C. SCOPE
Surveillance Services Directorate (AJM-4) focuses on the surveillance systems that provide the complete picture for operations taking place in the National Airspace. These systems range from traditional ground based radar to more advanced GPS based positioning systems.
The Directorate requires support services for the following programs and initiatives:

As identified in section D, the Contractor shall provide all necessary technical, managerial, administrative, cost and financial support such as: engineering, logistics, configuration management, planning, organizing, managing, coordinating, and tracking cost, schedule, performance and program management for the maintenance of existing and the acquisition and implementation of new or enhanced surveillance products, systems and services into the NAS.
D. STATEMENT OF WORK
The Contractor must provide support to the Surveillance Services Directorate (AJM-4) in accordance with the following Program Support Services (PSS) Statement of Work (SOW) functional areas:
D.1 System Engineering
The Contractor must support all aspects of systems engineering for the Surveillance Services
Directorate (AJM-4), as requested. System engineering task include, but are not limited to, the following: operational concepts and requirements preparation/review; problem reports tracking and analysis; developing and validating systems requirements; Functional Configuration Audits
(FCA) and Product Configuration Audits (PCA); engineering studies and assessments; risk assessments; interface analysis; architecture and design assessments; mission need analysis; life-cycle cost analysis; technical evaluations and studies; cost-benefit assessments; Reliability
Maintainability and Availability (RMA) analysis; maintaining databases; system design analysis;
performance analyses; documentation reviews; technical meetings participation/facilitation; and the testing, evaluation, integration and installation of software.
D.2 Human Factors Engineering
The Contractor must support all aspects of human engineering for the Surveillance Services
Directorate (AJM-4), as requested. Human factors engineering task include, but are not limited to, the following: human factors planning; design and analysis of early operational evaluations/involvement; human factors engineering assessments; human factors design requirements; review contractor deliverables; technical interchange meetings participation/facilitation; testing of user-system interface attributes; human factors studies; and human factors engineering assessments.
D.3 Strategic Planning Support
The Contractor must support all aspects of strategic planning, scheduling and coordination, providing a variety of technical and administrative support for strategic planning functions within the Surveillance Services Directorate (AJM-4), as requested. Support tasks include, but are not limited to: development of strategic plans and related inputs; strategic communications planning; meeting participation/facilitation; analysis of planning requirements; integrated schedule development and integration planning; assessments of schedule and budget impacts from evolution of the National Airspace System (NAS) architecture, the Next Generation Air
Transportation System, and FAA and ATO strategic plans; consulting support on strategic thinking and strategic planning skills and behaviors; and, develop, maintain and execute business plans.
D.4 Program Management Support
The Contractor must support all aspects of Program Management involving the planning, developing, organizing, coordination and conduct of Surveillance Services organizational activities to ensure FAA operational policies, processes and program elements are integrated, and documented within the Directorate. Support tasks include but are not limited to: evaluating program structure, roles and functionality to identify and facilitate changes that maximize effectiveness and efficiency; minimize redundancies, and standardize organizational elements;
conducting program and or organizational analysis and process mapping to identify barriers to achieving Directorate goals and objectives; working with intact groups/teams to enhance their efficiency through improved processes and systems; providing personnel to perform and assist with day-to-day activities of project and contract management, and acquisition surveillance activities using the FAA Acquisition Management System (AMS); participation in organization management meetings and reviews; development of practices, metrics, technical, programmatic and financial plans and procedures; preparation, submittal and execution of budgets across FAA programs and projects; provide assistance in the overall management of the budget process.
D.5 Business, Financial and Acquisition Management Support
The Contractor must support all aspects of financial management involving the budget processes including formulation, presentation, and execution to include use of all related computer applications for the Surveillance Services Directorate (AJM-4), as requested. Tasks include, but are not limited to: developing program documentation for investment decisions, including OMB-
300’s and acquisition strategy support, OMB reporting, developing and maintaining contract and technical documentation for cost benefit analysis, schedule and technical requirements, business cases and Independent Government Cost Estimates (IGCE), maintaining project schedules, participating in program meetings, monitoring and tracking programs financial performance, cost estimating support, developing and maintaining financial plans, and reconciling financial transactions; developing financial reports, statements, and data of both factual and analytical nature; Earned Value Management (EVM) maintenance and analysis.
D.6 Administrative Management Support
The Contractor must support all aspects of general administrative tasks involving office and supplies management, web site support, travel coordination, correspondence processing, and conference/meeting coordination, for the Surveillance Services Directorate (AJM-4), as requested. Support tasks include, but are not limited to: operating photo copiers, fax machines and other office equipment; preparing mailings; proofreading documents; answering telephones and delivering messages; coordinating meetings, agendas, conference room requirements and scheduling requirements; participating in meetings and documenting meeting minutes and action items; planning, processing and coordinating travel logistics; designing and printing charts and posters depicting organizational structure and matrices; documenting and processing FAA communications; assist in development and maintenance, and standardization of FAA web sites;
create documents, spreadsheets, and presentations; provide logistical support for meetings including but not limited to set up of electronic media, telecommunications devices, and video conferencing.
