Solicitation: 47PF0020R0063 Celebrezze VBA Renovation and Backfill and DFAS Consolidation Project

Q&As

10/05/2020

1. Q - 01 10 00 - Summary: 1.3 A & 1.4 A. Can the Govt share who the other Vendors related to Furniture, Security Equipment, AV, Cabling and Specialized Equipment are?

A. DFAS has worked with APG Office Furnishings on previous projects. Other DFAS vendors have not been identified.

For the VBA portion of the project, Vendors related to Furniture, Security Equipment, AV, and Specialized Equipment have not been identified yet.

2. Q - 01 31 00 - Project Management and Coordination - 1.4 B Project Coordinator:

specification indicates "in addition to the Project Superintendent, provide a project coordinator …. ". Is this required to be a full time position? Can they share dual-roles of responsibility? This position does not appear in other areas of the specification when talking about CMc staff.

A. Yes, for DFAS the Project Coordinator can be project superintendent or project manager.

Yes, for the VBA portion of the project, the Project Coordinator can be the Project Superintendent or the Project Manager.

3. Q - 01 31 00 - Project Management and Coordination - 1.4 C Mechanical and Electrical

Coordinator: specification indicates to "provide a mechanical and electrical coordinator experienced in …... The M&E coordinator shall be licensed to practice as a Professional Engineer in (not ”is”) the location of the project".

Is this required to be a full-time position?

Is PE licensing required for this individual? further, it is rare that someone would be registered as a PE in both Mechanical and Electrical which would elude to two individuals.

Is it acceptable for this individual if not a licensed PE in both disciplines to be a licensed tradesmen in the respective discipline or have some other credentials of/or relevant experience but sole responsibility would be as Elec and/or Mech Coordinator?

A. For DFAS, and the limited MEP work, this does not need to be a full time position. A licensed tradesman in the respective discipline is adequate unless design work is required in scope. Note that for data wiring, the installation will require a level of certification which may have additional requirements.

For VBA, a Mechanical and Electrical Coordinator shall be identified for the project. These positions can both be held by the same person, provided that the individual has the qualifications, credentials, and experience to interpret and enforce the requirements of the construction documents for each of these disciplines, with the minimum requirements for each as follows:

Mechanical Coordinator:

Familiarity with the most current editions of the codes and standards affecting mechanical and plumbing systems design and installation, including, but not limited to: ASHRAE and SMACNA standards, International Codes (as published by the International Code Council), GSA PBS-100 (Facilities Standards for the Public Buildings Service).

Electrical Coordinator:

Familiarity with the most current editions of the codes and standards affecting electrical and teledata systems design and installation, including, but not limited to: National Electrical Code (NEC), International Codes (as published by the International Code Council), GSA PBS-100 (Facilities Standards for the Public Buildings Service).

The individual providing the oversight responsibilities as described above, shall have a minimum of five (5) years of experience in performing this work. A resume for this individual is required as part of the CMc’s proposal.

A Professional Engineer’s license in the State of Ohio is not required.

The amount of time that these personnel will need to be on the jobsite will depend on what is required to thoroughly enforce the design and installation requirements of the disciplines noted above.

4. Q - 01 35 10 - Historic Treatment - 1.4 A. Historic Treatment Specialist Qualifications: to what extent will this be necessary or relevant to the prescribed renovations?

A. For DFAS, the only historic treatment will involve the ceiling. Reports or other historic requirements will be coordinated by the A/E.

For the VBA portion of the project, significant historic preservation review is required in the design phase regarding the perimeter ceilings, lighting, and Elevator Lobby scope. The Design Team will again present these project elements to GSA’s historic preservationists in both Design Development and Construction Documents for review and approval.

5. Q - 01 35 10 - Historic Treatment - specification references a link gsa.gov/portal/content/101533; when this link is attempted to be accessed it indicates "The page you're looking for may have gone offline or does not exist"

A. This page has moved, but with the limited scope of historic the qualifications for the DFAS project will be determined by the A/E, if any are required. A Word document is available, if interested, but is not required as part of this CMc selection.

