About this file

This memorandum summarizes the results of soil sampling and testing conducted around an above-ground storage tank at the Oregon Parks and Recreation Department's Viento State Park maintenance station. Soil samples were taken from three boreholes near the tank and analyzed for metals, semi-volatile organic compounds, and total petroleum hydrocarbons. Analytical results found elevated levels of lead, mercury, and 1-methylnaphthalene above the Oregon Department of Environmental Quality's Clean Fill Screening Limits in some samples. Field screening also indicated hydrocarbon odor in one sample. No contaminant concentrations exceeded risk-based standards for construction workers. The memorandum recommends the approximately top one foot of soil within 25 feet of the tank be managed as non-clean fill due to exceedances of screening limits and presence of hydrocarbons. It estimates around 100 cubic yards of such soil will require special handling and landfill disposal during related trail construction work.

Re: Western Federal Lands Highway Division

Historic Columbia River Highway State Trail

Viento State Park Soil Chemical Testing

Hood River County, Oregon

At your request, and as part of a Western Federal Lands Highway Division (WFLHD) Task Order, GRI completed soil sampling for the Historic Columbia River Highway (HCRH) State Trail in Hood

River County, Oregon. A Level 1 Hazardous Materials Corridor Study (HMCS), completed in June

2018, identified an above ground storage tank (AST) adjacent to proposed trail related improvements at the Oregon Parks and Recreation Department (ORPD) Viento State Park maintenance station. Based on these findings, GRI recommended the collection of soil samples to evaluate for a potential release from the gasoline AST and to generate analytical chemical data for soil to inform construction handling and disposal options.

Our work consisted of shallow soil sampling, chemical analysis, and preparation of this memorandum. The memorandum summarizes our findings and provides recommendations for handling of contaminated surface soil generated during construction.

ENVIRONMENTAL SAMPLING

GRI collected soil samples from 3 shallow borings for laboratory chemical analysis. Results were compared to regulatory concentration thresholds, including Oregon Department of

Environmental Quality (DEQ) Clean Fill Screening Limits (CFSLs) and Risk Based Concentrations

(RBCs).

Soil Sampling Methods

Prior to conducting the subsurface explorations, potential exploration locations were marked in the field and assessed for possible conflicts with underground utilities. The Oregon Utility

Notification Center was notified prior to drilling.

On October 15, 2020, GRI obtained soil samples from 3 hand auger borings (designated A-1 through A-3) advanced to depths of about two feet at the locations shown on the Site Plan, Figure

GRI PN #6075 – HCRH Trial Soil Testing Page 2

October 4, 2020

1. The borings were completed using hand auger methods by GRI personnel and reached refusal on dense granular material, consisting of gravel and cobbles. Non-disposable equipment was washed and rinsed between sample locations. No groundwater was encountered in the borings.

An environmental representative from GRI selected samples of the materials encountered for chemical analysis. Soil samples were field screened using visual and olfactory evidence for the presence of chemical odor, staining, or sheen, and were scanned for the presence of volatile organic compounds (VOCs) using a portable photo-ionization detector (PID).

Clean, laboratory-supplied sample containers were filled and sealed with airtight, Teflon-lined caps. Sample containers were labelled, recorded on a chain-of-custody form, placed in a cooler with ice, and later transported to Pace Analytical in Mount Juliet, Tennessee, for chemical analysis.

Discrete soil sample depths and sample analytical results are included in Attachment A and summarized in Table 1 at the end of this report.

Laboratory Analytical Methods

Soil samples were analyzed for metals (inductively coupled plasma mass spectrometry) by EPA

Method 6020B and 7471B; Northwest Total Petroleum Hydrocarbons (NWTPH) diesel (Dx) and gasoline (Gx); and semi volatile organic compounds (GC/MS) by Method 8270E-SIM.

ANALYTICAL RESULTS

Soil Sample Analytical Results

Laboratory analytical testing of soil samples indicates metals, semi volatile organic compounds, oil, diesel, and gasoline were detected in the samples.

