About this file

This is a Buy American Certificate form (FAR 52.225-2, October 2022) that requires offerors to certify the domestic or foreign origin of end products being supplied under a federal contract.

The certificate mandates that offerors certify all end products as domestic unless specifically listed otherwise. For foreign end products not comprised wholly or predominantly of iron or steel, offerors must indicate whether they exceed 55 percent domestic content, excluding commercially available off-the-shelf (COTS) items. Offerors must separately identify line item numbers for domestic end products containing critical components. The form includes designated sections for listing foreign end products with their country of origin and domestic content percentages, as well as line items for domestic products containing critical components. This certificate applies to the Department of Veterans Affairs solicitation 36C77026Q0081 for medical and surgical supplies—specifically breast milk storage bags (Item 13125) and disposable nursing pads (Item 21511)—being procured for the CMOP facility in Charleston, South Carolina. The solicitation is set aside for small businesses with a closing response date of February 9, 2026, at 9:00 AM CST and an estimated award date of February 12, 2026. Delivery is scheduled for three consecutive months beginning approximately February 27, 2026, on an FOB Destination basis with the vendor responsible for shipping costs.
