SECTION B - SUPPLIES/SERVICES AND PRICES/COST

B.1 GENERAL

The Program Support Services (PSS), Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract to provide contractor support services through the performance of a wide range of services as broadly described in Section C, Statement of Work. The Contractor must provide, by issued Task Orders (TOs), all management, supervision, labor, facilities, and materials necessary to perform support services on an Indefinite-Delivery, Indefinite-Quantity (IDIQ) basis.

B.2 NORTH AMERICAN INDUSTRY CLASSIFICATION CODE

The North American Industry Classification System (NAICS) code applicable for the predominant overall effort is 541330, Engineering Services (Exception) Military and Aerospace Equipment and Military Weapons. The size standard exception under this code for $41.5M.

B.3 CONTRACT TERM

The period of performance for this contract is seven years (or 84 months); a three-year base period (36 months) and two 2-year Option year periods. Each Option year period represents 24 months. (See Section F.2, Period of Performance).

B.4 SUMMARY DESCRIPTION OF SERVICES

This contract provides a broad set of technical and professional services to support operations in the Program Management Organization (PMO) of the Federal Aviation Administration’s Air Traffic Organization (ATO). The Functional Task Areas delineated in Section C.3 is representative of the type of services to be provided under this contract. Hence forth, the Contractor staff is expected to provide all management, supervision, labor, facilities, equipment, material supplies, and services (except as may be expressly set forth in this contract as furnished by the Government) and otherwise do all things necessary for, or incident to, the performance of the requirements set forth in Section C of the contract, as incrementally requested and authorized in the form of individually issued Task and Work Order assignments.

B.5 MAXIMUM CONTRACT LIMITATION

The Government intends to provide Task Orders to fund this IDIQ contract, the Program Office will then issue Work Orders (WO) against those funded Task Orders. The Work Orders may differ in quantities, tasks and labor categories (see AMS Clauses 3.2.4-16 Ordering and 3.2.4-20 Indefinite Quantity). The maximum cumulative dollar ceiling value of all contracts awarded under this SIR shall not exceed $1,039,162,804. All contracts share this combined ceiling rather than having individually established ceilings, and the cumulative ceiling of all task orders issued will not exceed $1,039,162,804.

Task orders and amounts and can be issued to any of the vendors in any combination as long as small businesses receive task orders sufficient to satisfy the small business set-aside determined at the FAA’s discretion and the guaranteed minimum quantity of work as described in B.6. There is no assigned ratio for amounts to be issued to individual contract holders.

As a result, the contracts awarded under this SIR 693KA9-20-R-0001 are subject to a joint, pooled ceiling equal to $ 1,039,162,804.00.

B.6 GUARANTEED MINIMUM QUANTITY OF WORK

The Government guarantees that for each contract awarded under this SIR it will order at least $10,000 of work (the “Minimum Guaranteed Value”) during the term of this contract (the “Minimum Order Guarantee”). The Government has fully met the Minimum Guarantee once the aggregate dollar value of the Task Orders placed on this contract equals or exceeds the Minimum Guaranteed Value. The Government has no obligation to issue Task Orders to the Contractor beyond the minimum guaranteed amount. The exercise of any optional ordering periods does not re-establish the contract minimum guaranteed amount.

B. 7 SUPPLIES/SERVICES AND PRICES/COSTS

The following section describes pricing requirements for Time and Materials (T&M) / Labor- Hour (L-H) Task Order. Pricing requirements for any Fixed Price will be included in the instructions requesting a Task Order proposal. The FAA reserves the right to establish different pricing requirements for specific Task Orders.

