This software must interface seamlessly with the Philips Expression MR400 physiological monitoring devices currently deployed in the Iowa City VA MRI department. Because the MR400 units are already integrated into the VA’s MRI workflow and safety protocols, any new software used in conjunction with these devices must be fully compatible with Philips’ proprietary communication standards, data formats, and radio-frequency transmission architecture.

The MR Patient Care Portal 5000 serves as the required central software platform that receives, processes, and displays patient physiological data transmitted wirelessly from the MR400 monitors operating inside the MRI Zone. Due to the MRI environment’s strict electromagnetic safety constraints, only Philips-approved and Philips-certified hardware and software components can be used to ensure appropriate RF shielding, safety compliance, and reliable real-time data transmission.

The MR Patient Care Portal 5000 will be a part of a larger connecting system - MX2297809 (currently in use, one per each MRI (2)) at a cost of per each. No other vendor produces software or equipment that is technically compatible with the Philips Expression MR400 platform or capable of meeting Philips’ proprietary RF communication and safety requirements within an MRI Zone.

4. Description of market research conducted and results or statement why it was not conducted: Market Research concluded 3 VOSB/SDVOSB’s capable of distributing the MR Patient Care Portal 5000.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR

13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
