Solicitation: 47PF0020R0063

Celebrezze VBA Renovation and Backfill and DFAS Consolidation Project

Q&As

Questions 1 - 60 posted on beta.sam.gov via Amendment 03 on 10/05/2020

Questions 61 - 99 Answered via Amendment 04 on 10/09/20.

Questions 65, 66, 70, 74, 75, 84, 85, 87, 92 & 98 will be answered via Amendment 05

61. Q -Do any of the areas have raised floors other than the area shown on the 22nd floor?

If so where?

A. Not for DFAS.

For the VBA portion of the project, no raised access flooring is anticipated in the base project scope.

62. Q -Do the lights in DFAS need to be retrofitted to LED?

A. No

63. Q -The DFAS project description does not mention any fire alarm rework. Will there be any required fire alarm rework for DFAS?

A. Yes, there will be some fire alarm work. On the previous project on 23rd Floor, Fire & Life Safety asked that out-of-date alarms were swapped out with new.

However, locations are not expected to change unless a new layout requires it.

64. Q -Drawings A5-04/A5-05 - Is there a finish material schedule for the materials listed on the Finish Schedule?

A. For the VBA portion of the project, please refer to the abbreviation list on sheet G

0 01 and the material name key on sheet A 5 05 for all available abbreviation keys.

65. Q -Drawings A1-10/A1-13 - The areas that are indicated as "Layout on Hold", should we include anything for those areas?

A. To be answered with Amendment 005.

66. Q -The published Q&A states that vendors for the relocation have not yet been identified. Will the relocation portion of the project be posted in beta.sam.gov or in another location? When do you anticipate the release of the RFQ?

67. Q -The Pricing Sheet will be updated.

A. Please review the updated VBA-DFAS Pricing Sheet - Final R1 posted as a part of an amendment. Proposed Overhead Rate and proposed Profit Rate on contract changes are now requested.

68. Q -The PLA Requirements will be changed.

A. The Project Labor Agreement Requirements are Updated as follows:

In the Solicitation, Section IV K Project Labor Agreement, (2) (E), shall be changed from, “The apparent successful offeror shall submit to the Contracting Officer a copy of the Project Labor Agreement prior to contract award,” will now be replaced with the following, “The successful offeror shall submit to the Contracting Officer a copy of the fully executed Project Labor Agreement prior to award of the Construction GMP option.”

Evaluation Factor #5, in the Solicitation:

If a firm chooses to submit a PLA, to receive the 10% credit, then the firm must submit a sample PLA along with a statement from the firm certifying they will provide a fully executed PLA prior to the award of the construction option.

69. Q -Solicitation; Page 27 Go/no-go requirements “The GAAP Certification must be provided from the accountant directly to the Government within 10-days of submission of a proposal.” Who on the Government side does the certification go to?

A. The letter from the CPA should be sent to daniel.ramirez@gsa.gov and to helen.dimonte@gsa.gov.

70. Q - Can additional time be provided to submit proposals. With last date for bid questions 10/13 and expected addendum after that date does not allow enough time for subcontractors to review and include before the 10/19 due date for proposals.

71. Q -Confirm if this project is subject to sales tax or if it will be exempt.

A. The General Services Administration (GSA) has no authority to exempt contractors from Federal, State, or Local taxes. GSA would only be able to certify that the awardee would be performing services under a Federal contract, which would include Construction Manager as Constructor services (CMc). It is the responsibility of the contractor to work with the Ohio Department of Revenue to determine whether or not work performed under this referenced project qualifies for a tax exemption. Visit mailto:daniel.ramirez@gsa.gov mailto:helen.dimonte@gsa.gov http://www.tax.ohio.gov/sales_and_use/streamlined_sales_tax.aspx for more information.

72. Q -Confirm if CMc will need to carry the cost of any applicable building permits in their proposal. If CMc needs to include this cost, should there be an allowance designated since design has not been finalized.

A. Municipal Building permits are not required for a Federal project.

73. Q -The CMc Solicitation document, Item II.C, (3) references the Project Labor Agreement. No specific requirements for a PLA have been found in the documents nor was a copy of this PLA provided in the RFP documents. Will this be provided? It further notes in Factor 5 evaluation that 10% credit if given for this.

A. See answer to question # 68. In addition, GSA will not be providing a sample PLA for offerors.

74. Q -Are Joint Venture proposals with Small/Large company venture required to submit a Subcontracting Plan?

75. Q -VBA set drawings, A001, keynote A0.02 references removal and later re-installation of unit pavers. Can an as built detail be provided on how these are anchored to substrate.

76. Q -Can you provide typical floor to floor dimension and the thickness of existing concrete floor slabs?

A. For the VBA portion of the project, the typical floor-to-floor height is 12’-6’, and the existing concrete structural floor decks vary in thickness and assemblies.

Please refer to the existing building structural drawings for further clarification on the various assemblies and thickness of the existing structural floor decks.

77. Q -Will CMc be required to carry the cost of Builders Risk Insurance on this project or will the owner cover this?

A. Insurance Requirements are addressed in Section III. E of the Agreement. GSA will not cover Builders Risk insurance.

78. Q -Amendment #3 Q&A #39 confirms there is no spec for the VBA, but will one become available or should we reference the DFAS spec for assumptions?

http://www.tax.ohio.gov/sales_and_use/streamlined_sales_tax.aspx

A. For the VBA portion of the project, no additional design documents will be issued.

Specifications, separate from the DFAS scope, will be provided in the Design

Development phase.

79. Q -Is this project tax exempt?

A. See answer to question # 71.

80. Q -No tile specification/finishes provided. Please advise on wall and floor materials in restrooms. Is wall tile full-height on all walls?

