About this file
This is an evaluation scoresheet for the Utah State Board of Education's (USBE) Request for Proposals (USBE-SD26147-RFP) to procure Utah Driver Education Online Scheduling Software. The RFP seeks to establish cooperative contracts with qualified offerors to provide software solutions that enable customers to register for driver education classes, execute custom contracts, process payments, schedule drive times, receive text message reminders, and access teacher feedback. USBE anticipates multiple contract awards for compliant solutions. The evaluation process consists of four stages: Stage 1 addresses mandatory minimum requirements including three reference letters, training, and maintenance and support; Stage 2 evaluates scoreable technical criteria across 17 weighted categories totaling 1,000 points, covering topics such as executive summary, qualifications, security and privacy, student registration features, calendaring and scheduling, in-field activity features, tracking and reporting, and operational support; Stage 3 comprises an interview or presentation component worth 80 points; and Stage 4 evaluates cost proposals, with the lowest average total cost per year receiving 100 percent of price points.
The scoresheet establishes a passing threshold of 650 points (65 percent) for Stage 2 technical criteria and 52 points (65 percent) for Stage 3 interview/presentation requirements. Evaluators assign scores from 0 to 10 based on defined rubrics, with 0 indicating no response or non-compliance and 10 indicating outstanding performance that far exceeds requirements. The cost evaluation formula awards points based on the lowest average total cost per year, with competing offerors receiving proportional points based on their cost variance from the lowest bid. Total evaluation points from all stages must reach a minimum threshold of 918.7 points. Critical requirements include providing a working software platform at contract start, ensuring all data remains within the United States, maintaining customer data ownership and control, compliance with Sections 504/508 of the Rehabilitation Act, and implementing secure upload protocols for student-level data.

Offerors should refer to the corresponding RFP section for a complete description of criteria.
* USBE will use the following cost formula: The points assigned to each offeror's cost proposal for each item (i.e., license size and other mandatory costs) will be based on the lowest average total cost per year. The offeror with the lowest average total cost per year will receive 100% of the price points for that item. All other offerors will receive a portion of the total cost points for that item based on what percentage higher their average total cost per year is than the lowest average total cost per year.
