About this file

This document contains answers to questions from vendors regarding the regulatory dry docking of the Training Ship Freedom Star. The Maritime Administration intends to solicit bids to replace 30 valves and overhaul 3 valves aboard the vessel. The contractor must refill various tanks with potable water, provide a VERHAAR OMEGA service representative for bow thruster maintenance, and remove 800 gallons of oily water. The estimated shore power usage is 61,250 KWh. Hull repairs include replacing steel on two longitudinal bulkhead angles and bottom shell plates. Inspections and maintenance are required for anchor chains, stern thruster, propellers, sea valves, rudder pintles, and tanks. Clarification was provided on tasks such as conditions for pricing, location of potable water tank access, and estimation of spools and bolts to be replaced.

Answers to questions submitted by various vendors:

Item 205: Can you confirm that there will be 30 valves that need to be replaced with new valves and only three valves are going to be overhauled in accordance with the valve table? Are all of the 30 valves being replaced going to be bronze, monel trim, bolted bonnet style?

• • Answer: Correct, 30 new valves and three being overhauled. I have attached the quote from W&O for all the new valves and it has the exact description of each. All the valves will need to be hydrostatically tested as per the spec. W&O will test them prior to shipment for a fee or you can do them all yourself with ABS witnessing.

Item 210: Which tanks need to be filled back up with potable water from the public water system?

• • Answer: Fill the Wash Water and Potable to 100%, Ballast tanks to be refilled to same condition as on arrival. See attached tankages.

Item 213: Is the VERHAAR OMEGA Service Representative provided by the vessel or is that a rep we need to provide? If the rep is provided by the vessel, can I get a contact to request the required contractor furnished parts listed in the item?

• • Answer: Contractor to “Provide all labor and material to perform the Drydock or five-year maintenance of the bow thruster. Includes the services of a VERHAAR OMEGA Service

Representative (or equivalent) to inspect and supervise this item.” Suggested source for repair and parts is BNA Marine Services, they have performed this service the last two times. Phone: 985-384-

2840; Fax: 985-631-9464; Address: 1022 Jackson Road, Amelia, LA 70340; Email:

service@bnamarine.com. Also attaching the last two service reports.

Item 213: Our rep stated that the Shell Naturelle S4 Gear 100 is not a product in their catalog from

Shell and they only have the Naturelle HF-E 68 drums. Is that type of oil sufficient or can you provide a contact that would supply the Shell Naturelle S4 Gear 100?

• • Answer: Exact oil should be dictated by the Service Representative performing the task.

Item 120: How many total tanks need to be open/closed and need lighting/ventilation for this item?

Also, are we removing the 13,378 gal of ballast water? I am confused why the amendment stated to

“load from the public water system.”

• • Answer: All the tanks listed in items 209 and 210. Provide portable, intrinsically safe lighting sufficient to exam the tank internals. All the ballast is being removed and refilled at the end of this project to arrival condition with water from a public water system.

Item 126: What is the exact quantity of tanks that require sounding?

• • Answer: See the attached Freedom Star Sounding Sheet from 06-03-2020 which details all the tanks.

Item 128: Do you need us to supply a unit price per gallon for this item or price the removal of 800 gallons of oily water?

• • Answer: Price the removal of 800 gallons of oily water.

Item 114: What is the estimated usage for shore power?

• • Answer: For bidding purposes estimate 61,250 KWh

Item 216: How many longitudinal bulkhead vertical angles need replacement and what is their size?

Also, what is the thickness of the plate for the bottom shell that needs replacement?

• • Answer: Replace the wasted steel on the two longitudinal bulkhead vertical angles on the flanges within the #3 Port SWB tank. Bottom shell plate is ½” thick.

Item 211 ANCHOR CHAINS and LOCKERS: The specification page 58 approximate paragraph 9 calls for the KTR to install both anchor chains utilizing new contractor provided weak links. The specification does not provide a reference to identify the material grade and size of weak link to install. Request the government provide the information listed for estimating purposes. The chain is 1.25”and the weak links that are in place may be reused. 2020 Anchor Chain Gauging is attached.

Item 214 Stern Thruster Maintenance: The work item directs the contractor to “Conduct a complete inspection of thruster in accordance with manufacturer’s maintenance at this docking with strip, clean and repacking of both rotor shaft and steering shaft glands”. Please forward the section of the maintenance manual that describes the requirements of the “complete inspection of thruster in accordance with manufacturer’s maintenance” so that the contractor can correctly provide labor and material estimates. No maintenance manual available. OEM is Tees White Gills Thrusters, POC is Adam Robson at

Adam.robson@teescomponents.co.uk, he will quote VERHAAR OMEGA Service Representative attendance.

