Solicitation: 47PF0020R0063
Celebrezze VBA Renovation and Backfill and DFAS Consolidation Project
Q&As
QUESTIONS 1-60 posted on beta.sam.gov 10/05/2020 via Amendment 03
Questions 61 - 99 Answered with Amendment 04 on 10/09/20.
Questions 65, 66, 70, 74, 75, 84, 85, 87, 92, 98 & 99 – 110 posted via Amendment 05
65. Q -Drawings A1-10/A1-13 - The areas that are indicated as "Layout on Hold", should we include anything for those areas?
A. For the VBA portion of the project, areas with ‘Layouts on Hold’ are still included in the base project scope and should be included in all CMc candidate proposals.
The Design Team will confirm the final plan layouts of these areas in the Design
Development phase.
66. Q -The published Q&A states that vendors for the relocation have not yet been identified. Will the relocation portion of the project be posted in beta.sam.gov or in another location? When do you anticipate the release of the RFQ?
A. As stated in the response to RFI Question No. 1, for the VBA portion of the project, Vendors related to Furniture, Security Equipment, AV, and Specialized Equipment have not been identified yet.
At this time, GSA is not sure of which procurement strategy we will be using for the relocation yet, therefore we don't have an anticipated date for when these services will be requested.
70. Q - Can additional time be provided to submit proposals. With last date for bid questions 10/13 and expected addendum after that date does not allow enough time for subcontractors to review and include before the 10/19 due date for proposals.
A. The proposal due date will not be extended. GSA is not able to grant any more time due to the limited availability of the Source Selection Evaluation Board.
74. Q -Are Joint Venture proposals with Small/Large company venture required to submit a Subcontracting Plan?
A. It depends on whether the Joint venture results in a large or small business. If the
Joint Venture Prime bidder is a small business, then they do not need a subcontracting plan. If the Joint Venture Prime bidder is a large business, then they need to have a subcontracting plan.
Here are 3 scenarios in which no subcontracting plan would be required in a joint venture:
1) A joint venture qualifying as a small business concern (if each participant in the joint venture qualifies as small under the NAICS size standard for the solicitation);
2) if the Protégé in an SBA Mentor-Protégé arrangement (as you know, GSA's M-P program no longer exists) is small under the NAICS size standard for the solicitation in a joint venture comprised of a mentor and protégé with an approved agreement under the SBA mentor-protégé program;
3) a joint venture may qualify under socioeconomic programs (requiring no Subcontracting Plan) when the joint venture qualifies as a small business joint venture and one of the parties to the joint venture qualifies under one or more of the socioeconomic programs.
75. Q -VBA set drawings, A001, keynote A0.02 references removal and later re-installation of unit pavers. Can an as built detail be provided on how these are anchored to substrate.
A. For the VBA portion of the project, the Design Team has not detailed or specified any exterior finishes yet, so more design development is required to confirm all paver installations. Details and specifications, separate from the DFAS scope, will be provided in the Design Development phase.
84. Q -The solicitation documents require the CMc to provide Certified Industrial Hygienist
(CIH) services. Can you confirm that the CIH is to be contracted with the CMc? Could you also clarify the scope of the CIH, including:
- Is there investigative work required to assist the design team?
- Is the scope limited to overseeing the abatement activities?
- Is the CIH responsible for providing air monitoring of containments?
The CMc will be responsible for construction related environmental activities. The CMc will also be hiring the abatement contractor that will conduct removal of hazardous materials. The duties of the IH will typically include but are not specifically limited to:
● Developing, reviewing and submitting the asbestos and lead work plans and other documents that are required in the division II specifications in coordination with the abatement company,
● Personal air monitoring of abatement workers. Oversight and monitoring (area and clearance sampling) of abatement work will not be required and will be handled by the CMa.
● Address any onsite abatement issues
In regards to other construction activities not related to abatement, they will be responsible for items such as:
● Indoor air quality management plan development and implementation,
● Bacteria testing for new plumbing installations,
● LEED compliance for Indoor Environmental Quality (EQ) credits. For the VBA portion of the project, please refer to the 100% Design Concepts Report, page
77, for the individual EQ credits the Design Team is pursuing.
