About this file
This is a federal contracting compliance form—specifically, the FAR 52.225-2 Buy American Act Certificate tailored for Commercially Available Off-The-Shelf (COTS) items. The form serves as a template for offerors to certify compliance with Buy American Act requirements when submitting proposals for federal procurement opportunities.
The certificate requires offerors to identify and list any foreign end products by line item number and country of origin, including a determination of whether such products exceed 55 percent domestic content (applicable only to non-iron/steel items). For products consisting wholly or predominantly of iron or steel, domestic content assessment is not required. Offerors must complete the Solicitation, Procurement Name, and Location fields at the top of the form. If all requested items are domestically manufactured, offerors check the Domestic Product Certification box and certify the statement with the signature, printed name, company name, and title of an authorized representative. The form permits adding additional pages as necessary to accommodate multiple line items. For non-American made COTS items, only the Line Item Number and Country of Origin columns require completion. Unknown domestic content percentages default to "no" on the domestic content threshold question.
