B.2 FUNDING INFORMATION

C. SCOPE

The Air Traffic Systems directorate is characterized by systems that deliver to all segments of the National Airspace System. These systems support aircraft separation services provided by controllers to pilots with accurate and capable surveillance and automation; services that support decision making for traffic flow managers and services that go directly to pilots to improve safety and efficiency. The Directorate requires support services for the following groups and programs:

As identified in section D, the Contractor shall provide all necessary technical, managerial, administrative, security, cost and financial support such as: engineering, logistics, configuration management, planning, organizing, managing, coordinating, documenting and tracking cost, schedule, performance and program management for the maintenance of existing and the acquisition and implementation of new or enhanced products, systems and services into the

NAS.

D. STATEMENT OF WORK

The Contractor must provide support to the Air Traffic System Directorate (AJM-2) in accordance with the following Program Support Services (PSS) Statement of Work (SOW) functional areas:

D.1 System Engineering

The Contractor must support all aspects of systems engineering for Air Traffic Systems’ programs and initiatives identified in section C. System engineering task include, but are not limited to, the following: operational concepts and requirements preparation/review; problem reports tracking and analysis; developing and validating systems requirements; engineering studies and assessments; risk assessments; interface analysis; architecture and design assessments; trade studies; mission need analysis; life-cycle cost analysis; technical evaluations and studies; cost-benefit assessments; Reliability Maintainability and Availability (RMA) analysis; maintaining databases; system design analysis; performance analyses; documentation reviews; technical meetings participation/facilitation; and the testing, evaluation, integration and installation of software.

D.2 Software Engineering

The Contractor must support all aspects of software engineering involving the design, development, testing, and maintenance. Support is required for all Air Traffic Systems (AJM-2), as requested. Support tasks include, but are not limited to: requirements verification and validation; test and evaluation procedures review; specification compliance assessments; monitor coding and unit/string testing; simulations and prototyping, software development estimates and assessments; test support for factory acceptance testing, Operational Test and Evaluation (OT&E) support and software maintenance.

D.3 Hardware Engineering Support

The Contractor must support all aspects of hardware engineering involving the design, development, testing, maintenance and related hardware activity for Air Traffic Systems (AJM-

2), as requested. Support tasks include, but are not limited to: technical meetings participation/facilitation; documentation reviews; requirements analysis; specification compliance assessments; hardware development estimates and assessments; monitor development activities; monitor hardware product procurement; monitor integration and testing;

analysis and metric generation for program technical reports; hardware transition planning;

hardware maintenance activities; parts obsolescence; hardware selection evaluations; Preliminary

Design Review (PDR), Critical Design Review (CDR) and Production Readiness Review (PRR).

D.4 Human Factors Engineering

The Contractor must support all aspects of human engineering for Air Traffic Systems (AJM-2), as requested. Human factors engineering task include, but are not limited to, the following:

human factors planning; design and analysis of early operational evaluations/involvement;

human factors engineering assessments; human factors design requirements; review contractor deliverables; technical interchange meetings participation/facilitation; testing of user-system interface attributes; human factors studies; and human factors engineering assessments.

D.5 Information System Security Support

The Contractor must support all aspects of Information Systems Security (INFOSEC) for the Air

Traffic Systems (AJM-2), as requested. Support tasks include, but are not limited to:

identification of threats; performance of risk and vulnerability assessments; risk analyses and risk mitigation recommendations; incident detection and remediation; testing of proposed and applicable security solutions; development of security policies and requirements; review of

INFOSEC documentation; and development of security certification and authorization packages.

D.6 Safety Management Support

The Contractor must support all aspects of system safety engineering and safety management across the Air Traffic Systems Direcotrate (AJM-2), as requested. Task and activities involve measures to mitigate hazards or reduce risk to an acceptable level. This includes verification that mitigation measures are incorporated into product design and are implemented as designed.

Support tasks include, but are not limited to: generation of Program Safety Plans (PSP); safety risk analysis and documentation; validation/verification of the implementation of risk mitigation actions; generation of System Safety Assessment Reports (SSAR); safety assurance activities;

participation/facilitation of Safety Risk Management Panels (SRMP); and safety education activities.

D.7 Strategic Planning Support

The Contractor must support all aspects of strategic planning, scheduling and coordination, providing a variety of technical and administrative support for strategic planning functions for

Air Traffic Systems (AJM-2), as requested. Support tasks include, but are not limited to:

development of strategic plans and related inputs; strategic communications planning; meeting participation/facilitation; analysis of planning requirements; integrated schedule development and integration planning; assessments of schedule and budget impacts from evolution of the

National Airspace System (NAS) architecture, the Next Generation Air Transportation System, and FAA and ATO strategic plans; consulting support on strategic thinking and strategic planning skills and behaviors; and, develop, maintain and execute business plans.

D.8 Program Management Support

The Contractor must support all aspects of Program Management involving the planning, developing, organizing, coordination and conduct of Air Traffic System organizational activities to ensure FAA operational policies, processes and program elements are integrated, and documented within the Directorate. Support tasks include but are not limited to: evaluating program structure, roles and functionality to identify and facilitate changes that maximize effectiveness and efficiency; minimize redundancies, and standardize organizational elements;

conducting program and or organizational analysis and process mapping to identify barriers to achieving Directorate goals and objectives; working with intact groups/teams to enhance their efficiency through improved processes and systems; providing personnel to perform and assist with day-to-day activities of project and contract management, and acquisition surveillance activities using the FAA Acquisition Management System (AMS); participation in organization management meetings and reviews; development of practices, metrics, technical, programmatic and financial plans and procedures; preparation, submittal and execution of budgets across Air

Trrafic Systems’ programs and projects; provide assistance in the overall management of the budget process.

