Fayetteville/Fort Smith Questions and Answers Solicitation 47PH0220R0002

Q: Does the Maintenance contractor have a location within the building to work from at each location (office, storage room etc)?

A: Both Fayetteville (B104) and Fort Smith (B119) have contractor offices located in the basement.

Q: The instructions to Offerors states we are to sign and submit the SF33, which is referenced in Section A as being included as an Attachment, however no SF33 was released with the solicitation. Please provide.

A: The SF 33 will be included within Amendment PA01

Q: The paragraph just above L.12 Price Proposal Instructions states that offerors are to submit Figure B-3 in “Microsoft Excel 2007 (.xlsx format)”, however the Figure B-3 provided with the solicitation is a pdf document. Will the government please release Figure B-3 as an Excel spreadsheet?

A: Yes, see Amendment PA01.

Q: What is the current monthly value of the contract?

A: $43,485.06.

Q: The solicitation contains a Building Information Sheet for Custodial only. Please provide one with information that pertains to O&M, equipment information, last testing dates etc.

A: Building Information sheets are provided only for locations requiring custodial services; equipment inventories are submitted for both locations.

Q: I cannot see an equipment list in the solicitation package, please provide one.

A: Equipment Inventory is uploaded.

Q: In Reference To (IRT) C.1.2.1, Key Contractor Personnel- We request please that resumes for the incumbent key personnel be provided.

C.1.2.7.6 Submission of Resumes for New Employees states the following:

The Contractor shall submit to the CO or their designee the resumes of all personnel before they begin work during the performance periods of the Contract. Then it immediately says” Resumes for supervisory Key Personnel shall be submitted with the contractor’s proposal as described in Section L.12. It is the intent of most vendors to retain the incumbent staff if that staff is satisfactory to the GSA customer. The solicitation states that there can be no substitution for any key personnel that deviates from the resumes submitted with the proposal. This requirement hand cuffs most competing vendors except of course the incumbent.

The rule disallows any substitution of any personnel whose resume was submitted and thus denies any vendor except the incumbent to retain the incumbent employees unless all competing vendors can obtain those resumes. Of course, the incumbent will not want to provide those resumes, and thus, competing vendors are forced into locating and hiring employees in the local area with the required qualifications, all before they even know if they have been awarded the contract.

This of course, is logistically impossible and competitively unfair.

A: See Amendment PA01.

Q: Are resumes to be provided BEFORE the employees begin work, OR WITH the proposal?

A: See Amendment PA01.

Q: Is there an Administrative Support Person on the current contract or is this a new requirement?

A: The current contract does not have onsite Administrative Support personnel at either location. This is a new requirement.

Q: In Reference To (IRT) Switchgear:

- When was the last full load testing of switchgear performed?

- A: February 2019

- Is switchgear testing to be performed during the first year of the contract or on the 3 year anniversary of the last test?

- A: 3 year Anniversary date of the last test performed, Due February

Q: Please confirm type of BAS systems if any, in each of the buildings.

A: Siemens Apogee at both locations

Q: Per the High Cleaning requirement, is there a government provided man lift available?

A: There is not a government provided man lift at either location that would be available for high cleaning.

Q: Please confirm that there are no roof anchorage points requiring annual inspection, but if so, how many are there?

A: There are no roof anchorage points in Fort Smith and Fayetteville.

Q: What type are they (e.g. Davit)?

A: Does not apply since there are no roof anchorage points at either location.

Q: If applicable, when were they (Roof Anchorage Points) last inspected and certified?

A: There are no roof anchorage points in Fayetteville or Fort Smith.

Q: Fire Alarm System Central Station Monitoring- a) Does GSA provide the telephone lines for this service?, b) If not and it is a contractor responsibility, how many telephone lines are required?

A: There are two fire alarm telephone lines for each site, and main and secondary. These lines are provided by GSA.

Q: With regards corrosion monitoring, please identify which systems do not currently have coupon racks or equivalent electronic monitoring systems installed?

A: We currently do not have Coupon Racks installed but GSA will install these in the near future. Once they are installed on the chilled water, cooling tower and heating systems they will need to be maintained.

Q: Please confirm the number of fuel storage tanks at the facility and if AST or UST or both.

A: Both locations do not have fuel storage tanks on site.

Q: Is there PARKING available for employees at both buildings?