Lead, mercury, and 1-methylnaphthalene were detected at concentrations greater than Oregon

DEQ CFSLs. Analytical testing of soil samples from borings A-1 and A-3 indicate elevated levels of lead. Borings A-1 and A-2 indicate elevated levels of mercury. Lead was detected at a concentration of 104 milligrams per kilogram (mg/kg) at a depth of 12 inches. Lead was detected in boring A-3 at 85.5 mg/kg and 424 mg/kg at 6 and 24 inches, respectively. The CFSL for lead is

34 mg/kg. Mercury was detected at a concentration of 0.47 mg/kg at a depth of 4 inches in boring

A-1 and 0.36 mg/kg at 6 inches in boring A-2. The CFSL for mercury is 0.34 mg/kg.

The semi volatile organic compound 1-methylnaphthalene was detected in boring A-1 at 0.93 mg/kg and 2.94 mg/kg at 6 and 24 inches, respectively. The CFSL for 1-methylnaphthalene is 0.36 mg/kg.

GRI noted hydrocarbon odor in soil samples from boring A-1 and PID readings up to 168 parts per million were recorded. Analytical results indicate the presence of total petroleum hydrocarbons as gasoline (TPH-G) in boring A-1 at 4 inches depth at 149 mg/kg and 1,160 mg/kg at 12 inches. The Oregon DEQ does not have established CFSLs for TPH-G, but states that if

GRI PN #6075 – HCRH Trial Soil Testing Page 3 material “has a chemical smell it is not clean fill” (DEQ, 2019). Generally low concentration of gasoline, diesel, and oil were detected in borings A-2 and A-3.

No soil sample analytical results exceeded RBCs for ingestion, inhalation, and dermal contact exposure scenario for construction or excavation worker exposure scenario. Soil sample analytical results are summarized in Table 1. The laboratory analytical results are included as Attachment A.

CONCLUSIONS AND RECOMMENDATIONS

Conclusions

GRI collected soil samples from around the AST at the Viento State Park maintenance station.

Samples were submitted for analytical laboratory analysis. Chemical data was compared with the

DEQ CFSLs and RBCs for soil ingestion, inhalation, and dermal contact under the construction worker exposure scenario for soil.

Analytical results indicate elevated concentrations of lead, mercury, and 1-methylnaphthalene in soil above DEQ CFSLs but below RBCs. In addition, field screening indicated hydrocarbon odor.

Hydrocarbon odor or staining precludes designation as clean fill per DEQ standards (DEQ, 2019).

No contaminant concentrations in soil samples exceeded RBCs for the construction worker or excavation worker exposure scenario.

Recommendations

Analytical and field screening results indicate that soil material in the vicinity of AST exceed DEQ

CFSLs or exhibit obvious signs of hydrocarbon presence, specifically hydrocarbon odor. We understand the AST, pad, and associated equipment will be removed and the area around the AST will generally not be disturbed and embankment placed on top for redevelopment. We recommend, based on the CFSLs and field screening results, any of the upper 1 ft of material disturbed within an approximately 25 ft radius of the AST should be managed as non-clean fill and will require special handling and landfill disposal. For planning we recommend an estimate of about 100 cubic yards of non-clean fill will require special handling and landfill disposal. These limits should be reviewed in the field and revised as necessary by the Contracting Officer as the asphalt pavement is removed around the AST and soil is exposed.

LIMITATIONS

This report is for use by WFLHD, ORPD, and DEA and should not be relied upon by any other entity without the written permission of an authorized representative. This report is presented as current at the time of publication; however, site conditions are subject to change. Performance of an evaluation such as that described in this report is intended to reduce, but cannot eliminate, uncertainty regarding the existence of hazardous environmental conditions in connection with the

Project. Any questions in this regard should be addressed to DEA and GRI.

ONE LAB. NATIONWIDE.CASE NARRATIVE

All sample aliquots were received at the correct temperature, in the proper containers, with the appropriate preservatives, and within method specified holding times, unless qualified or notated within the report. Where applicable, all MDL (LOD) and RDL (LOQ) values reported for environmental samples have been corrected for the dilution factor used in the analysis. All Method and Batch Quality Control are within established criteria except where addressed in this case narrative, a non-conformance form or properly qualified within the sample results. By my digital signature below, I affirm to the best of my knowledge, all problems/anomalies observed by the laboratory as having the potential to affect the quality of the data have been identified by the laboratory, and no information or data have been knowingly withheld that would affect the quality of the data.