D.7 Logistics Support
The Contractor must support all aspects of integrated logistic activities and transition team support, for the Surveillance Services Directorate (AJM-4), as requested. Support tasks include, but are not limited to: logistics engineering; tracking prime contractor contract performance and monitoring logistic activity; logistics support analysis; maintenance concept; provisioning analysis; spares acquisition plan; long lead items list; parts substitution list; integrated support planning; logistic support analysis; technical publications provisioning and training; transition team support; logistics briefings to the sites; managing unallocated assets; reviews of Integrated
Logistics Support Plan (ILSP).
D.8 Implementation Support
The Contractor must support all aspects of implementation activities for the Surveillance
Services Directorate (AJM-4), as requested. Task include, but are not limited to: site implementation; system installation, checkout and integration; removal of existing equipment;
operational field data analyses; implementation planning; participation in site survey activities;
reviewing installation and implementation documentation; coordination and monitoring installations at field site locations; participation in Contractor Acceptance Inspections (CAI);
participation in Site Acceptance Testing (SAT); participation in Joint Acceptance Inspections
(JAI) activities; development of operational integration and transition plans; developing fallback procedures and briefings; interface with system integration and transition Contractors.
D.9 Facilities Support
The Contractor must support all aspects of facilities involving the transition of air traffic control automation systems and services, communication systems and services, facility systems and services, navigation and landing systems and services, surveillance systems and services, and weather systems and services, for Surveillance Services Directorate (AJM-4), as requested.
Support tasks include, but are not limited to: conduct studies for operational transition impact;
participate/facilitate technical meetings; perform field site visits; support service area personnel on facility transition matters; conduct site surveys and document results; develop revisions and modifications to FAA policy and or guidance documents; development and evaluation of FAA operations, strategies, concepts, and plans; development and management of a quality management system; facility master planning; develop transition analysis reports; researching facilities drawings, specifications, and schematics; participate/facilitate design reviews; maintain design documents library; draft statements of works; support space and building systems
Configuration Control Board (CCB); review NAS Change Proposals (NCPs).
D.10 Operational Support
The Contractor must support all aspects of field operations and its sustainment involving the planning, execution, transition, and integration support activities, for Surveillance Services
Directorate (AJM-4), as requested. Support tasks include, but are not limited to: planning the hardware, software and process evolution; development of life cycle implementation activities;
scheduling field support activities; technical coordination with FAA Service Center Offices;
participation in acquisition management support activities; initiating deployments (i.e. site surveys, installations, and technical refresh activities; In-Service-Reviews (ISR) and related activities; resolution of ISR related issues; monitoring program trouble reports; update of system technical documentation; preparing and coordinating task orders, specifications, statement of works, and contract changes.
D.11 Configuration Management (CM)
The Contractor must support all aspects of configuration management for the Surveillance
Services Directorate (AJM-4), as requested. The work entails the establishment, monitoring, and administration of change control procedures, collecting, processing, distributing and tracking modification request forms of hardware, software, facilities, data, interfaces, tools and documentation. Support tasks include but are not limited to:
Provide the requisite knowledge and expertise to support the FAA in performing life-cycle CM tasks and activities for the National Airspace System (NAS) in accordance with FAA Order 1800.66. The Contractor must support the FAA in performing program and domain level CM tasks.
Maintain knowledge of publicly documented CM practices and tools, such as those found in commercial and military standards, industry trade publications, and other government agencies; provide comments and evaluations on CM issues from organizations and programs external to the FAA; participate in the development of industry and government standards as directed by the FAA; assess the applicability of new and innovative tools and procedures to the FAA operations; and must provide recommendations for or against adoption of the commercial or military practices and tools within FAA.
Provide expertise in the development of briefings, the planning and conduct of CM workshops, off-site meetings and conferences.
Assist the FAA in achieving corporate goals and objectives that relate to CM process improvement efforts.
Provide expertise in consultation to foster the implementation of the best practices of CM in the FAA.
Provide expertise and support for developing and maintaining the currency of FAA CM policy consistent with the FAA Acquisition Management System (AMS) and appropriate
Agency directives and standards.
D.12 Information System Security Support
Contractor will provide broad spectrum cybersecurity support to the leadership and management of AJM-4 for National Airspace System (NAS) and Air Traffic Organization (ATO) surveillance programs, projects, support systems, and governance documentation. This includes cybersecurity engineering, architecture, analysis, and policy activities supporting AJM-4 acquisition and authorization processes as well as support for administration, departmental and federal information requests and data calls. Additionally, the vendor will provide senior and executive level cybersecurity subject matter expertise to include cybersecurity program and policy development, procedural development and implementation, and coordination activities with
NAS, FAA, and other governmental cybersecurity offices as required/directed. Specific tasks include:
Draft and coordinate surveillance program and project acquisition artifacts supporting the
FAA Acquisition Management System (AMS) and the Information Security Guidance for
Systems Acquisition (ISGSA)
Draft and coordinate surveillance program and project system Authorization artifacts supporting the Security Authorization Handbook and other approved security policy
Architect and engineer security capabilities for AJM-4 surveillance programs and projects following FIPS-199 and NIST SP 800-53 guidelines
Provide sound advice and recommendations to AJM-4 leadership regarding cybersecurity policy and guidance
Participate in appropriate cybersecurity working groups as directed
Provide threat assessments, vulnerability assessments, perform risk analyses and provide risk mitigation recommendations that are appropriate to the intended use of information systems.

F. TRAVEL
The contractor may be required to travel to locations in the continental United States. All travel must be conducted in accordance with the Federal Travel Regulations and FAA Travel
Regulations and with prior approval of the COR.