A: Fayetteville has two contractor parking spaces for purchase within the gated lot behind the building. Fort Smith has extremely limited parking in the gated lot behind the building, so it is reserved for tenants only. There is no long-term parking available for contractors. There is city parking that is available around the building in which the contractor can pay for.

Q: Reference: SOW Section C.1.2.1 Contractor Key Personnel, Page 41, Para. 4 and Excel document “Figure L-2 Management Plan Baseline Solicitation No.

47PH0220R0002”.

Question: The are more required minimum key personnel in SOW Section C.1.2.1 than is reflected in the L-2 Management Plan Baseline. The SOW requires a Chief Engineer which is not reflected on the Management Plan Baseline. Is the Chief Engineer part of the Government’s baseline manpower projection for this contract?

A: No, as stated within Section C.1.2.1, the intent of this paragraph is to be for informational purposes only and is not to be considered prescribed positions by the Government. However, the Contractor shall adhere to the below minimum qualifications when the positions are utilized and proposed in the Management Plan.

Q: Reference: Excel document “Figure L-2 Management Plan Baseline Solicitation No. 47PH0220R0002”.

Question: The Management Plan Worksheet accounts for Holiday, Sick, and Vacation hours that may not be in-line with our FTE calculations. Can bidders make changes to ensure the Baseline matches our price and labor buildup as long as the total hours per FTE do not exceed 2080?

A: Yes.

Q: Reference: SOW Section CM 5.11.2.1 Non Reimbursable Repairs, Page 107, Para. 3.

Question: Can the government please clarify the intent behind this section where it states, in part: “A non-reimbursable repair is a repair or replacement requiring no more than $1,500 in cost for repair parts and materials ONLY but no labor cost is included (including any approved subcontracting costs.)” As the government is aware, labor ,whether in-house or subcontracted, is often the most expensive portion of any repair and by not allowing these costs to be calculated into the

$1,500 liability limit the government is placing significant unknown liability on the contract. For instance, a realistic repair of $11,500 with $1,500 in parts and $10,000 in labor would be completely non-reimbursable to the contractor. We can understand the government wanting staff already onsite to perform labor at no additional charge, but this should not include unlimited subcontractor costs. Would the government please consider including labor in the $1,500 liability calculation, as is seen in the majority of other facility service contracts, or, at least removing subcontractor costs?

A: No, this methodology has been used extensively throughout previous years in GSA, PBS, Region 7. It should be noted that the shared liability threshold is typically $2,500; however, for this PWS, it has been reduced to $1,500.

Q: Reference: SOW Section CM.5.13.2.2 Labor, Page 113, Para. 4.

Question: This section discusses “labor categories and rates from the price schedule in this Contract.” Can the government please identify this price schedule and provide if necessary?

A: Fig. B-3 (5=year and 10-year) will be uploaded with Amendment PA01.

Q: Reference: SOW Section CM.5.14.2 Miscellaneous Work, Page 115, Para. 6.

Question: How will the contractor be reimbursed for Miscellaneous Work in excess of the 25 hours and $100 in parts? Does all non-routine escorting, room set-up, spot cleanup, furniture removal and replacement, etc. which is not part of the fixed price maintenance scope count as Misc. Work?

A: Miscellaneous Work is requested by the COR through a NCMMS Work Order to accomplish discretionary work in the buildings covered by this Contract. The 25 hours and $100 in parts is for each month. The Contractor shall furnish the labor, tools and consumable materials, as necessary, to perform the work. The Contractor shall accurately record hours of labor and costs of parts and supplies expended into NCMMS. At a minimum, a Miscellaneous Work Report documenting all costs, including labor hours, materials shall be recorded and delivered by the Contractor in the monthly report. Once the 25 hours and $100 in parts is exceeded GSA will reimburse the Contractor. The work referenced in the question can count as Miscellaneous Work.

Q: Reference: SOW Section C.1.9 Use of NCMMS, Page 61, Para. 6.

Question: Can the government provide a history of service calls for this contract?

A: History of service calls is provided (Section J, BL6 Work Order History).

BL attachments are controlled in the solicitation; prospective Offerors must request access to those items in beta.sam.gov.

Q: Reference: SOW Section C.1.9 Use of NCMMS, Page 61, Para. 6.