B.7.1 Time-and-Materials (T&M), Labor-Hour Pricing

(a) Ceiling Rates for T&M and L-H Task Orders (TO)

Attachment J001, Labor Rate Tables, specifies the maximum fixed hourly rate that the Contractor may charge under T&M and L-H Task Orders under this contract. All Task Orders issued on a T&M or L-H basis will be subject to the maximum labor rates set forth in Attachment J001, Labor Rate Tables. The labor rates in Attachment J001 reflect fully-burdened hourly rates for each labor category and will apply to all direct labor hours regardless of whether the labor hour is expended by the Contractor or by one of its subcontractors. Fully-burdened rates include direct labor and all indirect costs including fringe benefits, overhead, G&A, and profit. These fixed hourly rates are ceiling rates and will apply to the Prime Contractor and subcontractors. The Contractor may elect to propose lower hourly rates on a TO-by-TO basis.

(b) Additional Labor Categories

At any time and throughout the life of the contract, at the request of the Government, the Contractor may propose additional labor categories, rates and descriptions necessary to support requirements of this contract or a specific Task Order. These additional labor categories, rates, and descriptions will be negotiated on a case-by-case basis. The additional categories, rates and descriptions proposed, upon determination by the Government that they are necessary for the scope of the effort, and the prices are considered fair and reasonable, may be incorporated into Attachment J001, Labor Rate Table.

(c) No Change to Rates if Subcontractors are Added or Deleted

The fixed hourly labor rates, in Attachment J001, Labor Rate Table, represent the blended hourly rates of the Contractor and all of its subcontractors. The fixed hourly labor rates in Attachment

J001 will not increase after the contract award even if a subcontractor is removed by the Contractor or a new subcontractor is added by the Contractor to its team.

(d) Geographic Area

1) The labor rates set forth in Attachment J001, Labor Rate Tables reflect fully-burdened rates for performance at Government sites locations within the Washington, DC Metropolitan area and within the Atlantic City, NJ (FAA Tech Center) area as well as for performance at Contractor site locations within those two geographic areas.

2) The labor rates for work performed by Contractor staff outside of the Washington, DC Metropolitan Area or Atlantic City, NJ areas must be based upon the applicable labor category’s fully burdened DC rates (or Atlantic City, NJ area rates) as compared to the latest Office of Personnel Management (OPM) locality based comparable percent increase/decrease as a guideline. (e) Government vs. Contractor Sites

The following describes Government and Contractor Site Rates.

1) Government Site Rates: When performing at Government sites, the Contractor must furnish fully-burdened labor rates that take into account the Government will provide office space, furniture and office equipment and supplies necessary for the Contractor personnel to perform the work specified in the individual Work Orders. Personnel in telework status are considered as performing at Government sites.

2) Contractor Site Rates: When performing at a Contractor site, the fully-burdened labor rates must include applicable indirect costs for office space and all normal supplies and services required to support the work. This includes, but is not limited to, telephones, faxes, copiers, personal computers, postage, ordinary business software, such as word processing, spreadsheets, graphics, etc., normal copying and reproduction costs.

Contract-level program management support costs (“PM Costs”) encompass support for contract-level management, directed proposal preparation, reporting requirements (see Section F.5.1, Deliverables) and related travel and meeting attendance costs associated with the Contractor’s program management staff, as it relates to overall management of this IDIQ contract. PM Costs are chargeable to the Work Orders issued under this contract. As a result, Contractors are to charge PM Costs directly to the WOs that receive the benefit of the program management support.

(g) Time and Material (T&M) or Labor Hour (LH) Task Orders

1) For T&M or LH type Task Orders, the quantity of hours ordered from each labor category will be specified as deliverable hours billable at the ceiling rates specified in Attachment J001, Labor Rate Tables, or as negotiated, if lower rates are proposed for the Task Order.

2) Materials (including ODCs) and Travel Costs will be estimated for each Work Order.

3) The cumulative total of all labor categories ordered plus materials, travel and applicable indirect costs establishes the Task Order ceiling price.

4) Payment on Time and Material Task Orders is governed by AMS clause 3.3.1-5, Payments under Time and Materials and Labor-Hour Contracts (May 2001).

(h) Materials (T&M, LH and Cost Reimbursable WOs)

1) Materials are defined as:

a) Direct materials;

b) Subcontracts for non-labor supplies and incidental services;

c) ODCs (e.g., incidental services for which there is no labor category specified in the contract, travel, computer usage charges, etc.); and,

d) Applicable indirect costs.

