About this file

This document contains answers to questions from potential offerors regarding Solicitation Number 6933A222Q000025 for the regulatory dry docking of the Training Ship Freedom Star. Key details include that the vessel requires cleaning, inspection, and repairs to hull plating, sea strainers, propellers, and zinc anodes during the dry docking period. Gauging reports from 2020-2022 identify specific areas of hull plating replacement. The dry docking must occur at the contractor's facility and include surface preparation, non-destructive testing, and recoating of areas as needed. The warranty for applied coatings is ninety days.

TSFS 2023 Drydock Questions #4 (Amendment 003)

18. Work Item 207: The Statement of Work indicates that “Readings shall be taken within 48 hours of the ship dry-docking”. This requirement is extremely aggressive as upon dry docking the vessel will have the underwater hull pressure washed to remove growth to support inspections, tanks and spaces will need to be gas free and certified prior to entry. The contractor requests that the Statement of Work be changed to “within 5 days of dry docking”. Within 5 days of drydocking is acceptable.

19. Work Item 214: The Statement of Work indicates “upon completion of the cleaning, inspection, and repairs of the propeller;”. There is no requirement for the inspection of the stern thruster propeller or the level of polishing required as in the Bow Thruster Maintenance item. Will the government add the specific inspection and polishing requirements that are required for this work item? The propeller blades metal surface must be abraded to an 80 grit profile to form a mechanical bond with the Propspeed coating being applied. This can be done using a dual-action sander, or by hand using wet and dry 80 grit sandpaper. The contractor must then NDT the propeller blades. If repairs are required, contractor to issue a Condition Found Report (CFR) and then a Delivery Order (DO) will be issued.

20. Work Item 216: The Statement of Work does not provide enough information to accurately bid replacement of the steel as identified by the ABS inspection. (1) How does the ABS or owner want the steel repaired, by clad welding or plate replacement? (2) What quantity of shell plate and structural members are to be replaced? 1. Plate replacement or clad welding, depending upon gauging and ABS surveyor in attendance. 2. For estimating purposes, replacing the bottom shell plating on the port and stbd sides of centerline flume tank within 3 feet of centerline between Fr. 35 - 41. Replace the wasted steel on the two longitudinal bulkhead vertical angles on the flanges within the #3 Port SWB tank. See the attached 2020 Gauging Report from the last drydock and the 2021 and 2022 Gauging reports of the suspect areas. Also Attached are Findings 229.2 and 230.2 from the ABS Eagle.org.

21. Work Item 203: Please provide reference drawing 1547-4701, Rev 3 as it was not included in the reference download. Attached in Amendment 0003

22. Work Item 203: The Statement of Work directs the contractor to “furnish necessary labor, staging, equipment to accommodate inspection of the rudder pintle bearing, gudgeons and respective securing.” The only reference provided for the rudder does not show any pintle or gudgeon on the rudder. Please provide additional information and confirm the existence of these items in the rudder system. No pintle or gudgeon in the rudder system.

23. Work Item 205: The Statement of Work directs the contractor to overhaul (5) sea strainers.

The work item and references do not provide any information on these strainers. Please provide the size, make, model, simplex or duplex and the material of the strainer baskets for each of the (5) strainers. The vessel has the following six sea water cooling water duplex strainers:

a. Main Engines: 2 ea. 6” Strainers (Manuf. Hayward)

b. Bow Thruster: 1 each, Size 4” (No information available)

c. Stern Thruster: 1 each, size 4” (No information available)

d. Port and Starboard Generators: 1 Ea. Total 2 Strainers, Size 4” (No info available).

24. Work Item 205 : The Statement of Work directs the contractor to “Disassemble, clean, inspect, service, free-up, repair, adjust, reassemble, lubricate and place in good operating condition all parts forming the valve actuators”. The contractor cannot foresee the condition of the valve actuators at the time of vessel arrival at the contractor’s facility. Conditions at the time of inspection may not match the conditions upon arrival. The contractor requests that the work item be changed to direct the contractor to inspect each valve actuator and provide a report of required repairs. If repairs are required, contractor to submit Condition Found Report (CFR) and a Delivery Order (DO) will be issued.

25. Work Item 205 : The Statement of Work directs the contractor to “Disassemble, clean, inspect, service, free-up, repair, adjust, reassemble, lubricate and place in good operating condition all parts forming the valve actuators”. The owner has not provided a list of valves with actuators and the types of actuators installed. Please provide this information. None of the Sea Valves have Actuators.

26. Work Item 212: The government has indicated that the zinc anodes are welded to the hull and appendages. The sketches of zinc anode locations indicate that there are zincs welded to the rudders. If the internal spaces of the rudders are preserved with float coat product, they will have to be steam cleaned to be gas free for hot work and recoated. Are the internal surfaces of the rudders preserved? If so, what is the government recommended product to recoat the rudders with? The Rudders are solid steel where the anodes are welded, see two attached pics.

27. Work Item 119: The Statement of Work indicates that the government expects the contractor to warranty the coating system free of defects in material and workmanship for a period of 60 (sixty) months. Please verify this 5 year requirement. The normal warranty period requested is anywhere from 90 days to 1 year. Requiring a warranty period of 5 years is excessive and may sway contractors from quoting this work. Warrantee the coating system free of defects in material and workmanship for a period of ninety (90) days.
