1. Please advise if any specific site personnel are required for the daily supervision work on project site. If required, then specify if full time or part time.
Contract is a fixed-price incentive contract. Prospective offerors shall identify employee requirements to meet both project schedule and cost.
2. Please advise if office trailer is required for contractor’s site office or agency will provide office space in any of the buildings.
USMMA will not provide office space in any existing Academy facilities
3. Please advise which building roofs have concrete roof deck and which has metal deck.
All roofs are concrete decks.
4. Please advise what is the thickness of existing roofing.
As-built drawings to be provided
5. Please advise what R value is required for the new roof insulation work, this will have a big impact on bid price
Design-Build. Roof must be designed for climate zone.
6. Please advise if roof drains are to be replaced at all the roofs.
Any non-functioning drain shall be replaced. Functioning drains shall remain.
7. Please advise how many roofs have gravel.
One roof – Gibbs Section 4
8. Please confirm that all solar panels on the roof are to be removed and carted out of site.
All solar panels are to be removed and disposed of by GC.
9. Any demolition of existing roof will make noise and dust please confirm that this demo work can be performed in the regular working hours of 7:00 am to 3:30 pm.
Disruptive operations should be kept to a minimum and shall be coordinated with the COR.
10. Please confirm if there is any asbestos containing material in the existing roof work which may require abatement. SOW para 2 ‘Background’ states there is a high possibility that the insulation contains asbestos. Please clarify in detail.
The contractor shall be responsible for testing of roofing materials for asbestos. It is the responsibility of the contractor to take appropriate measures in accordance with all local, state, and federal environmental and occupational safety and health laws and regulations.
11. confirm which eight (8) roof sections/levels requires complete roof replacement, and which three (3) sections/levels require roof repair/patching at the roof leaking areas.
Fulton Roof Sections 3,4, and 7 were replaced in 2019 and are presumed to be fully functional. The contractor will be responsible to assess those roofs.

12. Please confirm if contractor has to build independent stair tower at each roof work or access to roof will be provided through building entrances and hallways for roof workers. Also advise if sidewalk bridge is required at bldg.

Fulton Roof Section 1 and Gibbs Sections 2 and are accessible from access door in Fulton hallway. Fulton Section 2 has stair access from Fulton Section 1. All other sections require independent stairs.
13. Please advise if debris chute will be allowed to construct at each roof level and there is space for dumpster right below each building whereby this debris chute will directly lower the material in the dumpster.
Debris chutes shall be allowed. Space for dumpster will be provided below each section excluding Fulton Section 5.
Debris from Fulton Section 5 will need to be transported across Fulton Section 6
14. Please specify the correct scope of the work for all windows. As schedule states window replacement, window repair, window solar-film.
Contractor shall follow hierarchy in 4.3.1(D).

15. SOW para 2 ‘Background’ for Lead states given the ages of the buildings, there is a possibility that lead is present.
– Please clarify what is the procedure for removal of lead and where is it present in the buildings.

16. Please advise if existing railing and coping on the roof requires replacement.
Functional railings and coping shall remain. Non-function railings and coping shall be replaced by the contractor and must be field verified.
17. During the site walk through it was informed that all the existing window integral blinds are to be removed.
Please clarify if contractor can remove the existing window frame.
Window frames do not need to be removed to remove the integral blinds.
18. What kind of warranty / how many years are required for the roofing system?
Warranty shall be expected service life for roof type proposed.
19. Can the polyisocyanurate insulation be installed fully adhered on to existing concrete deck in lieu of mechanically fastened that is mentioned?
Design-Build. Contractor must construct roof to meet local conditions
20. From statement of work, “All curbs, pipes, and penetrations must have a minimum of 18 inches separation between each other, walls, and valleys”.
If minimum 18” separation is required, and many items on the roof are less than 18” apart, is the Contractor responsible
Existing condition may remain. Any new equipment modifications will be a contractor responsibility.

21. Is the Contractor responsible for relocating / raising items as existing piping found to be buried under existing roofing?
Buried items that are not visible or apparent shell be considered an unforeseen condition.
22. Is contractor responsible for repairing existing badly cracked / spalled concrete deck or replacing deteriorated metal deck that may be encountered?
All unsatisfactory conditions shall be corrected.
23. How is roof pitch to be achieved? Is applied lightweight concrete screed to be used to created slope to the concrete deck? Tapered polyisocyanurate for metal deck?
24. Please confirm existing parapet pipe railing, where it occurs shall remain in place and repair if loose.

25. If some metal fascia’s, copings, scuppers, leaders or metal reglet flashing is found to be in good condition can they remain?
Yes, as long as they do not affect roof warranty.
26. Are there any existing roofing drawings for the existing roofs available and for the roofs recently replaced?

27. How shall the Contract handle ACM (Asbestos containing material) or ACM contaminated material encountered as the existing roofing assembly is removed and was not indicated in any past asbestos survey?
Necessary abatement and disposal of asbestos containing materials shall comply with all applicable federal, state, and local laws, rules, and regulations governing asbestos work or the hauling and disposal of asbestos waste material, including but not limited to EPA and OSHA 3096 standards.
28 Is the Contractor responsible for relocating, repairing, or replacing electrical conduit running on top of existing roof?
Contractor will need to determine if any conduits require movement to install new roofing. All existing circuits shall be restored as part contract.
29. Confirm all rusted / exposed steel beams / dunnage, parapet railings, All surfaces requiring refurbish shall be prepped, primed and painted, to include galvanized surfaces.
Date: 21 March 2023 plumbing vents and other metallic penetrations be scraped, prime and painted. Of these, should galvanized surfaces be included?
30. Confirm floor base where existing applied (vinyl etc.) shall be replaced and built-in glazed cove-based tile/masonry shall remain as is.