2) Indirect costs may be applied to material and travel cost in accordance with the Contractor’s established accounting practices and are subject to the following yearly ceiling rates.

SECTION C – STATEMENT OF WORK

C.1 INTRODUCTION

C.1.1 OBJECTIVE

The objective of the Program Support Services contract is to obtain a broad set of technical and professional services to support operations in the Program Management Organization (PMO) of the Federal Aviation Administration’s Air Traffic Organization.

C.1.2 BACKGROUND

The ATO is a Line of Business (LOB) within the Federal Aviation Administration (FAA). The ATO mission is to provide a safe, efficient, responsive air transportation system that serves the nation and supports the global aviation community. ATO performs its mission through eight service units. The FAA PMO is one of eight Service Units that comprise the FAA’s ATO. The PMO was formed to bring the majority of the FAA’s major acquisition programs, business solutions, and infrastructure programs under one umbrella, allowing for better cost controls and economies of scale.

The PMO participates in National Airspace System (NAS) management, development, engineering and deployment activities. There are four directorates within the PMO: Program Control and Integration (AJM-1), Air Traffic Systems (ATS) (AJM-2), Enterprise Services (AJM-3) and Surveillance Services (AJM-4).

The Program Control and Integration (AJM-1) Directorate’s focus areas include program control, cross-cutting analysis and integration, and special initiatives. Additionally, AJM-1 strengthens the relationships of Mission Support Services, Aviation Safety, and the NextGen organizations among other programs to ensure value for the operation and promised NextGen benefits for airspace users.

The Air Traffic Systems Directorate (AJM-2) is responsible for developing, deploying and operating systems that deliver services to all segments of the NAS, including systems that support decision-making for traffic flow managers and systems that provide services directly to pilots for improved safety and efficiency.

The Enterprise Services Directorate (AJM-3) develops, acquires, deploys, maintains, sustains, and improves navigation, communications, weather, and aeronautical information products and services for the NAS. Navigation Services covers projects in the following areas: Global Positioning System (GPS) Satellite-Based Augmentation, GPS Ground-Based Augmentation, Ground Systems, Lighting Systems, and Technical Support. Communications Services provides communications and telecommunications services consistent with International Civil Aviation Organization (ICAO) standards required for air traffic control within the NAS. It provides communications infrastructure and services for the Department of Defense (DOD) to ensure interoperability with the NAS. Weather services provide sensor, processor, and distribution systems required to provide accurate forecasts for timely air traffic decisions. Through unique customer/client relationships and customer-derived requirements, execution of full life-cycle service has the capability to define, design, build, deploy, commission, operate, support, and

U.S. DOT Federal Aviation Administration Page 7 decommission communications, navigation, and weather services.

Surveillance Services Directorate (AJM-4) focuses on the surveillance systems that provide the complete picture for operations taking place in the National Airspace. These systems range from traditional ground based radar to more advanced GPS based positioning systems.

In order to achieve the Agency Strategic Priority goals and organizational mission objectives, professional and technical support services are required to support the existing and future NAS initiatives. This Statement of Work (SOW) sets forth a broad set of support services required to support operations in the PMO and other FAA LOBs. Support is required for, but not limited to, the following mission critical programs: Air Traffic Management; Decision Support Systems;

Surveillance Services; Terminal Field Operations; EnRoute and Oceanic 2nd Level Engineering;

Communications, Information & Network Programs; Navigation Programs; Aviation Weather and Aeronautical Services; Data Communications, and other programs throughout the FAA.

These programs require ongoing maintenance, upkeep and enhancements through transition, integration, and implementation of the NAS modernization and transition to the NextGen Air Traffic System.

C.2 SCOPE

C.2.1 GENERAL

This SOW is comprised of distinct functional task areas that establish the scope of the contract.