D.9 Configuration Management Support (CM)

The Contractor must support all aspects of configuration management for Air Traffic Systems

(AJM-2), as requested. The work entails the establishment, monitoring, and administration of change control procedures, collecting, processing, distributing and tracking modification request forms of hardware, software, facilities, data, interfaces, tools and documentation. The Contractor must ensure that all CM documentation is in compliance with FAA order 1800.66. Support tasks include but are not limited to: update and maintain the configuration management program; NAS

Change Proposals (NCPs) and case file reviews and processing; management and technical level

CM support; change control and document management support; performing Configuration

Control Board (CCB) activities; Engineering Change Proposals (ECPs) processing; NAS

Program Initiatives (NPIs) processing; Baseline Management Notices (BMNs) processing; and support audits.

D.10 Business, Financial and Acquisition Management Support

The Contractor must support all aspects of financial management involving the budget processes including formulation, presentation, and execution to include use of all related computer applications for the Air Traffic System Directorate. Tasks include, but are not limited to:

developing program documentation for investment decisions, including OMB-300’s and acquisition strategy support, OMB reporting, developing and maintaining contract and technical documentation for cost benefit analysis, schedule and technical requirements, business cases and

Independent Government Cost Estimates (IGCE), maintaining project schedules, participating in program meetings, monitoring and tracking programs financial performance, cost estimating support, developing and maintaining financial plans, and reconciling financial transactions;

developing financial reports, statements, and data of both factual and analytical nature; Earned

Value Management (EVM) maintenance and analysis.

D.11 Administrative Management Support

The Contractor must support all aspects of general administrative activities which involve office and supply management, web site support, travel coordination, correspondence processing, action item tracking, conference/meeting coordination for the Air Traffic Systems (AJM-2), as requested. Support tasks include, but are not limited to: operating photo copiers, fax machines and other office equipment; preparing mailings; proofreading documents; answering telephones and delivering messages; coordinating meetings, agendas, conference room requirements and scheduling requirements; participating in meetings and documenting meeting minutes and action items; planning, processing and coordinating travel logistics; designing and printing charts and posters depicting organizational structure and matrices; documenting and processing ATS communications; assist in development and maintenance, and standardization of FAA web sites;

create documents, spreadsheets, and presentations; provide logistical support for meetings including but not limited to set up of electronic media, telecommunications devices, and video conferencing.

D.12 Training Assistance Support

The Contractor must support all aspects of training for the Air Traffic Systems (AJM-2), as requested. Support tasks include, but are not limited to providing training support at the William

J. Hughes Technical Center (WJHTC) ERAM Test and Training Laboratory (TTL); technical evaluation of training materials; curriculum design, review, development, assessment; develop training plans; review and comment on training-related deliverables; and maintaining current, original and/or updated training materials compliant with FAA standards and practices; and planning, tracking and performing training.

D.13 Testing Support

The Contractor must support all aspects of testing activities for Air Traffic Systems’ programs, as requested. Support tasks include, but are not limited to: system requirements validation and verification, test and evaluation procedures review, test engineering support, test support for factory acceptance testing, Operational Test and Evaluation (OT&E), and Key Site Testing.

D.14 Logistics Support

The Contractor must support all aspects of integrated logistic activities and transition team support, for Air Traffic Systems (AJM-2). Support tasks include, but are not limited to: logistics engineering; tracking prime contractor contract performance and monitoring logistic activity;

logistics support analysis; maintenance concept; provisioning analysis; spares acquisition plan;

long lead items list; parts substitution list; integrated support planning; logistic support analysis;

technical publications provisioning and training; transition team support; logistics briefings to the sites; managing unallocated assets; reviews of Integrated Logistics Support Plan (ILSP).

D.15 Implementation Support

The Contractor must support all aspects of implementation activities for the Air Traffic Systems’

(AJM-2) programs, as requested. Task include, but are not limited to: site implementation;

system installation, checkout and integration; removal of existing equipment; operational field data analyses; implementation planning; participation in site survey activities; reviewing installation and implementation documentation; coordination and monitoring installations at field site locations; participation in Contractor Acceptance Inspections (CAI); participation in Site

Acceptance Testing (SAT); participation in Joint Acceptance Inspections (JAI) activities;

development of operational integration and transition plans; developing fallback procedures and briefings; interface with system integration and transition Contractors.

D.16 Operational Support

The Contractor must support all aspects of field operations and its sustainment involving the planning, execution, transition, and integration support activities, for the Air Traffic Systems’ programs, as requested. Support tasks include, but are not limited to: planning the hardware, software and process evolution; development of life cycle implementation activities; scheduling field support activities; technical coordination with FAA Service Center Offices; participation in acquisition management support activities; initiating deployments (i.e. site surveys, installations, and technical refresh activities; In-Service-Reviews (ISR) and related activities; resolution of

ISR related issues; monitoring program trouble reports; update of system technical documentation; preparing and coordinating task orders, specifications, statement of works, and contract changes.