For the VBA portion of the project, significant historic preservation review is required in the design phase regarding the perimeter ceilings, lighting, and Elevator Lobby scope. The Design Team will again present these project elements to GSA’s historic preservationists in both Design Development and Construction Documents for review and approval.

6. Q - 01 82 00 - Demonstration and Training - 1.1 (www.buildingsmartalliance.org/index.php/projects/activeprojects/25) link doesn’t work/no longer available?

A. COBie is fairly new, and while the National Institute of Building Sciences is working on creating a certificate, the current information and training can be found at https://hub.aa.ufl.edu/programs--courses/cobie-academy/ .

7. Q - Submission Drawings - Are "Existing Drawings” indicated on the Index Sheets available? Not all of (not “on”) the drawings on the index have been included in the distribution.

A. All documents listed on the SOW Index for both the VBA and DFAS portions of the project have been provided via beta.sam.gov. Drawings are protected, and a request must be made to access them through beta.sam.gov. A SAM registration is required.

8. Q -Typical question for 'typical 5' off of RP-12B. Are there really (5) 400 amp feeders coming off of that panel? There is only (1) transfer feeding that panel which has a total of 400 amps. Is that entire distribution set actually 5 sets?

A. On drawing E601, this should read typical of 3 in lieu of 5. There are 400A feeders between TRP-11B & RP-12B, RP-12B & RP-11B, and RP-11B &

RP-10B.

9. Q - Define the Scope of work page 5 for DFAS "Limited upgrades to mechanical and electrical distribution systems may be required"

A. Mechanical scope will include a pre-construction air measurement and report, relocation of thermostats as needed, extension of control wiring to achieve zoning control, and new AHU (Liebert Units) in LAN Rooms which may require tapping into the chilled water loop. Existing perimeter fan coil units to remain.

Electrical scope includes upgrading the PDUs on DFAS floors (approximately 1 per floor existing), reuse of electrical and data lines if possible (Note: 23rd Floor had removal of all existing in-floor power and telecommunications back to the closet), wiring of new furniture system for power and data/telecommunications, relocation of existing fire alarms as needed, cleaning and relamping of existing lighting fixtures, and conversion of lights to emergency/night lights as needed.

10. Q - What is the type of ductwork for the VBA project from the duct main to the dual duct and VAV terminals? Shop fabricated rectangular or spiral/flat oval?

A. For the VBA portion of the project, the Design Team has not designed or specified any HVAC branch ductwork yet, so more design development is required to confirm all ductwork types; however, the Design Team anticipates most of the HVAC ductwork will be rectangular sheet metal ductwork, medium to low pressure.

https://hub.aa.ufl.edu/programs--courses/cobie-academy/

11. Q - Confirm per the HVAC narrative there is no work associated with the existing perimeter fan coil units including replacement or modification of cabinetry.

A. For the VBA portion of the project, the only scope at the perimeter fan coil units is providing new paint on the existing metal covers. The base scope does not include any infrastructure work on the existing perimeter fan coil units. The base scope also provides new architectural finishes and building system infrastructure work adjacent to the existing perimeter fan coil units.

12. Q - Will any of the existing busway need to be repaired?

A. For the VBA portion of the project, no repair of the existing-to-remain busways are included in the base project scope.

13. Q - Is a 1st responder DAS system required to be added

A. For the VBA portion of the project, the firefighter communication within the building should be existing to remain and not required to be added to this project.

14. Q - Provide the capacity of the CRAC units for the VBA Renovation specified any units yet, so more design development is required; however, the Design Team anticipates 2-3 ton capacity.

15. Q - Provide the capacity of exhaust fans for IT closets VBA Renovation specified any exhaust fans yet, so more design development is required;

however, the Design Team anticipates a 1 cfm per sqft exhaust rate.

