About this file
This document is a Design Management Procedures Manual excerpt containing Lateral Force Design Criteria for the Lawrence Berkeley National Laboratory (LBNL) in Berkeley, California, approved March 5, 2019, Revision 18.
All conventional structures and laboratory facilities at LBNL must be designed and constructed to withstand lateral forces in accordance with ASCE Standard 7-10 as modified by the 2016 California Building Code. Seismic base shear calculations use fixed coordinates (37° 52' 33" latitude, 122° 14' 51" longitude) with structure height measured from the lowest weather-exposed level to roof. Seismic analyses utilize static lateral force procedures per CBC unless dynamic analysis is necessary; when required, dynamic analysis must follow modal response spectrum or non-linear time history methods using a site-specific spectrum developed by a California registered Geotechnical Engineer and scaled to ASCE 7-10 target intensities. Ground motion time histories from document LBL-62614 may be used if deemed appropriate by the Geotechnical Engineer of Record. Drift and deformation of building structures must not exceed 0.020h_n per ASCE 7 Section 12.12, with non-structural component seismic relative displacements considered per ASCE 7 Section 13.3.2.
Building-related non-structural elements including mechanical equipment, plumbing, electrical equipment, machines, partitions, and ductwork must comply with ASCE 7 Chapter 13. Specific non-building elements requiring California registered Civil or Structural Engineer design and construction document notation include: structures personnel can enter; equipment furnishings exceeding 4 feet tall; floor/roof-mounted equipment exceeding 400 pounds; wall or suspended equipment exceeding 20 pounds; table-mounted equipment exceeding 100 pounds; door or exit-blocking equipment; 160-liter gas cylinders; mechanical and electrical distribution systems; hazardous material containers; and other items per ASCE 7-10 Section 13.1.3. An importance factor of 1.5 applies to fume hoods, laminar flow hoods, bio-safety cabinets, chemical storage cabinets, ductwork for hazardous elements, and other listed nonstructural components. Fire protection piping supports must comply with NFFA 13 (California adopted version), with anchors meeting ASCE 7-10 Section 13.6.8.2. Concrete anchors must conform to California Building Code Chapter 19 using load and frequency criteria specified by the Designers of Record, with prequalification per ASCE 7-10 Section 13.4.2.3. Post-installed anchors require special inspection per CBC Table 1705.3. Wind exposure design follows CBC Section 1609.4.3 criteria with K_zt calculated per ASCE 7-10 Section 26.8. Foundations and earth retaining structures exceeding six feet must include seismic earth pressure in design per California Geotechnical Engineer recommendations.