These functional task areas may be grouped to support a range of technical, operational, management and administration disciplines found in PMO’s portfolio of programs and programs of other FAA LOBs. Each directorate will identify program specific task and activities that require functional expertise to deliver. Requirements within the scope of the activities, task and functional areas will be identified, defined, and aggregated, under individually funded specific Task Orders.

The Contractor must furnish and make available all personnel, supplies, equipment, materials, data, facilities, and services necessary to support PMO’s directorates and programs, and other FAA LOBs, in all phases of the FAA’s Acquisition Management System (AMS) life-cycle. The Contractor may also be required to interface with system development and integration Contractors, equipment manufacturers, airport personnel, and various FAA and U.S.

Government organizations in fulfilling the requirements of this SOW.

C.2.2 CONTRACT PROGRAM MANAGEMENT

C.2.2.1 PROGRAM MANAGER

The contractor must appoint a Program Manager having the overall responsibility, authority and accountability for the control and coordination of all work performed under this contract. The Program Manager must be the main points of contact to the FAA Program Manager and the Contracting Officer’s Representative (COR).

C.2.2.2 STAFFING, RECRUITMENT AND WORKFORCE DEVELOPMENT PLAN

The Contractor must develop a draft staffing, recruitment and workforce development plan in response to the Screening Information Request (SIR). A finalized plan is required within fifteen

(15) days after award. This plan must describe the staffing and resources to be used in performance of the PSS contract. The plan must include recruitment procedures and policies to be utilized to recruit and retain qualified personnel including procedures used to meet the requirements of a newly awarded Task Order. The plan must describe employee benefit and incentive programs that induce long-term retention and employee continuity. The plan must address the source and availability of resources for utilization on this contract.

C.2.2.3 TRANSITION PLAN

The Contractor must prepare a draft transition plan in response to the SIR that facilitates the accomplishment of a seamless transition from the incumbent to an incoming contractor. A finalized transition plan is required within fifteen (15) days after award. This plan must include a comprehensive description of the approach to migrating PSS services from the concluding contract/contractor to full performance under the new contract. The contractor must describe the sequence of activities from the contract award through the full implementation of the contract services. The contractor must specify actions they expect from the FAA during this time frame.

The contractor must address the transition of resources and personnel and describe how its transition approach will not negatively affect EnRoute Technical Assistance Support Services (ETASS) services.

The contractor must describe plans to acquire and orient the required number of fully-qualified personnel to the contract in a timely manner, and must address risk mitigation for all identified risks, as well as address the need for any FAA guidance, assistance, or orientation deemed necessary during the transition period. The plan must address how knowledge transfer will be accomplished between the outgoing contractor(s) to the incoming PSS contractor(s).

The transition plan must include a detailed schedule denoting all major transition activities. The FAA anticipates a 60-calendar day’s transition period to fully undertake PSS work. The schedule must reflect the proposed transition approach and address all major contractor and all FAA activities required for the planning and execution of the contract. The contractor must also include with the schedule an assessment of schedule risks and mitigation activities. At a minimum, the schedule must include:

Program management process Points of contact Status of on-going technical initiatives Description of the contractor activities expected for the planning and execution of the contract during transition to include any recommended relocation of personnel;

Transition or placement TO personnel Appropriate contractor to contractor coordination to ensure a seamless transition Identify schedules and milestones

Identify actions required of the Government The Contractor must prepare a transition out plan no later than ninety (90) days from the end of the contract. The transition out plan must include the transfer of Government Furnished Property (GFP), Government Furnished Information (GFI), and Government Furnished Equipment (GFE), furnished during the performance of the contract, back to the FAA. The plan must describe the contractor’s approach to ensuring a smooth, seamless transition to the successor contractor at the conclusion of the PSS contract.

C.2.2.4 CONTRACT MANAGEMENT REPORTING

C.2.2.4.1 MONTHLY REPORTS

The Contractor must deliver monthly a Contract Status Report (CSR) beginning thirty (30) days after contract award that covers all Task Orders and applicable Work Orders.

The CSR must provide a status of the support services for each Task Order. The report must include a status of current requirements, issues or risks to the successful performance of the requirements and a forecast of upcoming requirements.