16. Q - Are drawings of the recent 23rd floor retrofit available ?

A. Yes, DFAS 23rd Floor Drawings will be made available via amendment. Note these are considered Sensitive but Unclassified, and for Reference Only.

17. Q - Are there any restrictions on freight size or availability?

A. FREIGHT ELEVATOR

SPECIFICATIONS

● Door opening 61 1/2"

● Door open Height 107 1/2"

● Width 91 1/2"

● Length 90 1/2"

● Height 113 1/2"

● Height to light 108"

● Height to camera 108"

● From Button wall to wall width 83"

Weight capacity 6,000lbs

FREIGHT ELEVATOR USE

All goods loaded onto the freight elevator must be properly contained and secured.

Materials such as sand and cement shall be transported in sealed bags and palletized if necessary.

Deliveries to the building must be made through the loading dock entrance and delivered to the various floors via the freight elevator. Use of other entrances or the passenger elevators for freight is strictly prohibited. Care shall be taken when loading heavy items onto the elevator to ensure the weight limit restrictions are not exceeded.

If scheduled in advance the freight can be locked out as needed to move material or provide dedicated transportation for contractors. The freight will be needed daily for various building activities such as pulling trash or allowing tenants to move materials from floor to floor. Based on need however we could start a scheduling or permitting system to allow each group dedicated access to the frights.

18. Q - Can we operate the freight or does the building need to do so? If the building does, are there costs associated with it?

A. Just operating the freight does not require anything special. There will be a key issued on the occasions where the freights need to be locked out for use by the contractor so they can be placed in independent service.

19. Q - Are there any dock and delivery restrictions?

A. Dock deliveries will be scheduled in advance and put on an access list. During business hours, trucks are limited in size to 42’. After business hours, larger deliveries can be made but the dock is tight. Dock parking is limited to work trucks and spaces will be assigned to this project as best as we can allow while still maintaining space for the building's needs.

20. Q - What is the pathway for demo debris?

A. Debris will be loaded into the freight elevators and taken to the loading dock on the basement level. This path will be designated as part of your construction planning and it will be reviewed during the walkthrough.

21. Q - Where would dumpsters be located? Are there any time restrictions for dumpsters?

A. There are 2 designated dock spaces for dumpsters. The project will be allowed both unless another project requires one so as not to cause difficulty for other work. But this project will always be allowed at least one space as necessary.

22. Q - Are there any staging or storage areas available?

A. Yes, they will be reviewed during the walk-through or general drawings of them provided. Once assigned, you can occupy them for the duration of the project.

For the space occupied, on site must be maintained neatly and only the space truly needed will be used for the duration of the project so as not to capitalize space that may be needed for other jobs.

23. Q - What is the pathway for the construction workers?

A. Assuming this is access related, workers normally come in through any lobby entrance, unless delivering or parking on the dock and they would enter that way.

If the number of contractors coming in is large, accommodations may be afforded for walking entry onto the dock but this will be addressed when we know the numbers and types of workers.

24. Q - Is there a location for a site office?

A. Yes. There are locations where site office accommodations exist that should work for the project's needs. Or sufficient storage space exists where temporary office accommodations could be placed by the contractors.

25. Q - Are there any restrictions on work hours?

A. The main restrictions are for work that makes a lot of noise or smells that would disrupt tenants during normal working hours of 7am - 5pm. Otherwise most work should be able to be done anytime and access can be afforded on a 24/7 basis as necessary through our access permitting system.

26. Q - Are there any written building rules and regulations to be provided?

A. Review “ Rules and Regulations Governing Conduct on Federal Property 2005 Version” posted via amendment.

27. Q - Are there any security clearance costs for the General Contractor or it's subs?

A. No. However, the individual may need to travel to the MSO for fingerprints or to pick up a PIV card. Also, if an individual is approved to do hard copy fingerprints there would be a cost through the location they get them taken at which varies by location.

28. Q - Are there any temporary facility restrictions? Can we use the restrooms on the floor or are there designated contractor restrooms?