31. Please advise if vinyl tread and riser cover at the stairs.

32. What kind of floor covering? Vinyl tiles like in the revamped classroom?

33. The total bid offer price (for entire work) should be printed only in the box 17 of form SFF1442. Please confirm
Form SF 1442 shall be included in Contractors bid package, with all required information. Offeror may include additional pricing schedules as a separate attachment.

35. Please confirm if existing interior window glazing is to be removed to access built-in shades, remove shades, and reinstalled with existing interior glaze.
Glazing removal is not required to remove built in shades.
36. Are all seals are replaced for (future) fixed and not just egress windows?
Egress frame caulking shall be replaced.
Fixed windows will be caulked around frame and window on interior and exterior.
37. The SOW indicates “Non-functioning shades shall be repaired”, but the walk through indicates that the shades be removed and discarded please clarify?
All shades shall be removed
38. Please confirm all lighting should be recessed where possible especially in corridors and low ceiling rooms like the drafting room.
Design-Build. Ceiling heights shall be maintained to the greatest extent possible.
39. Because the goal is the provide a clean look in many of the spaces such as classrooms, would it be better if the ceiling is installed between the concrete beams in many of the rooms and
Design-Build. Ceilings may be installed between concrete beams. Ceilings must extend to room perimeter with a soffit built around windows to maintain full window clearance allowing for maximum natural light.
Date: 21 March 2023 refurbish the bottom of the beams with scrape and paint. Because many of the rooms have conflicts with piping, ductwork, electrical conduits, heat detectors and tall windows, isn’t it better to paint the piping, and the ductwork where possible?
40. Is the Contractor responsible for repairing the leaking waste piping?
Any leaking waste lines shall be identified to the COR for repair by DPW.
41. The machine shop room has ceiling mounted electric heating units. Do these units work and are they used? Should they be disconnected and lowered below the new ceiling?
Yes, to all questions.
42. In the Steam classroom, we suggest not to paint newly installed items on the walls like electrical conduit, etc. Please advise.
Equipment items and electrical conduits do not require painting. If conduits are painted then all fire alarm conduits shall be painted red.
43. The existing flooring which has asbestos abatement should be abated by code. We don’t think a new flooring can be laid or poured over an existing asbestos flooring. Please confirm.
Encapsulation of ACM flooring is the preferred method
44. From asbestos reports it is not clear which rooms flooring requires asbestos abatement or not. But schedule for floor finishes specifies existing flooring type.
Please confirm if all existing VCT flooring is to be considered as asbestos abatement or to encapsulate. Kindly confirm.

45. Requesting to extend the bid date at least by two weeks or more as our subs, vendors, A/E needs time to provide the correct design, products so that contractor can provide fair and reasonable pricing to government.

The remaining 71 rooms fall within the Period of Performance Phase of the project.
55. This attachment # 2 lists various rooms of each phase, but it does not list the name of the building i.e. Fulton or Gibbs. Please provide name of the building whether it is Fulton or Gibbs for each room.
The schedule differentiates buildings by the room number beginning with an F for all Fulton Rooms.

56. Is exterior and interior caulking required for all windows? Also does glazing need to be re-caulked.
Interior and exterior caulking is required for all windows. Glazing does not require re-caulking.
57. Roof drawings were not issued in amendment no.1. Please issue roof drawings with scale.

58. Please advise if agency will provide storage space in the building for contractor’s all material.

59. As this is a three-year project will there be an escalation clause for the material and labor cost.
This is a fixed price contract. Any escalation costs should be calculated in proposal.
60. Is there any work of restroom renovations? If yes, please list the scope and identify these restrooms on scale plans.
Please follow finishes for bathrooms that are include in the floor and ceiling finishes. Restroom will require painting, lighting update. All fixtures and floors to remain.
61. Please advise rigid encapsulation is required at tectum ceilings only in Steam and Diesel labs and the rest of all the rooms paint can be used for encapsulation
Paint may not be used to encapsulate Tectum in any locations.
62. Please confirm there are no ceiling light fixtures required in the new rigid encapsulation at existing tectum ceilings.
Lighting levels need to be maintained in all spaces. If lighting is covered (diesel lab) with rigid encapsulation lighting must be installed as part of base contract.
63. Please advise Gibbs has 98% work/floor area of ACM mastic and Fulton is minimal and all the floor area where ACM mastic is present can be encapsulated.

64. SOW for flooring states level all floors prior to installation of final finish.
Underlayment shall be a cement based self-leveling underlayment. Please confirm this is required as this is an expensive item.
ACM containing floors must be encapsulated. Contractor may propose alternate encapsulation/leveling methods.
65. Hallways are not numbered on floor plans which were issued via amendment no.1
Ceiling-Floor finishes has been updated to capture corridors.
66. Please specify which hallway ceilings require replacement of Paraline pans. Also, some areas have existing insulation above the pans. Is it required to replace the insulation also? if yes

68. During the 2nd site visit the lecture hall of Gibbs was shown, please confirm all the desks needs to be removed and reinstalled back for the floor replacement work. Please see photo at end of document..
Mechanically fastened desks will need to be removed to install TCF and replaced after installation. This will be a contractor responsibility.
69. Please advise how many windows has integral blinds, as the scope is to remove these blinds. Floor plans does not indicate of existing integral blinds.
Will need to be field verified.
70. Please advise if all the door, frames and hallway masonry walls get fresh coat of paint.
All doors and frames will require painting. Masonry walls in Fulton will be painted. Gibbs walls will NOT be painted.
71. Please confirm all the windows require new solar film. Any specific type of film is required?
All windows will receive solar film to be specified by contractor for review.
72. Existing FCU were shown at the 2nd site visit. Please specify the correct scope of work for the FCU and how much is the quantity.