The CSR must provide a status of expenditures in relation to the proposed cost baseline and must be directly traceable to the invoices submitted by the Contractor identifying the work of personnel charged to a particular task.

The content, format and due dates of the CSR report is as designated in this section and in the appropriate Contract Data Requirements List (CDRL). The Government will have the opportunity to respond to the CSR report within a mutually agreed to period of time. Responses would normally be provided two weeks after submission by the Contractor. If it is necessary for the Contractor to provide additional information to Government representatives, this period may be extended as appropriate. Any discrepancies and/or significant issues must be addressed in the Program Management Reviews (PMRs).

C.2.2.4.2 QUARTERLY AND BI-ANNUAL REPORTS

PMRs will begin 90 days after contract award and continue quarterly as specified in the appropriate CDRL. The PMRs must address program accomplishments, technical, management and cost issues as needed to reflect current issues, risk and topics of interest. The PMR must report on progress toward Directorate goals and report performance metrics, in accordance with the reportable elements identified in the Government Quality Assurance Surveillance Plan

(QASP).

C.2.3 GOVERNMENT FURNISHED PROPERTY

If Task Orders are performed in Government provided facilities, the FAA will provide access to Government controlled facilities, equipment and materials for daily business use of staff to accomplish the functions described within this SOW. This includes, but is not limited to: office space, laptops, desk tops, desk phones, shared printers, office supplies and requisite consumable materials. The Contractor will be responsible for any items issued to him/her from FAA and will be issued a hand and digital receipt for stated items. All items are subject to inventory based on the Government’s discretion, and can be requested to be returned at any time. Additionally, the

FAA will provide the Contractor with all necessary information to perform all services described in this SOW.

C.2.4 DATA DELIVERABLES

Specific technical data requirements may be included in the individual Work Orders issued under this contract.

C.2.5 APPLICABLE DOCUMENTS

Applicable FAA orders, procedures, process guidelines and military standards will be specified within individual Work Orders. FAA orders and notices can be found at:

C.2.6 TASK ORDER MANAGEMENT

Task Order management is a mandatory element for all TOs placed under this contract. Task Order management must provide the appropriate program management and project control necessary to manage the work; ensure that the cost, schedule and quality requirements for each TO are continually tracked and the status communicated to the FAA; and ensure that each TO is successfully completed. The Contractor must furnish the necessary personnel, materials, equipment, facilities, travel, and other services to satisfy the requirements of specific individual Task Orders.

C.2.7 CORE CAPABILITIES

The following, in alphabetical order, are descriptions of the Core Capabilities. Some of the Core Capabilities are techniques that the Contractor will be required to use when performing tasks within the functional areas, while others are capabilities that the Contractor must provide to successfully perform the FAA’s requirements.

1. Air Traffic Management (ATM) Automation: Technical knowledge and experience in NAS ATM automation systems to include awareness of international system development trends and latest developments.

2. Air Traffic Rules and Procedures: Technical and operational knowledge and experience in current procedures and policies, and technical and operational experience in developing proposed rules and procedures related to Air Traffic operations in the NAS.

3. Airspace Design and Analysis: Technical knowledge and experience in airspace analysis, design/redesign, test, procedure development and configuration recommendations.

4. Avionics Systems: Technical knowledge and experience in the systems engineering and testing activities of avionics systems, their functions, capabilities and interface requirements, and associated standards compliance requirements.

5. Business Process Re-engineering: Technical knowledge and experience in identifying inefficiencies, including duplication within an organization, making https://www.faa.gov/regulations_policies/orders_notices/

6. Communications: Technical knowledge and experience in ground-, air-, and satellite-based communication systems, standards, policies, and procedures.

7. Cost Benefit Analysis: Technical knowledge and experience in preparation of rough order of magnitude cost-benefit analysis and the conducting of life cycle cost and benefit analyses for individual and grouping of concepts commensurate with the scope and level of maturity of the concept.

8. Enterprise Architecture Products: Technical knowledge and experience in the development of Enterprise Architecture products in the area of aviation.