A. While working on a floor you will be able to use the restrooms for the duration of the project as long as it is safe for our janitorial staff to enter the floor and continue to clean and pull trash from them.

29. Q - Who pays for temporary utilities? We generally aren't charged for using building power and water.

A. There should be no cost for temporary utilities. If you require things for construction purposes like whips for heavy equipment you will be responsible for installing such items and removing them at the end of the project at your expense. There will be no costs for the use of water, electricity/lights etc.

30. Q - Are there any costs for a building Security Guard? If so, who pays them?

A. Yes, but only if you need a guard to escort within a tenant space (where a badged person on the project is not available to escort a non-badged person for some reason) there will be a cost. Typically, however you would not require this as long as you have a badged person escorting any non-badged personnel. The building is guarded 24/7 and there are no charges for needing to staff the building for evening work.

31. Q - Will there be any costs for us to use the ePM software that is mandated for use?

A. No.

32. Q - Do we have to bear any building engineer staff costs for things like sprinkler shut downs, MEP tie-ins, etc.

A. Yes, you may have to pay for the O&Ms time if you need them. Typically once a project starts and a contractor is onsite, the contractor is responsible for any MEP systems within the scope of their project and will be considered the controlling party until the project is complete. Certain things may be able to be done by contractors you hire as long as its coordinated with property management. Other things will have to be done through the O&M to ensure the safety of the facility.

As an example, if you requested a one time impairment to a smoke detector because of work taking place for a day, we would assist in taking that point out of service and putting it back that day at no cost, as long as we are given sufficient notice. If however you expect to have the O&M assist you an hour each day for 3 weeks straight, that would be a reimbursable item.

33. Q - Will building hydraulic calcs be provided for the sprinkler designer at no cost to us, or do we need to have them done?

A. Hydraulic calculations are the responsibility of the CMc’s sprinkler designer.

34. Q - Are there any utility upgrades that may have utility charges associated with them. If so, who pays?

A. For the VBA portion of the project, the Design Team has not reviewed any utility upgrade scope. Confirmation of any anticipated utility update scope will begin in the Design development phase.

35. Q - Clarify scope of work for Option 3 define extent and size of piping to be replaced with this Option.

A. For the VBA portion of the project, this is an optional scope of work outside of the base project scope, that has not been approved or funded. As a result, no design work has occurred to document the extent of the scope or any pipe sizing.

36. Q - What is Partition type E3?

A. For the VBA portion of the project, the ‘E3’ tag is a typo, and should instead read ‘G1’.

37. Q - For the alternate water closet and lavatory replacement, the demolition plans and new plans have different types of lavatories shown, wall hung versus countertop. The water closets are in shifted locations. Is the intent for the alternate to replace as is? Or, will we be relocating fixtures and providing new fixture types?

A. For the VBA portion of the project, the base project scope includes a comprehensive renovation of the 12th floor restrooms 1219W and 1219M. This work will include new plumbing fixtures, as well as relocation of fixtures and piping to accommodate accessibility as indicated in drawings. The base scope of work also includes new drinking fountains, as well as relocation of drinking fountains and piping as indicated in drawings ‘A 1 09’ through ‘A 1 13’. All of the work described is included in the base scope, not in an alternate.

38. Q - Is there a millwork schedule that the Finish Schedules refer to?

A. For the VBA portion of the project, please refer to sheet ‘A 5 05’ for the millwork schedule and material key.

39. Q - Is there a separate spec book for the VBA Renovation & Backfill Project?

A. There is no specification book/Project Manual available for the VBA Renovation & Backfill portion of the project.

40. Q - Please specify the type of supply air diffusers and returns utilized in the new ceiling grid for VBA. Are the slots for supply and return provided with the ceiling grid or light fixture? Are prefabricated drop in boots (plenums) supply and/or return to be provided by the HVAC contractor? Or are independent supply diffusers and return grills to be provided by the HVAC subcontractor?

A. For the VBA portion of the project, all design and specification of diffuser and return grille types will begin in the Design Development phase.

