These higher tiers can potentially create a total evaluated contract price that may exceed the $600M identified Total Contract Value in the Draft RFP. Does the government anticipate that call volumes will increase this significantly? Does the government still expect a Total Contract Value of $600M with these higher tiers?

As referenced in Section 4.4 of the PWS, "contractor proposed Cloud Computing solutions must comply with the provisions of DoDI 8500.01, DoDI 8510.01, Federal Risk and Authorization Management Program (FedRAMP), and the DoD CC SRG. The DoD CC SRG applies to DoD-provided Cloud services and those provided by a contractor on behalf of the DoD. In accordance with the DoD CC SRG, any contractor proposed or operated Cloud Computing solutions that are intended to store or process any degree of CUI, including PII data, shall have achieved a DoD Provisional Authorization at a CC SRG IL4 or above at the time of proposal submission."
Amidst communicating with potential providers, offerors shall confirm that an active Provisional Authorization has been signed and issued by the Department of Defense.

There will be travel costs associated with this travel. While it is understood that local travel will not be reimbursed, how will long distance travel be reimbursed? Can this CLIN be modified to a T&M CLIN to allow for long distance travel to be reimbursed? Or should CLIN XXX6B be used to bill for this travel?
Offerors shall utilize CLIN X009 for Field Consultant travel. All travel for the Military OneSource requirement shall be billed to travel CLIN X009. This has been updated to reflect all travel, not just OCONUS travel for the requirements. Please see revised RFP Amendment 03, Section 1.2.

This section indicates that “the Government will occasionally support studies and evaluations of the Military OneSource Program.” For the purposes of determining Total Hours, Total Labor Ceiling, and Total NTE Ceiling for CLIN X008, can the government please provide guidance on the anticipated frequency of these Program Study and Evaluation Support requests?
The need for Program Study and Evaluation Support requests are determined by Government leadership and the needs of the military community, Requests will be initiated in coordination with the successful offeror. It is expected there would be no more than two studies per year for the Base Year and each of the Option Periods. The RFP has been updated to reflect this estimate. Please see revised RFP Amendment 03, Section 4.2.1.11.

In accordance with the draft DD254 (Attachment
20) for the Military OneSource Program: "All Information Technology (IT) and Cybersecurity contractor and subcontractor positions supporting this contract shall be regarded and categorized as Noncritical-Sensitive (NCS) Moderate Risk. Personnel occupying NCS Moderate Risk positions require a favorably adjudicated Tier 3 (T3/T3R) National Security Investigation, which entails a National Agency Check With Local Agency Checks and Credit Check (NACLC)."The above personnel will be provided with need-to-know access to pertinent Secret-level national security information that is applicable to securing, operating, and defending the DoD information networks from which the Military OneSource program, its data, and the contractor will operate on a daily basis. As such the RFP has been updated in section 5.7.c to identify who is in need of a Secret clearance.
