About this file

This is a Technical Evaluation Criteria document for the Utah State Board of Education (USBE) Request for Proposals (Solicitation # USBE-SD26147-RFP) for Utah Driver Education Online Scheduling Software. The RFP seeks to establish cooperative contracts with qualified vendors to provide a comprehensive online platform that enables students and parents to register for driver education classes, schedule driving sessions, receive text message reminders, access instructor feedback, and complete required documentation. The solicitation anticipates multiple contract awards for compliant solutions. While specific response dates, site visits, bidder conferences, and award dates are not detailed in this evaluation criteria document, offerors must submit technical responses addressing all 17 evaluation criteria categories, including an executive summary, company qualifications with at least three years of comparable project experience, three client reference letters, proposed team information with resumes and organizational charts, and detailed compliance descriptions for management features, student registration, calendaring and scheduling, in-field activities, tracking requirements, reporting tools, security and privacy measures, invoicing procedures, training, and operational support.

The evaluation criteria establish mandatory minimum requirements that vendors must meet for proposal acceptance, with offerors encouraged to address optional features beyond the specified requirements. Pricing terms and specific contract duration are not addressed in this technical evaluation document. Vendors must demonstrate compliance with all 17 detailed criteria sections covering system functionality, data security (including encryption of data in motion and at rest), FERPA compliance, United States data residency requirements, user role-based access controls, ongoing support (9 AM to 5 PM MST, Monday through Friday), staff training provisions, and data ownership retention by customers. The document requires vendors to submit a readiness plan demonstrating platform availability at contract commencement and a maintenance plan ensuring continuous software access throughout the contract period.