Item 214 Stern Thruster Maintenance: The work item directs the contractor to clean, polish and paint the stern thruster propeller. Is it the intent of this requirement to access the rotor through the inspection ports and inlet grating to complete the cleaning, polishing and painting of the rotor? Or does the customer expect the rotor to be removed from the vessel for this work? Propeller is to be cleaned and painted in place through the inlet and exhaust openings.

Item 216 Hull Repairs; Replace Steel in #3 Port SWB and CL Flume Tank: The customer previously indicated that repairs are to be limited to areas from Frame 35 to Frame 41. Is the contractor to price replacing steel, three (3) feet from centerline, port and starboard, and 4” aft of frame 35 to 4” forward of frame 41 to eliminate the cost of replacing steel past each bulkhead? If the ABS Surveyor indicates that steel replacement must go beyond these bulkheads, this will be the subject of a Change Order Request.

No further information available, Condition Found Report to be issued by contractor if scope exceeds description.

Item 213 Bow Thruster Maintenance: Does the vessel have pictures of rigging the bow thruster from the tube from the last yard availability? None available but attached are port and stbd pictures of the bow thruster where lifting points are visible.

Item 210 Internal Structural Exams of Ballast, Voids, Cofferdams, and Potable & Wash Water Tanks: It was noted during the site visit of the vessel that the potable water tank manhole accesses for the port and starboard potable water tanks are located under bunks and that these bunks should be considered as interferences. Agreed

Item 208 Propellers Cleaning, Inspection and Coating: Is it the intent of this work item to remove the propellers in order to complete the work? Not for this item.

Item 205 Sea Valves: The work item clearly describes the work to be complete to the sea valves listed.

The only place the strainers are mentioned is in the third paragraph of the statement of work. Please define the requirements to “place in first class seaworthy and serviceable condition”. Are the strainers to be removed? Internals preserved? Plug valves lapped and leak tested? Strainer baskets replaced or repaired? There is not a defined scope of work to estimate labor and materials for this portion of the work item. Contractor to issue CFR if repairs needed.

Item 203 Rudder Pintle Clearances: The customer has determined that the items listed in the work item are not onboard. The contractor requests that the work item be deleted or revised to include an inspection that is more in-line with the components installed onboard this vessel. See attached readings from 2020

Drydock.

Item 120 Safe for Entry and safe for Hot Work Certificates: Item 120 is an item to be priced in accordance with the supplied Vendor Price Sheet.

The work item contains two paragraphs that are contradictory in the view of this contractor.

(1) All additional costs and re-certification due to shifting the ship within the yard, ballasting or de-ballasting, growth work and/or additional ITEMS and sea trials departure/arrival shall be included in this

ITEM. How is the contractor to price additional costs of certification on growth work or new items at this time? Contractor to issue CFR if necessary.

(2) Since this item is to be included on the Vendor Pricing Sheet, it would seem that all costs for certification would be entered here. But the next paragraph indicates that “The Contractor shall include the cost for adherence to this ITEM within the individual ITEMS requiring any tank entry of hot work”.

Please indicate if ITEM 120 is to be priced on the Vendor Pricing sheet, or if the costs for adherence to this item are to be included in each individual item requiring hot work. Yes, Price #120 on Vendor

Pricing Sheet

Item 114 Provide Shore Power: The Vendor Pricing Sheet Provided does not include a line to enter the costs of installation of the meter and connections and disconnections to support the dry dock and trials.

The contractor requests that the customer add a line so that these costs can be included along with the cost per Kilowatt hour of electricity. Estimate 61,250 KWh for bidding purposes.

Item 105 Office and Administrative Services: The work item requires (1) plain paper fax machine and (1) copier. Will an “all in one” machine that meets the requirements of both items be acceptable? All in one will be great.

Item 0203 on the Pricing Sheet (Attachment II), do you want them priced for just one rudder? No, please price for both rudders.

Item 0202 on the Pricing Sheet (Attachment II), do you want it priced for just one shaft? Please price for both tail shafts.

Item 205: Sea Valves How many valves are electrically actuated? None Could MARAD provide an estimation of the number of spools to be galvanized and the approximate weight of each spool? Three, estimate 15 pounds each.

Do the spools have any open holes or welded attachments that can be used for hanging while hot dip galvanizing? Spools can be hung via existing flange bolt holes if required.

• Are there holes in the spools for drainage of excess metal after galvanizing? Not that we are aware of.

Item(s) 204, 210, and 213

- Can any details be provided on the size of bolts, nuts, and gaskets that may need to be replaced if found in poor condition? No further information available.