A. For the VBA portion of the project, no additional design documents will be issued.

Please assume, for any Restroom indicated to have porcelain tile in the finish schedules, that the porcelain tile matches GSA Property Management’s Building

Design Standards (BDS) finish specifications. Please assume, for any Elevator

Lobby indicated to have porcelain tile in the finish schedules, that the porcelain tile is large format (i.e. 12”x24” or larger).

81. Q -No tile specification/finishes provided. Please advise floor materials in the elevator lobby.

82. Q -The MGA Submission Report states the project goal is to achieve a LEED Gold certification, but the Solicitation documents do not state this. Confirm the level the project is looking to achieve.

A. For the VBA portion of the project, LEED Gold certification is required.

83. Q -Verify whether the Safety Officer and QC Manager roles can be fulfilled by project engineers/superintendents already staffed to the project. Are these roles required to be full time, on-site throughout the duration of the project?

A. For DFAS, Safety and QC Manager roles can be fulfilled by project engineer/superintendent already staffed with the qualifications to do so. Due to the more limited nature of the DFAS project, they are not required to be full-time, on site.

For the VBA portion of the project, please reference the response to RFI

Question No. 41. Similar requirements will apply to the QC Manager.

84. Q -The solicitation documents require the CMc to provide Certified Industrial Hygienist

(CIH) services. Can you confirm that the CIH is to be contracted with the CMc? Could you also clarify the scope of the CIH, including:

- Is there investigative work required to assist the design team?

- Is the scope limited to overseeing the abatement activities?

- Is the CIH responsible for providing air monitoring of containments?

85. Q -How high are the bulk heads for the demountable partitions?

86. Q -Are there any other requirements for door hardware other than the locksets?

A. For the VBA portion of the project, multiple card readers and door operators will be provided as part of the project base scope, as documented on door schedule sheets A 5

02 & and A 5 03.

87. Q -Should we hold an allowance for support of additional loading?

88. Q -Please provide a ceiling height for the millwork ceiling AFF in the elevator lobby.

A. For the VBA portion of the project, the Design Team has not finalized the millwork ceiling height yet, so more design development is required to confirm that; however, the Design Team anticipates the millwork ceiling will be mounted between 8’-6” AFF and 8’-10” AFF.

89. Q -Is the back-painted glass surface mounted? Does the glass return at corners of the corridor? What is the height of the glass?

A. For the VBA portion of the project, the Design Team has not detailed or specified any architectural finishes yet, so more design development is required to confirm all corner details, panel mounting types, etc. However, the Design Team anticipates the back-painted glass panels are full height, and wall mounted with metal cleats and wood blocking.

90. Q -Are we to follow the spec for demountable partitions per DFAS for VBA? If yes, are other comparable manufactures not listed acceptable?

A. For the VBA portion of the project, no additional design documents will be issued.

A demountable partition specification, separate from the DFAS scope, will be provided in the Design Development phase.

91. Q -Is there access to run hoses from the ground floor to the 13th Floor?

A. For the VBA portion of the project, there is water service on each floor already.

Please clarify the nature of the hose in question (e.g. is it intended for fire suppression?).

92. Q -For the VBA scope, feature walls receiving vinyl wall coverings are not identified on the floor plans. Will these locations be identified prior to the proposal due date?

93. Q -On drawing A-3-01, please identify what the "checked" space is between column lines 4-7 and N-R. What scope is required in this space by CMc?

A. On the DFAS drawings, the checked space is an existing raised floor for IT room on 22nd Floor. At this time, there is no change to this floor.

94. Q -The DFAS Summary Phasing Appendix A6 notes the 29th floor is only a furniture upgrade, but this is not indicated on the concept drawings. Please confirm the new CMc scope on this floor.

A. For proposal purposes, the CMc can assume new carpet (without abatement required) and wall paint with the furniture upgrade for the 29th floor, so that this floor matches the others.

95. Q -Please confirm the 23rd floor drawings issued in Amendment #3 are for finish reference only, not floor plan design.

A. As stated on the file name and cover sheet, these are for Reference Only, as requested in question 16. They may help as reference not only for finishes, but also for MEP.

96. Q -Please confirm if all project signage will be by the owner's vendor. If it is by CMc, please provide a signage package for pricing.

A. For DFAS, interior tenant signage by CMc to match that provided for 23rd Floor

For the VBA portion of the project, all design, coordination, and specification of interior signage types will begin in the Design Development phase.

97. Q -Is an offer guarantee required? The SF1442 did not have either box checked.

A. A bid bond is required. It must be 20% of Bid, or $3M, whichever is less. (FAR

28.101-2 & 52.228-1). A revised SF1442 will be posted (originally, the appropriate boxes were unchecked by a PDF reader system glitch).

98. Q -1. 01 10 00 p3 1.3 ‘Work by other contractors’, 1.4 ‘Schedule of Government

Furnished Property’ indicates “cabling” by the Government; what can be defined as cabling?

99. Q -Solicitation – II c. (1) Content – indicated to include “SF 1442 with pricing sheets and the Agreement (69 pages)” in the proposal; is it the intent of the Government for us to include both the pricing sheets and the full agreement with the solicitation?

A. No. This was an error. The Agreement does not need to be submitted with the

Price Proposal. The original text is replaced with the below:

II.C. Price Proposal

(1) Contents

The Price Proposal shall consist of the SF 1442 and the Agreement and attached Pricing

Sheet, with prices and/or rates indicated for each price element shown on the pricing form included in Section II of the Agreement. Indicate the Base Contract Price, or if no such distinction is made, the Contract Price, in Block 17 of the SF 1442, which must be fully executed by the Offeror.
