This would help to adequately plan and organize the preproposal tour as no more than 3 personnel are allowed from each offeror.
Helen then went on clarify the CMc Procurement process and contractual structure, as posted on beta.sam.gov:
● Each Offeror has to submit a Technical Proposal and a Pricing Proposal to be sent separately via e-mail.
● The solicitation is full and open competition, not a Small Business.
● The contract is Guaranteed Maximum Price (GMP) not to exceed; the price can be adjusted down, not up, except due to added scope. A bilateral agreement will be entered for the Construction phase.
● This procurement is open to Joint Ventures. Joint Ventures need to submit the fully executed JV agreement with their proposal
● Go No-Go factors include the Small Business Plan for Large Businesses and Cost Accounting Standards.
● Factor 1- Experience is now modified to allow the submission of projects completed in the last ten years instead of the last six years.
● Factor 1 - Experience is now modified to allow the submission of projects $ 50 million and above. The maximum of $ 70 million has been removed.
● All inquiries from offerors will be answered and posted on sam.gov, must be received by October 13, 2020, per recent amendment. Up to the CMc to ensure their references reply to GSA by due date.
● Past Performance Questionnaires: First part to be completed by CMc, 2nd part completed by the client reference.
● Liquidated Damages for both projects portions were covered.
● Best Value Tradeoff. Price and Non price factors will be considered. GSA is not bound to award to the Lowest PriceTechnically Acceptable. GSA may not enter into negotiations prior to Award so Bidders are encouraged to provide their best most competitive Bid.
● The proposal Due date is October 19, 2020
● Planned Contract Award Date: Mid-February 2021
