B.2 FUNDING INFORMATION

C. SCOPE
The Enterprise Services directorate is responsible for the implementation and execution of the systems and services that tie ground systems and aircraft together through communications, navigation, weather and aeronautical information and flight services in the National Airspace
System (NAS). The directorate plays a critical role in establishing infrastructure for NextGen.
The directorate requires support services for the following programs and initiatives:

― NextGen Weather Systems
― Aviation Weather Services
― Unmanned Aircraft Systems
• Data Communications Group AJM-3400

As identified in section D, the Contractor shall provide all necessary technical, managerial, administrative, cost and financial support such as: engineering, logistics, configuration management, planning, organizing, managing, coordinating, and tracking cost, schedule, performance and program management for the maintenance of existing and the acquisition and implementation of new or enhanced products, systems and services into the NAS.
D. STATEMENT OF WORK
The Contractor must provide support to the Enterprise Services directorate (AJM-3) in accordance with the following Program Support Services (PSS) Statement of Work (SOW) functional areas:
D.1 System Engineering
The Contractor must support all aspects of systems engineering for the programs and initiatives that comprise the Enterprise Services directorate (AJM-3). System engineering task include, but are not limited to, the following: operational concepts and requirements preparation/review;
problem reports tracking and analysis; developing and validating systems requirements;
engineering studies and assessments; risk assessments; interface analysis; architecture and design assessments; mission need analysis; life-cycle cost analysis; technical evaluations and studies;
cost-benefit assessments; Reliability Maintainability and Availability (RMA) analysis;
maintaining databases; system design analysis; performance analyses; documentation reviews;
technical meetings participation/facilitation; and the testing, evaluation, integration and installation of software.
D.2 Software Engineering
The Contractor must support all aspects of software engineering involving the design, development, testing, maintenance for the Aviation Weather Dissemination and Observation programs and the PMO Integrated Risk Management software. Support tasks include, but are not limited to: requirements verification and validation; test and evaluation procedures review; specification compliance assessments; monitor coding and unit/string testing; software development estimates and assessments; test support for factory acceptance testing, Operational Test and Evaluation (OT&E) support and software maintenance.
D.3 Hardware Engineering Support
The Contractor must support all aspects of hardware engineering involving the design, development, testing, maintenance and related hardware activity for the DataComm programs.
Support tasks include, but are not limited to: technical meetings participation/facilitation;
documentation reviews; requirements analysis; specification compliance assessments; hardware development estimates and assessments; monitor development activities; monitor hardware product procurement; monitor integration and testing; analysis and metric generation for program technical reports; hardware transition planning; hardware maintenance activities; parts obsolescence; hardware selection evaluations; Preliminary Design Review (PDR), Critical
Design Review (CDR) and Production Readiness Review (PRR).
D.4 Human Factors Engineering
The Contractor must support all aspects of human engineering for the Program Engineering
Services Group. Human factors engineering task include, but are not limited to, the following:
human factors planning; design and analysis of early operational evaluations/involvement;
human factors engineering assessments; human factors design requirements; review contractor deliverables; technical interchange meetings participation/facilitation; testing of user-system interface attributes; human factors studies; and human factors engineering assessments.
D.5 Information System Security Support
The Contractor must support all aspects of Information Systems Security (INFOSEC) for the
Aviation Weather Services programs. Support tasks include, but are not limited to: identification of threats; performance of risk and vulnerability assessments; risk analyses and risk mitigation recommendations; incident detection and remediation; testing of proposed and applicable security solutions; development of security policies and requirements; review of INFOSEC documentation; and development of security certification and authorization packages.
D.6 Safety Management Support
The Contractor must support all aspects of the implementation of the Safety Management
System across the Aviation Weather Dissemination and Observation and Weather Services programs. Task and activities involve measures to mitigate hazards or reduce risk to an acceptable level, verification that mitigation measures are incorporated into product design and implementation, and assessment of residual risk and other safety related activities. Support tasks include, but are not limited to: generation of Program Safety Plans (PSP); safety risk analysis and documentation; validation/verification of the implementation of risk mitigation actions;
