About this file
This is a Special Provisions document for an Invitation for Bid (IFB 044-26-RM) issued by the City of Tallahassee, Florida, for the Pump Station 92 Replacement project located at 6636 Buck Lake Rd. The project involves constructing a new quadruplex submersible pump station with an above-ground valve array to replace the existing pump station while maintaining operational continuity. The scope encompasses deep foundations (micropiles), grading, clearing, stormwater retention area construction, driveway demolition and replacement, fencing modifications, landscaping, gravity and force main sanitary sewer piping with manholes, by-pass pumping, erosion control, electrical and water service installation, generator installation, electrical/motor control equipment array and shade structure, demolition and decommissioning of the existing station, sheeting and shoring, dewatering, and production of as-built and record drawings. A mandatory pre-bid meeting is scheduled for March 16, 2026, at 2:00 PM EST via Microsoft Teams.
The project is subject to multiple permits, including Leon County Environmental Management Permit (Appendix A, LEM25015), FDEP General Permit for Constructing a Domestic Wastewater Collection/Transmission System (Appendix B, 0464185-001-DWC/CG), and Leon County ROW Permit (Appendix C, pending). Bidders must examine all permit conditions and assume all associated costs with no claims for delays or unanticipated work. Contractors are solely responsible for securing and managing offsite staging areas, which require pre-approval from the City's Growth Management Department. Construction operations are limited to 8:30 AM to 7:00 PM Monday through Saturday, with no work permitted on Sundays or Saturdays if construction would disrupt water, sewer, gas, or electric services. The City reserves the right to further restrict work hours without providing additional compensation, though contractors may receive time extensions for City-imposed restrictions. Pre-construction photographs of deficient areas must be documented by the contractor to avoid bearing restoration costs.