9. Human Factors: Technical knowledge and experience to identify the physical, cognitive, and social behavior characteristics of human interactions within the aviation system environments.

10. Information Technology: Technical knowledge and experience in the development, implementation, and life cycle support of information systems used in NAS and non-NAS Systems.

11. Integrated Laboratories: Technical knowledge and experience in the design, development, operation, and maintenance of integrated aviation laboratories and test beds.

12. Investment Analysis: Technical knowledge and experience in providing

Investment Analysis cost studies for large scale government type programs.

13. Modeling and Simulation: Technical knowledge and experience in the design, development, testing and execution of modeling and simulation using appropriate/validated tools. Focused on the development of foundational methods and tools for addressing problems characterized as system-of-systems.

Establishment of an effective frame of reference, crafting of a common lexicon, and study of various modeling and simulation techniques, including probabilistic robust design (including uncertainty modeling/management), agent-based modeling, network theory, object oriented simulations, and tools for capturing the interaction of requirements, concepts, and technologies.

14. NAS Air Traffic Facilities: Technical knowledge and experience in the operations, maintenance, and certification of various types, kinds, and functions of NAS Air Traffic facilities.

15. Navigation: Technical knowledge and experience in ground-, air-, and satellite-based navigation systems, standards, policies, and procedures.

16. Operational Concept Development and Validation: Technical knowledge and experience of the activities performed to support concept development and validation. Concept development is characterized as the process that describes, evaluates, and prepares a proposed capability, technology or procedure.

Validation activities help quantify and qualify the operational feasibility and expected benefits of the concept.

17. Program Management: Technical knowledge, experience and activities in the management of scope, cost, schedule, quality, and stakeholder requirements.

18. Program Planning & Financial Analysis: Technical knowledge and experience in providing support to large organizational programs pertaining to planning and financial analysis.

19. Requirements Definition: Technical knowledge and experience in defining requirements for aviation related systems and activities.

20. Security: Technical knowledge and experience in researching and designing and developing policies, procedures, standards, and systems to ensure the security of the NAS.

21. Standards Development: Technical knowledge and experience in the development and implementation of both national and international technical aviation standards (e.g., FAA, Radio Technical Commission for Aeronautics (RTCA) and International Civil Aviation Organization (ICAO) standards).

22. Surveillance: Technical knowledge and experience in ground-based, air-based, and satellite-based surveillance systems, standards, policies, and procedures.

23. System Safety: Technical knowledge and experience with FAA and International Safety Risk Management / Safety Management Systems (SRM/SMS).

24. Unmanned Aircraft Systems (UAS) Operations: Technical knowledge and experience with the operations of all classes of UAS and the ability to analyze and recommend strategies for the integration of UAS into NAS operations.

25. Weather: Technical knowledge and experience associated with detection, collection, processing, analysis, and dissemination of weather and the integration of weather data into automated decision-aiding systems to support weather avoidance.

C.3 FUNCTIONAL TASK AREAS

The Contractor must provide support for the Functional Task Areas listed below as initiated by specific Task Orders.

C.3.1 SYSTEMS ENGINEERING SUPPORT

Contractor must support all activities associated with planning, managing, supporting, executing, and maintaining system engineering processes, programs and work. The Contractor must support all aspects of systems engineering task activities involving the design and development, testing, installation, implementation, integration and transition of systems, components and equipment, as required by the FAA.

C.3.2 SOFTWARE ENGINEERING SUPPORT

The Contractor must support all aspects of software requirements analysis, design, design review, development, software testing, integration, installation, and maintenance of complex computer systems, as required by the FAA. Contractor will support task activities for programs and initiatives within the Directorates. This effort is required throughout the Software Development Life-Cycle (SDLC) with a focus on installation, testing and maintenance.

C.3.3 HARDWARE ENGINEERING SUPPORT

The Contractor must support all aspects of hardware engineering involving the design, development, production, installation, testing, and maintaining physical components of systems, as required by the FAA. Contractor will support task activities involving hardware requirements, specifications, estimates, selection, assessments, transition, maintenance and obsolescence.