generation of System Safety Assessment Reports (SSAR); safety assurance activities;
participation/facilitation of Safety Risk Management Panels (SRMP); and safety education activities.
D.7 Strategic Planning Support
The Contractor must support all aspects of strategic planning, scheduling and coordination, providing a variety of technical and administrative support for strategic planning functions for the Enterprise Services directorate (AJM-3). Support tasks include, but are not limited to: the development, execution, and identification of solutions to complex issues for the aviation weather programs; develop long-range visions, strategic, tactical, operational plans and organizational goals; develop an overall framework and program management plan for addressing Unmanned Aircraft Systems (UAS) concepts; strategic communications planning;
analysis of planning requirements; integrated schedule development and integration planning;
and, develop, maintain and execute business plans.
D.8 Program Management Support
The Contractor must support all aspects of Program Management involving the planning, developing, organizing, coordination and conduct of Enterprise Services organizational activities to ensure FAA operational policies, processes and program elements are integrated, and documented within the directorate. Support tasks include but are not limited to: evaluating program structure, roles and functionality to identify and facilitate changes that maximize effectiveness and efficiency; minimize redundancies, and standardize organizational elements;
conducting program and or organizational analysis and process mapping to identify barriers to achieving directorate goals and objectives; working with intact groups/teams to enhance their efficiency through improved processes and systems; providing personnel to perform and assist with day-to-day activities of project and contract management, and acquisition surveillance activities using the FAA Acquisition Management System (AMS); participation in organization management meetings and reviews; development of practices, metrics, technical, programmatic and financial plans and procedures; preparation, submittal and execution of budgets across
Enterprise Services programs and projects; provide assistance in the overall management of the budget process.
D.9 Business, Financial and Acquisition Management Support
The Contractor must support all aspects of financial management involving the budget processes for the Air/Ground Voice Services, Aviation Weather Services and Acquisition Excellence programs. Tasks include, but are not limited to: developing program documentation for investment decisions, including OMB-300’s and acquisition strategy papers, briefing and presentations; developing and maintaining contract and technical documentation for cost, schedule and technical requirements; developing and maintaining project schedules; developing documentation and analysis for internal and external communications; monitoring and tracking programs financial performance; cost estimating support; developing and maintaining financial plans, and reconciling financial transactions; developing financial reports, statements, and data of both factual and analytical nature; and Earned Value Management (EVM) maintenance and analysis.
D.10 Logistics Support
The Contractor must support all aspects of integrated logistic activities and transition team support for the Aviation Weather Services programs. Support tasks include, but are not limited to: logistics engineering; tracking prime contractor contract performance and monitoring logistic activity; logistics support analysis; maintenance concept; provisioning analysis; spares acquisition plan; long lead items list; Washington Item Management; parts substitution list;
integrated support planning; logistic support analysis; technical publications provisioning and training; transition team support; logistics briefings to the sites; managing unallocated assets;
reviews of Integrated Logistics Support Plan (ILSP).
D.11 Operational Support
The Contractor must support all aspects of field operations and its sustainment involving the planning, execution, transition, and integration support activities, for the Enterprise Services programs. Support tasks include, but are not limited to: planning the hardware, software and process evolution; development of life cycle implementation activities; scheduling field support activities; technical coordination with FAA Service Center Offices; participation in acquisition management support activities; initiating deployments (i.e. site surveys, installations, and technical refresh activities; In-Service-Reviews (ISR) and related activities; resolution of ISR related issues; monitoring program trouble reports; update of system technical documentation;
preparing and coordinating task orders, specifications, statement of works, and contract changes.
E. DELIVERABLES
The deliverables for this task are as follows:
F. TRAVEL
The contractor may be required to travel to locations in the continental United States. All travel must be conducted in accordance with the Federal Travel Regulations and FAA Travel
Regulations and with prior approval of the COR.
