We request that the agency consider a 2 to 4 week extension of the closing date to enable offerors to establish JV structures first enabled by amended RFP §
5.8. This extension will benefit the agency by allowing
sufficient time for companies to establish JVs that can offer the government the best combination of capabilities in response to the RFP, and broaden the scope of competition for this requirement.
The Government does not anticipate extending the proposal due date.
We request clarifications of the RFP instructions are provided by the agency for offerors to prepare proposals.
Specifically, for multiple submission requirements in RFP § 6.2 – including the cover letter, signed 1449; the representations in Tab B; and the System Security Plan, POA&M data and SPRS score – it is unclear whether a JV offeror should submit information on behalf of the JV, the JV members only, or both the JV and all JV members. This is in contrast to the OCI Statement and NDA requirement, which does specify that all teaming partners must provide the documents. We note that for an unpopulated JV, the JV members’ information and representations may be most relevant, and that the JV itself will not have covered contractor information systems with SSPs or SPRS scores, for example. For a JV offeror, the agency should clarify these submission requirements to apply only to the JV members, where appropriate.
Cover letter, signed 1449, and representations in Tab B shall be submitted by the signatory authority representing the Joint Venture (JV).
The System Security Plan, POA&M data, and SPRS score shall be submitted by the contractor(s) (JV member(s)) that are maintaining these documents.
The RFP requirements for the OCI Statements and NDA requirements remain unchanged.
