About this file
This is a Questions and Answers document issued by the Franklin County Purchasing Department for RFP #2025-04-20 regarding Fleet Vehicles. The RFP seeks pricing for four vehicle categories: passenger vehicles, police cruisers, light trucks, and aftermarket accessories. Rather than specifying exact makes and models, the county will request detailed specifications and pricing from the winning bidder(s) based on the needs of individual departments such as Adult Probation, EDP, and Purchasing Facilities Management. The county explicitly stated it is not seeking vehicle upfitting services. Sealed proposals are due by 3:00 p.m. on February 25, 2026, at the Franklin County Purchasing Department. Submissions must be made either by mail or in-person delivery; email and fax submissions are not permitted. The deadline for submitting questions was February 13, 2026, and no further questions will be answered. The opening of sealed proposals will be conducted virtually via Microsoft Teams, and proposer names will be read aloud publicly.
The document does not contain information regarding pricing structures, set-asides, incumbent contractors, funding amounts, or contract term and renewal options. These details would be found in the primary RFP document rather than this Questions and Answers supplement.

Section Question: Answer:
1. I am reviewing the RFP publication on the internet and did not notice a specification list for the four items; passenger vehicles, police cruisers, light trucks and aftermarket accessories. For instance, are you seeking prices on specific models and uplifting?
Please advise if I’ve missed an addendum or if the RFP was purposely generic.
We are not being specific on make or model.
Each vehicle order will be for a specific purpose.
For Example: Adult Probation needs a vehicle, I would request specs and pricing from the winning bidder on a full-size SUV. If EDP needs a vehicle, I would request specs and pricing on a sedan and a small SUV. If PFM needs a pickup truck, I would request specs and pricing for a mid-size pickup truck 2WD, extra cab space, with a spray-in bed liner.
We are looking for all models under their manufacturer. We are not looking for upfitting.
