proposals are genuine and not collusive. Bidders must submit either a certified check or bid bond as a bid guarantee, with the amount equal to 10% of the total bid price. The form accommodates three entity types: individuals, partnerships, and corporations, with designated spaces for relevant business information and signatures. Bids for the Pavement Marking Improvements Project are due by 1:00 PM on July 14, 2026, via PennBid, with questions to be submitted by July 8, 2026. The contract term extends 240 calendar days from the Notice to Proceed, anticipated for February 2, 2026, with liquidated damages of $975 per calendar day assessed for delays beyond the completion period.
The bid guarantee serves as liquidated damages, not a penalty, and will be forfeited if the successful bidder fails to execute the contract and furnish required performance and labor bonds equal to 100% of the contract price within ten days of receiving the notice to proceed. All bidders and subcontractors must be PennDOT pre-qualified and comply with the Pennsylvania Prevailing Wage Act. The successful bidder must maintain workers' compensation and public liability insurance and provide a 24-month guarantee for all work from the date of final acceptance. No bids may be withdrawn within 60 days after opening. The Township reserves the right to waive minor informalities or reject any or all bids.