C.3.4 HUMAN FACTORS ENGINEERING SUPPORT

The Contractor must support all aspects of Human Factors engineering to assist the FAA in improving systems performance that optimize the strengths of people and machines, as required by the FAA. Contractor will support task activities for programs and initiatives involving the analysis, design, development, testing and management to ensure optimum safety, efficiency and capacity of the machine-human interface.

C.3.5 INFORMATION SYSTEM SECURITY SUPPORT

The Contractor must support all aspects of the Information Systems Security (INFOSEC) task involving design, development, testing, installation and operations of solutions to prevent NAS and other FAA systems from unauthorized access or sabotage and ensuring the stability of the system to survive a security threat in the operational environment.

C.3.6 SAFETY MANAGEMENT SUPPORT

The Contractor must support all aspects of the implementation, management and administration of the systematic procedures, practices, and policies for the management of safety risk, i.e. the Safety Management System. Contractor will support task involving the Safety Management System; the application of risk-based safety oversight; and the verification of service provider safety systems design meet applicable requirements and the fielded systems continue to do so during operations.

C.3.7 STRATEGIC PLANNING SUPPORT

The Contractor must support the planning, scheduling and coordination of technical and administrative task for strategic planning functions, as required by the FAA. Contractor will support strategic planning task and activities. Support effort include the development of strategies, and the planning and implementation of activities associated with the execution of fundamental changes in how the Directorates conduct business.

C.3.8 PROGRAM MANAGEMENT SUPPORT

The Contractor must provide support for FAA program activities associated with business and administrative planning, organizing, directing, coordination, controlling, and approval actions designed to accomplish overall program objectives, as required by the FAA. Contractor will support task activities involving all aspects of program management within the Directorates.

Tasks include both assistance with the management and contract administration of PSS Task Orders awarded to the Contractor and the establishment, management and maintenance of assigned goals.

C.3.9 CONFIGURATION MANAGEMENT SUPPORT

The Contractor must support all aspects of configuration management involving establishment, monitoring, and administration of change control procedures, collecting, processing, distributing and tracking modification of hardware, software, facilities, data, interfaces, tools and documentation, as required by the FAA. Contractor will support task activities involving the establishing and maintaining the consistency of a product’s performance, functional, and physical attributes with its requirements, design, and operational information throughout its life.

This includes the establishment, monitoring, and assisting with the administration of change control procedures, including collecting, processing, distributing, and tracking modification

U.S. DOT Federal Aviation Administration Page 15 request forms; establishment and administration of change control boards, and formal audits to compare product to documentation. It also includes configuration management of hardware, software, facilities, data, interfaces, tools, and documentation.

C.3.10 BUSINESS, FINANCIAL AND ACQUISITION MANAGEMENT SUPPORT

The Contractor must support FAA financial, business and acquisition management and planning activities. Contractor will support task and activities involving a full range of investment analysis activities including the analysis, formulation, documentation, and maintenance of business plans and the formulation, presentation, and assistance with the execution of the budget and the AMS acquisition processes.

C.3.11 ADMINISTRATIVE MANAGEMENT SUPPORT

The Contractor must support all aspects of general administrative tasks involving office operations and management. Task and activities involve a broad range of administrative, financial and other support assignments that contribute to the orderly conduct of business within the organizational unit.

C.3.12 TRAINING ASSISTANCE SUPPORT

The Contractor must support the training needs of the Directorates and support task activities throughout five phases corresponding to the (ADDIE) Instructional Systems Design model: Analysis, Design, Development, Implementation/Delivery and Evaluation.

Task involve the development and update of training materials, coordination of training events, resolving program training issues, and conduct of general Air Traffic Controller and Technical Operations training at designated FAA facilities.

C.3.13 TESTING SUPPORT

The Contractor must support all aspects of test and evaluation activities, which involve system requirements validation and verification, procedures review, test engineering support, factory acceptance testing, Operational Test and Evaluation (OT&E), and Key Site Testing.

