STATEMENT OF WORK
In accordance with all regulatory body requirements and to the satisfaction of the COR, the Contractor shall provide all labor, materials and services to accomplish the intent of this ITEM. In addition, and at a minimum, the Contractor shall:
Furnish the necessary labor and material to dry dock the ship within 72 hours of arrival in the repair yard. A copy of the docking plan is provided as a reference.
Provide docking blocks which are fabricated out of hard wood (Minimum 4 foot tall), in good condition and without excessive checking. Blocks shall be capped with soft caps in good condition.
Blocks shall be dogged or lagged together. Dock in position 2.
Meet with the COR prior to docking the ship to examine the blocks.
Set all blocks in a manner which allows the ship to be fleeted if necessary (fleeting is not anticipated). Blocks shall be arranged clear of all sea chests, transducers, fathometer wells, etc., and blocks shall be oriented such as to allow coating of the areas which were in way of blocks at the last dry-docking.
Complete the MARAD Dry-docking Report (MA-57) and deliver it to the COR prior to the final dock walk and before undocking the ship. This document is critical and is MARAD's permanent record of a ship's dry docking. In addition to data entries required on the actual form itself, any technical documentation describing the dry-dock work which took place must be attached. This will include reports from Contractors, sub-Contractors, Regulatory bodies and others. Failure to produce an accurate, timely MA-57 will result in a QDR and $20,000 deducted from the final invoice. There is no negotiation on this amount.
Complete all surveys, cleaning, painting and repairs in this SOW that are below the normal water line as soon as possible after the ship's arrival.
Within 24 hours of the ship being placed in dry-dock, provide necessary labor and material to visually inspect shell plate welding at and below the water line for any eroded or washed out welds.
Inspection to include all welds on plate butts and seams and any welds around sea chests, suctions, discharges, etc. All eroded or washed out welds shall be marked with waterproof marker for later inspection by COR, USCG Inspector and ABS Surveyor. A marked-up copy of the Shell Expansion drawing shall be used to indicate the location of all suspect areas. Weld repairs shall be the subject of a Delivery Order, based on unit pricing provided under "Supplemental Steel".
Provide the necessary labor and material to ultrasonically test all eroded or washed out welds found by the visual inspection. Using the marked-up shell expansion drawing, test and record the thickness of the suspect areas. Along with the report, submit a Condition Report identifying recommended repairs and associated costs. For quoting purposes, Contractor shall estimate 4000 UT shots.
