KEY PERSONNEL QUALIFICATION MATRIX

The following is an example of how the Key Personnel Qualification Matrix shall map to Section 5.2 of the Request for Proposal (RFP). The example describes the required and desired qualifications for a Director of Program Operations designated as “Key,” and shows how the Key Personnel Qualification Matrix shall be formatted. Multiple pages for each Key Personnel Qualification Matrix are acceptable. See page limitations in RFP Section 6.3, Key Personnel Qualification Matrix.

5.2.4 DIRECTOR OF PROGRAM OPERATIONS

The Director Program Operations shall be responsible for overseeing all non-medical counseling, financial counseling, and health and wellness coaching programs.

a. It is required that the Director of Program Operations has the following qualifications:

1. Must be a U.S. citizen and must speak fluent English.

2. A minimum of a Master’s degree from an accredited graduate program in a mental health related field such as social work, psychology, marriage/family therapy, or counseling.

3. Hold a current valid unrestricted counseling license/certification from a State, D.C., a U.S. Commonwealth, or a U.S. Territory that grants the authority to provide counseling services as an independent practitioner in their respective fields and possess demonstrated counseling competence preceding their employment with the Military OneSource Program.

4. A minimum of five years of management or supervisory experience in a similar program

b. It is desired that the Director of Program Operations has the following qualifications:

1. Possess strong customer service skills, knowledge of call center operations, and knowledge and understanding of the military lifestyle.