C.3.14 LOGISTICS SUPPORT

The Contractor must support all aspects of integrated logistic activities including the planning, coordination, preparation and review of the Integrated Program Plan (IPP) and the Integrated Logistics Support Plan (ILSP).

C.3.15 IMPLEMENTATION SUPPORT

The Contractor must support all aspects of site implementation and facilities modernization activities. Activities involve system installation, integration and checkout, removal and disposal.

The support includes coordination with FAA regional headquarters, service areas, field offices, support contractors working on ATO facilities and systems to ensure that all necessary work to plan, deliver, install, checkout, and perform acceptance testing of the projects/services at specified sites has been accomplished. Task include assisting with the briefing of diverse air traffic communities, equipment manufacturers, airport personnel, various FAA originations, labor organizations, and other foreign and domestic government agencies.

C.3.16 FACILITIES SUPPORT

The Contractor must support facilities studies involving the transition of air traffic control automation systems and services, communication systems and services, facility systems and services, navigation and landing systems and services, surveillance systems and services, and weather systems and services.

C.3.17 OPERATIONAL SUPPORT

The Contractor must support all aspects of field operations and its sustainment involving the planning, execution, transition, and integration of support activities.

C.3.18 PERFORMANCE AND DATA MANAGEMENT ANALYSIS

The Contractor must support all aspects of performance data management and analysis involving the collection, storage, access, interpretation and reporting of data. Activities include technical, management, analytical and administrative support.

C.3.19 METEOROLOGICAL SUPPORT

The Contractor must provide Meteorological support during the acquisition and implementation of new or enhanced aviation weather products.

C.3.20 COMMUNICATIONS SUPPORT

The Contractor must support program communication activities and initiatives.

C.4 DELIVERABLES

Section F of this document provides required deliverables, the deliverables schedule and the delivery format. Deliverables and reporting requirements will be specified in each individual Work Order.

C.5 TRAVEL

The contractor is expected to travel and participate in meetings, audits, on-site reviews, and working groups in the performance of these efforts. Travel is a cost reimbursable CLIN under this contract and will be specific in each assigned Work Order. All travel must comply with the Federal Travel Regulations or Joint Travel Regulations (FJTR), as applicable, in effect on the date(s) the travel is performed; and established Federal Government per diem rates will apply to any authorized Contractor travel.

SECTION D – PACKAGING AND MARKING

D.1 PRESERVATION, PACKING, PACKAGING AND MARKING

Preservation, packing, and packaging for all items delivered hereunder shall be in accordance with the best commercial practices to ensure arrival at the specified destination(s) in an undamaged condition.

D.2 MARKING

In addition to information provided with shipping instructions, all deliverables shall be marked with the following:

(a) FAA contract number

(b) Contractor's name and address

(c) List of contents, partial or final delivery

(d) Task Order and Work order number

(e) CDRL number

D.3 FREIGHT ON BOARD (F.O.B.) DESTINATION

All deliverables hereunder this contract are expected to be delivered F.O.B. destination within the consignee’s premises, with all mailing and transport expenses prepaid by the Contractor, to the appointed Contracting Officer’s Representatives (COR) referenced in Section G.4; or unless otherwise specified in the individual Work Order.

SECTION E – INSPECTION AND ACCEPTANCE

E.1 INSPECTION AND ACCEPTANCE OF DELIVERABLES

(a) The Contracting Officer or his/her duly authorized representative is authorized to perform inspection on behalf of the Government for the purpose of acceptance of all materials, data or services to be provided. In this regard, the Contracting Officer’s Representative (COR) is an authorized technical representative of the Contracting Officer (CO).

(b) Inspection, review or the anticipation of acceptance and approval of a deliverable item during the course of its preparation shall not be construed as assurance of acceptance of the finished product.

(c) Final acceptance of all deliverables under the contract and individual Work Order shall be made by the primary COR identified in Section G.2 or Alternate COR identified in the individual Work Order, in writing.
