Please clarify that the Concrete coloring agent section 550.02 does not apply the to the Mitchell Creek Bridge Arch Culvert.
Listing the concrete coloring agent in section 550.02 is not meant to indicate that the coloring agent applies to the Mitchell Creek Bridge Arch Culvert. Per 552.03, Mitchell Creek Bridge Arch Culvert is not among the elements that are specified to have concrete coloring agent.

Please clarify that the Plant casting the Mitchell Creek Bridge Arch Culvert does not require the B‐4 Prestressed Deflected Strand Bridge Beams certification in section 552.11 (b)(6)(a). Precast Arch Structures are not Prestressed and most facilities do not cast both Precast Arches and Prestressed Structures and therefore do not seek that certification.
The Plant Casting requirement in Section 552.11(b)(6)(a) applies to the Perham Creek bridge. For the Mitchell Creek Bridge Arch Culvert, use a precast concrete manufacturing plant certified by the Precast/Prestressed Concrete Institute Plant Certification Program with a “B‐1 Precast Bridge Products (No Prestressing Reinforcement)” certification

Please clarify the requirements for Assembly of each superstructure and substructures prior to shipment to site in Section 552.11 (b)(6)(c) does not apply to the Mitchell Creek Bridge Arch Structure. Precast arch elements are cast on their sides and not fully rotated until set on their foundation. The Butt joints utilized for CON/SPANs are not typically a fit up issue in the field.
Section 552.11(b)(6)(c) requires verification that the prefabricated elements will fit‐up and align properly before shipping from the precast facility. This section indicates that assembly in the yard would be a suitable way for performing such verification, but this is not required.

6 X
Please provide the loading applied to the end arch elements by the cast in place concrete headwalls for the Mitchell Creek Bridge Arch Structure
The figure below provides the loading due to the cast‐in‐place concrete headwall. It is assumed that the weight of the masonry veneer will be carried through the headwall directly to the abutments once it is cured, and not load the precast arch culvert.

7 X
In lieu of casting bolts in the end pieces of the Mitchell Creek Bridge Arch Structures, can inserts be provided so that hook bolts or rebar can be field installed
Substitution of a form saver , or insert, that fully couples and fully develops an embedded #4 reinforcing bar with a 90 degree hook in the precast culvert concrete and provides adequate concrete cover, would be accepted. The culvert shop drawings would need to detail the insert and adequate reinforcing development.

There are now no Buy American contract clauses in section C meaning all foreign steel is acceptable. Your combined answers, the Buy American clauses 52.225‐11 and 52.225‐12 are struck out combined with “Please provide materials according to the solicitation documents “ , means any steel including Chinese steel is acceptable.
We will be adding the Buy American clauses back into the solicitation under Amendment A005.

Can you help me understand the difference between Section B ‐ FAR Solicitation Provisions and Section C – FAR Contract Clauses. I am under the impression that the contract clauses are specific a project and the Solicitation Provisions are just for information.
Section B of the Invitation for Bids contain FAR Provisions that are applicable before award during the solicitation; while Section C of the Invitation for Bids contain FAR Clauses that are applicable before award during the solicitation, and after award.

Plan Sheet HM.1 (see attached), calls to temporary shore excavation to construct deep footings and place Class 5 riprap at Abutments 1 & 2, with a portion of this shoring required underneath the precast arch. This would require the following sequencing of work: 1.
Install shoring; 2. Excavate; 3. Install Footings and Stemwalls; 4. Set Precast Culvert; 5. Backfill and Place Riprap; 6. Remove temporary shoring;
hence, Placement of Class 5 Riprap would be impossible in these sections as the precast arch has to be installed prior to the riprap and there would be no headroom for equipment to allow for installation of this riprap underneath the arch and no way to install the riprap all the way to the bottom of the arch from the side.
The solicitation does not require a specific sequencing of work, nor does it contain requirements for setting the Precast Culvert before backfilling and placing riprap. Please determine your methods of operations and bid accordingly.

Plan Sheet HM.1 (see attached), calls to temporary shore excavation to construct deep footings and place Class 5 riprap at Abutments 1 & 2, with a portion of this shoring required underneath the precast arch. This would require the following sequencing of work: 1. Install shoring; 2. Excavate; 3.
Install Footings and Stemwalls; 4. Set Precast Culvert;
5. Backfill and Place Riprap; 6. Remove temporary shoring; hence, the temporary shoring cannot be removed once the precast arch is set. This shoring is required but it would not be able to be removed, therefore it would become permanent shoring.
Permanent shoring would require quite a bit more design work and would likely consist of sheetpile that would remain. The plans specifically call this shoring out as temporary so the contractor would be required to remove it, which is impossible once the arch is placed. There is no way of sequencing so that the riprap and shoring are removed prior to the placement of the arch as the riprap will bear against the bottom of the arch. With the depth of the material to be retained, the only real option for shoring this area is pile with lagging or a sheetpile wall. Neither of these options could be removed once the arch is set.
The “temporary” designation for shoring shown on the plans will be removed under Amendment A005. FP‐14 Subsection 208.03 specifies how shoring is to be removed. Please determine your methods of operations and bid accordingly.

SCR Section 552.11(6) states the supplier for the precast members must have a Plant Certification meeting “B‐4 Prestressed Deflected‐Strand Bridge Beams (Superstructure)”. It also states the Contractor is required to use the same precast plant for the fabrication of all precast elements used in the bridge system. This is an issue because certain aspects of the bridge system that are required to be precast (pilasters, bridge rail, corbels) will not be quoted by suppliers that would provide the Prestressed Slabs and/or Precast Arch Culvert. In speaking with suppliers of the slabs & arch culvert, they won’t provide quotes for the pilasters, corbel or the rail. This SCR specifically states all precast elements are to be from the same precast plant.
There are no prestressing elements in the pilasters, corbels or bridge rail that are to be precast so that certification would not apply. Can these specifications be changed to items that are only to be prestressed? Some of the precasting might have to be done in‐house, as trying to find a supplier that has the manpower and space available is proving difficult.
Please advise.
This will be addressed under Amendment A005 10/8/21

Plan Sheet I.4 shows needing 6,900 LF of Temp.
Barrier, Reflectorized, Secured. This is part of the Stage II Traffic Control Configuration which would be paid for under Schedule X. Bid Item X1900 is for Temporary Concrete Barrier (Unsecured) for 6,900 LF and X1920 is for Temporary Concrete Barrier (Secured). The plans indicate that the 6,900 needs to be secured but the bid item quantity for this work is unsecured. Please advise.
This will be addressed under Amendment A005. 10/8/21

Plan Sheet N.A‐1 under Project Description No.
4, 5 and E show Alternates A, B and C. There are no places in the bidding documents to bid these alternates. Is the contractor supposed to bid all the alternates in the base bid or leave the alternates out of the bid?
This will be addressed under Amendment A005. 10/8/21

I just wanted to verify that all new barrier is supposed to be secured. Plan Sheet C.5 shows the “Typical Shoulder Widening for Barrier or Guardrail Placement on I‐84”, this details indicates 1’ of slide on the backside of the barrier. Per RD500 a minimum of 2’ is required for barrier to be unsecured. Please verify that with only 1’ of slide, all new permanent barrier to be installed is required to be secured.
This will be addressed under Amendment A005. 10/8/21