Question: Is there currently a work order backlog in the CMMS and does the government anticipate the gaining contractor inheriting WOs from the prior contractor? If so, will these be 100% reimbursable to the gaining contractor?

A: Any Work Order that is overdue at the time of entry for the new contractor will be completed. Currently there is no overdue work order backlog.

A: The GSA 5 Year Plan captures a lot of equipment that will be replaced.

However this plan fluctuates and urgent projects take precedence. Future plans include Fort Smith boilers and attic AHU systems (3) to be replaced.

Q: Can the government clarify if a Pandemic Plan needs to submitted within the technical or submitted as a post award submittal?

A: The Pandemic Plan is a deliverable due 30 calendar days prior to contract start date; therefore it is not a required submittal within offers.

A: Building Information Sheet is for Custodial purposes only.

Q: Please provide the number of repairs per year over $1500.00.

A: GSA does not have that specific information. See BL6 Work Order History.

BL attachments are controlled in the solicitation; prospective Offerors must request access to those items in beta.sam.gov.

Q: Please provide the number of non-reimbursable repairs and cost of each, or average cost per repair, for each building.

A: GSA does not have that specific information. See BL6 Work Order History.

BL attachments are controlled in the solicitation; prospective Offerors must request access to those items in beta.sam.gov.

Q: Why is the Base period of the contract only 7 months?

A: The 7-month base period was driven by budgetary reasons, so that the base period expiration coincides with the incumbent contract’s expiration dates.

Q: It was mentioned in the pre-proposal meeting held on June 9 th , 2020, that a General Maintenance Worker cannot provide emergency call-back service. Figure L.2 Management Plan Baseline, does not show a General Maintenance Worker at either location. Please clarify if there should be such a position as part of the on-site staff.

A: C.1.2.1 The intent of this paragraph is to be for informational purposes only and is not to be considered prescribed positions by the Government.

However, the Contractor shall adhere to the below minimum qualifications when the positions are utilized and proposed in the Management Plan.

Q: Does the current staff meet the qualification requirements of this solicitation?

A: Yes.

Q: In reference to the pricing section B, above standard services, there is a line item for escorting overtime services. Which positions listed in figure L.2 Management Plan Baseline, are eligible to provide this service under this line item?

A: Equipment Inventory is provided. See Section J, BL2 Inventory to Include Fire Alarm Devices. BL attachments are controlled in the solicitation;

prospective Offerors must request access to those items in beta.sam.gov.

Q: C.1.2.1 the qualifications for some of the on-site positions all require NCMMS experience. This would limit candidates to only those who have worked in a GSA facility with this system. Would experience with commercially available CMMS systems also be considered adequate to meet this experience factor?

A: Training is provided by GSA for personnel needing this experience. Refer to C.1.2.8.4 NCMMS Training

Q: Administrative Support is listed as an on-site position. Is this a full time position?

A: Yes.

Q: C.1.2.2 Authority. This paragraph states, “This Contract requires onsite managerial supervision. The Contractor can fulfill this requirement by having the Contract Project Manager located onsite or having an additional onsite Supervisor.” Does this intend to mean there is a need for two onsite supervisors if there is no on-site Project Manager? Please clarify.

A: No, the one Onsite Supervisor can oversee both locations.

Q: Both Chief Engineer and Onsite Supervisor are listed as “working supervisor” positions in C.1.2.1. If a contractor decides to provide the “additional” supervisor in lieu of an onsite Project Manager, as stated in the next paragraph, will one of the supervisors have to be a “non-working supervisor”?

A: No.

Q: The Management Plan Baseline from Figure L.2 does not show a Project Manager and only has one On-site Supervisor. This seems to contradict paragraph C.1.2.2. Please clarify if the contractor needs to provide one on-site Supervisor or two on-site Supervisors or an on-site Project Manager and one on-site Supervisor or one on-site Supervisor and an off-site Project Manager and one on-site Supervisor.

A: C.1.2.1 The intent of this paragraph is to be for informational purposes only and is not to be considered prescribed positions by the Government.

However, the Contractor shall adhere to the below minimum qualifications when the positions are utilized and proposed in the Management Plan.

Q: C.1.2.3 Communication Equipment. Under Administrative Station the contractor must provide one desktop/laptop computer for the NCMMS. Will this computer be connected to the GSA network?

A: Yes.