● Any hazardous or universal waste disposal issues,
● Serve as a SME for environmental issues that arise from construction activities.
85. Q -How high are the bulk heads for the demountable partitions?
A. For the VBA portion of the project, the drywall bulkheads at the demountable partitions extend to the structural deck above, in order to achieve the required
STC ratings shown on partition schedule sheet A 5 01.
87. Q -Should we hold an allowance for support of additional loading?
A. For the VBA portion of the project, the Design Team does not anticipate any new structural floor support; however, this scope will be coordinated and confirmed in the Design Development phase.
92. Q -For the VBA scope, feature walls receiving vinyl wall coverings are not identified on the floor plans. Will these locations be identified prior to the proposal due date?
A. For the VBA portion of the project, no additional design documents will be issued.
Please assume, for any room indicated to have vinyl wallcoverings in the finish schedules, that (1) wall surface (the longest wall) will have a full-length and height vinyl wallcovering.
98. Q -1. 01 10 00 p3 1.3 ‘Work by other contractors’, 1.4 ‘Schedule of Government
Furnished Property’ indicates “cabling” by the Government; what can be defined as cabling?
A. For the VBA portion of the project, cabling shall be included per the 100% Design
Concepts Report, Tab 4.
99. Q -Solicitation – II c. (1) Content – indicated to include “SF 1442 with pricing sheets and the Agreement (69 pages)” in the proposal; is it the intent of the Government for us to include both the pricing sheets and the full agreement with the solicitation?
A. No. This was an error. The Agreement does not need to be submitted with the
Price Proposal. The original text is replaced with the below:
II.C. Price Proposal
(1) Contents
The Price Proposal shall consist of the SF 1442 and the Agreement and attached Pricing
Sheet, with prices and/or rates indicated for each price element shown on the pricing form included in Section II of the Agreement. Indicate the Base Contract Price, or if no such distinction is made, the Contract Price, in Block 17 of the SF 1442, which must be fully executed by the Offeror.
Questions 61 - 99 Answered with Amendment 04 on 10/09/20.
Questions 65, 66, 70, 74, 75, 84, 85, 87, 92 & 98 will be answered with Amendment
100. Q -Is there a model number and manufacturer information available for the lighting fixtures on the DFAS floors of the project? Is the intent to re-lamp or retrofit the fixtures?
A. The intent is to re-lamp. See also question 9.
101. Q -On the DFAS floors, will the new furniture be installed in relative proximity to the old furniture or will there be significant changes that would lend significant electrical/communications re-work in the duct?
A. The current layout includes systems furniture in the same areas that the new furniture would be placed.
102. Q - DFAS Specifications do not included specs for Divisions 078100 fireproofing and 078400 and Firestopping. Can you provide?
A. These will come with future design package.
103. Q -Testing: Will all 3rd party testing for abatement, division 078100 and division
078400 be covered by GSA?
A. For DFAS, pre-alteration assessment will be by A/E. 3rd Party Environmental
Monitoring will be either contracted separately by A/E or GSA.
For the VBA portion of the project, Third Party Environmental Monitoring will be provided by the CMa.
104. Q -Work Hour Restrictions Amendment 03 question #25. Our experience with
AJC projects such as DFAS projects on both the 23 rd and 27 th floors is that while the intent is to perform most work during 1 st shift, it quickly changes to a number of items be required to be performed after hours such as we were required to work shift hours for demolition, framing (shooting of track and screwing of gypsum board), abatement, fire proofing, painting, fire sprinkler any work above the ceiling (electrical, FA and Fire
Sprinkler) in areas with the metal ceilings (hot ceilings). Can we verify the work hour restrictions if we are working on unoccupied floors versus if we are working on partially occupied floors? We would like to pose this question for both VBA and DFAS projects since the VBA scope is significantly different.
(Previous Q & A) - Are there any restrictions on work hours?
