About this file
This document contains questions and answers regarding a solicitation for the regulatory dry docking of the Training Ship Freedom Star. The solicitation is issued by the Maritime Administration within the Department of Transportation, and seeks industrial support services to dry dock the vessel in accordance with the provided Statement of Work. Questions from potential offerors involve clarification on the inclusion of technical references, preliminary inspection requirements for re-lamping work, estimated quantities for sewage disposal, and confirmation that the performance period is expected to be 38 days upon arrival of the vessel at the contractor's facility no later than March 16, 2023, with docking to occur within 72 hours of arrival.

13. Work Item 106: Please provide references Mooring Analysis T/S FREEDOM STAR (As moored at Piney Point) dated September 28, 2015 and Hurricane Preparedness and Heavy Weather Mooring Plan as they were not included in the reference download. Files Attached
14. Work Item 111: The contractor has no way to determine the number of lighting fixtures in the specified areas that will require re-lamping. There is no preliminary inspection call out in the work item. The contractor recommends that a preliminary inspection of the lighting systems to identify lamps be completed and a CFR submitted for review to compensate the contractor for any lamp needing replacement in these areas. No re-lamping is required beyond lighting that fails during the contract. SOW states, “Contractor shall submit a Condition Report documenting any broken lamp globes, lenses, covers, etc. to the COR for review.” The lighting can also be observed at the site visit.
15. Work Item 127: This item supplies water for sanitary purposes and connects the vessel to the facility sewage connection or a container. The sewage disposal needs to be paid for by the customer. Please provide an estimated quantity of effluent to be disposed of during the contract period for bidding purposes. Item states, “Provide a hose from the ship's shore side sewage discharge connection to a shore side sewage line or container capable of handling all sewage produced from approximately 4 of the ship's crew each day.”
16. The solicitation, Technical submittal, paragraph 1 indicates that the performance period is estimated for 2 February 2023 through 22 March 2023. The Statement of work, paragraph “Availability and Performance Period” states that the performance period starts on or about 7 February 2023 thru 16 March 2023. These dates show a performance period of either 49 days or 38 days. What is the expected length of the performance period (regardless of when it starts)? SOW states, “The ship shall be available for work performance on or about 07 FEBRUARY 2023 (dependent upon location of CONTRACTOR) with a completion date sufficient to return the ship back to Piney Point, MD, no later than 16 MARCH 2023.”
(expected length is 38 days)
17. Work Item 201: The work item directs the contractor to “dry dock the ship immediately upon arrival in the repair yard.” This is not a feasible requirement as dock and blocking inspections, a Docking Conference and trimming of the vessel must be completed prior to docking. The contractor recommends that the vessel be docked within 72 hours of arrival at the contractors facility. See attached revision to item 201. The vessel will be docking in position 2, the shafts are not being pulled and we will allow up to 72 hours.