Q: Will this computer remain the property of the contractor?

Q: Are both buildings currently using NCMMS for PM’s and service calls?

Q: C.5.4.15 Labeling Electrical Circuits and panels. Area all circuits and panels labeled and up to date?

A: Yes.

Q: Are there any AQMD permits required at either of the two facilities?

A: No.

Q: Are there any UST’s at either facility?

A: There are no Underground Storage Tanks at either location.

Q: When were the last multi-year PM’s last performed for each building (i.e.

electrical switchgear testing, eddy current analysis, sprinkler system obstruction test, etc.)

A: Eddy Current testing is a three year pm, due Feb 2021. Electrical Switchgear testing is a three year pm - due February 2022. Sprinkler System Obstruction test is a 5 year PM - performed 2 times for a 10 year contract.

Last inspected 5/18/2017.

Q: C.5.8.4 Testing/Inspecting. When was the last re-tuning performed for these buildings?

A: Accomplished on quarterly BAS PM.

Q: C.5.9 Fire Protection and Life Safety Equipment and Systems. Can the fire alarm be tested during core coverage hours or must it be performed after normal working hours?

A: C.5.9.2 Fire alarm system or emergency communications system inspection, testing, maintenance, and repair shall be performed during normal working hours when it does not interfere with building or tenant operations. Testing that activates notification devices, initiates elevator recall or activates HVAC shutdown shall always be tested after hours. When such inspection, testing, maintenance, or repair is expected to interfere with building or tenant operations, it shall be performed after normal working hours without additional costs to the Government. The Contractor shall schedule with the GSA Facility Manager and the CO or designee all testing and non-emergency shutdowns of such systems and assure that back-up protection is provided by the Contractor (i.e . , arrangement of additional personnel stationed in the areas affected and at the fire alarm system control unit or emergency communications control unit) any time such system is temporarily out of service.

Q: C.5.12.2 Operations makes the statement; “The Contractor shall operate a Work Request/Work Order management system and administrative support functions during Normal Working Hours and act as a central point of contact for the Government and building occupants. The administrative support can be off site.”

This seems the be contradictory to C.1.2.1 that states the Administrative Support is an on-site position . Please clarify.

A: This person will be on-site; see Amendment PA01.

Q: C.5.12.2.2 Emergency Call Back (Beyond Core Coverage Hours) section requires the contractor to provide up to 100 hours per contract year. Are the 100 hours to be included as part of the basic monthly services at no additional cost to the Government?

A: Yes.

Q: C.5.12.2.2 Emergency Call Back (Beyond Core Coverage Hours). Are the 100 hours considered to be overtime, such that each hour of emergency callback takes an hour and a half off the 100 hours or is it a one for one even though the contractor is paying time and a half for the OT?

A: One for One even; Offeror should account for this as needed within basic services pricing.

Q: C.5.12.2.2 Emergency Call Back (Beyond Core Coverage Hours). Please provide any historical data you may have as far as number of hours for the two buildings for emergency call back hours.

A: The 100 hours exceeds the historical data taken over the last 5 years.

Q: C.5.12.2.4 Routine Work Order Response. This section states that the work order must be completed within 120 hours. Is the 120 hours counted as continuous running time from notification or business core coverage hours?

A: Continuous running time.

Q: C. 6.3.4 Replacement of Air Filters. Where applicable, does the MERV 11 rating apply to both pre and post filters or just the post filters?

A: Post filter.

Q: C. 6.6.6 Reporting. This section states; “The initial analysis of the HVAC water system(s) shall be reported to the COR and designee immediately after the results are known. It shall be the responsibility of the Contractor to correct any non-compliant conditions at no cost to the Government as soon as a solution has been reviewed and approved by the COR or designee. Any initial cost that exceeds the repair threshold shall be a shared liability.” Why would this not be considered an initial deficiency to be included on the IDL?

A: The Contractor may propose this as an initial deficiency pending the results of the initial analysis.

Q: Section 9 states that “As a performance-based contract, the requirements are stated in terms of desired results with associated quality standards.” However, further in to the specification, frequencies for floor care and carpet cleaning are prescribed, please clarify.

A: The frequencies are the government’s minimum requirements for standard services. The Contractor may increase the frequency and or schedule within their own discretion. It should be addressed in their Quality Control Plan.