The main restrictions are for work that makes a lot of noise or smells that would disrupt tenants during normal working hours of 7am - 5pm. Otherwise most work should be able to be done anytime and access can be afforded on a 24/7 basis as necessary through our access permitting system.
A. Please refer to answer previously provided for RFI Question #25.
105. Q -VBA PSI Environmental Report does not cover the swing spaces of 5, 7 and
8. Are these floors all clean? If not what environmental issues exist and need remediation relative to this project? For example we will be in the 8 th floor ceiling for plumbing for the 9 th floor as well as renovation of all swing spaces.
A. For the VBA portion of the project, the Jacobs/PSI Environmental Report is applicable to floors 9-13 only; floors 5, 7, and 8 were not included in the scope of the Pre-Alteration Assessment.
GSA provided the following additional information about the presence of Asbestos Containing Materials (ACM) outside of the “floor envelopes” of floors 9- 13; the ACM in these areas would need to be abated per project requirements:
1. Floor 5 Project Areas:
a. no abatement scope anticipated as this floor has been fully abated under a previous project.
2. Floor 7 and 8 Project Areas:
a. full abatement of ACM within each project area. Assume ACM is similar to findings in the Pre-Alteration Assessment for floors 9-13.
3. Floors 4, 6, 7, 8:
a. select abatement work as required to support infrastructure connections such as ducts, piping, electrical and data on floors that are above or below renovation areas.
b. Assume ACM is similar to findings in the Pre-Alteration Assessment for floors 9-13.
106. Q -DFAS Demolition Scope: The DFAS Demolition Drawings do not show any demolition or existing wall panels being removed? On the 23 rd Floor we did remove a number of wall panels and reconfigure openings. Are there demolition drawings that show the extent of wall panels/ walls to be removed?
A. Not at this time. The intent is to keep built offices to greatest extent possible, and not build any new walls except if any Break Rooms are added. Demolition drawings will be prepared with future plans.
107. Q -The DFAS 23 rd floor project included additional new cooling systems (Liebert
Systems with BAS interface) for all LAN rooms connected to the building chilled water system and corresponding sprinkler system changes for these rooms. This project further included new VAVs, ductwork, BAS interface to and exhaust systems for conference rooms. Will conference and training rooms require additional VAVs, ductwork, BAS interface and exhaust systems for conference and training rooms?
A. The question on LAN rooms was previously discussed. No new conference or training rooms are anticipated at this time, as part of this project.
108. Q -On the DFAS drawings, both the demolition drawings and the floor plans show the same floor layout, leading us to believe that there are no new partitions.
However, after visiting the building, it was determined that the majority of the partitions in the renovation areas are new. How are we to differentiate the partition types of the new partitions, e.g. demountable partitions vs. drywall partitions?
A. Question would need to be more specific - which floor? Our understanding is it would not be a “majority” of partitions in the renovation areas that are new.
Should that be the case, as the design develops and CMc aids in this development, the goal will be for a majority of partitions to remain.
109. Q -Our firm is pursuing two concurrent solicitations with GSA Region 5 and since each project is a CMC major renovation project, a few of our past projects will be the same. We are requesting that a single PPQ be provided for each of our two reference projects that are being used for the Tomochichi and Celebrezze solicitations. We are making this request because we are reluctant to task our valuable clients with filling out the same form twice, and sending it to the same GSA personnel twice. Thank you for considering this request.
A. Yes, since these PPQs are for two active GSA solicitations referencing the same past projects, the same PPQ may be used for the two solicitations. Please be sure to edit the PPQ form as needed to ensure it references both of the Solicitations for which it will apply. However, reusing PPQs from previous solicitations that are no longer active will not be accepted. Offerors should check with the Contracting Officer for the second solicitation to verify that the same PPQs may be used for that project as well.
110. Q -Question regarding the breakout (Price Form) worksheet below. Example is lines 2 and 3. Should 2 include environmental cost for a total floor 14 cost or should that be left out of line 2 and only listed in line 3?
A. For this example, Line 2 would not include the environmental cost - construction cost only. Environmental cost would only be listed on line 3. We would add lines 2 and 3 for the total.