41. Q - The Solicitation indicates both "Full Time Occupational Health and Safety Officer" and "Fire, Life and Safety Coordinator", which are the same position. Please confirm the "Fire, Life and Safety Coordinator" position can be removed.

Response: A designated Safety and Occupational Health Officer and Fire, Life and Safety Coordinator shall be identified for the project. These can be one in the same person, provided that the person has the qualifications and credentials to interpret and enforce the requirements on the jobsite of both of the following plans to be provided by the CMc:

1. Safety and Health Plan

2. Fire Prevention & Protection Plan

The amount of time that these personnel will need to be on the jobsite will depend on what is required to thoroughly enforce the requirements of the plans noted above. The plans shall specify training, inspection frequencies, and safety meetings required for their enforcement.

42. Q - The Solicitation indicates both "Construction Superintendent" and "Construction Supervisors", which are the same position. Please confirm the "Construction Supervisors" position can be removed.

A. The Construction Supervisor’s position can be removed.

43. Q - Please provide a staff responsibility description for each Key Team Member Position that is indicated in the Solicitation. Please indicate any required certifications for each position.

Please review Factors 2 and 3 in section VI.A of the Solicitation. A Staffing Plan is part of the means and methods of the offeror, as well as a submittal requirement for the technical part of the proposal. However, at minimum, the key team members are to be provided by the offeror as required in Factor 3.

“The Offeror shall provide resumes for each key team member clearly indicating their currently held position/title, proposed project position/title, education, qualifications, professional licensing, personal awards received, and work experience (including roles) over the last ten (10) years. Provide a matrix chart clearly identifying the roles that key team members held on the projects submitted under the Experience and Past Performance factor.”

44. Q - Are there any MBE, FBE, SBE subcontracting goals for this project?

A. Please review the model Subcontracting plan included in the Solicitation package for more subcontracting goal details.

45. Q - Does having a GSA schedule impact the best value trade off scoring? Are materials expected to be purchased via GSA schedule?

A. No. But general federal experience in projects similar to the scope of this project do affect scoring. For the second part of the question, there are no specific materials that need to be purchased on the GSA schedule.

46. Q - Can we be put in a site visit with other companies? Or will it be our company only?

A. Likely you will be walking the site with other companies, up to 8 people at time.

47. Q - Can the Pre Proposal Attendance be made available?

A.Yes. It will be posted via amendment in beta.sam.gov.

48. Q - Please elaborate on what is considered a similar project? High rise, Office…? If project size is met would retail or multifamily be ok? -

A. Please Refer to Factor 1 of the Solicitation document for a definition of a “similar” project.

49. Q - Is there a % that the Technical Proposal is weighted more than the Price Proposal?

A. No. Technical and Price proposals are provided separately. This is a best value tradeoff procurement. Non-price factors, when combined, are significantly more important than the total evaluated price. However, as proposals become more equal in their technical merit, the evaluated cost of price becomes more important.

50. Q - Can the photos and slides from the pre-proposal conference be provided?

A. Yes. They will be posted as an amendment.

For the VBA portion of the project, please refer to the forthcoming amendment that includes conceptual renderings of the base scope and a brief narrative about the proposed biophilic project elements.

51. Q - Is there a pre-work Asbestos survey available for Option #2 area DFAS?

A. Not at this time.

52. Q - Agreement: page 10, Self Perform- What is the formula for calculating self-perform work? Is CMc Supervision/Staffing hour and/or General Conditions part of the calculation if they are an employee of the CMc?

A. There is no formula. The 12% required has to be self-performed. Please review

FAR 52.236-1.

53. Q - SF1442-14b, Box 11. indicated performance period of 1463 calendar days; How was this calculated? Its seems to be inconsistent with milestones indicated in the Statement of Work p7 II. A. milestone schedule or other areas of the solicitation to include information presented in the pre-proposal meeting. This is important when calculating construction costs and accurately developing the subcontracting plan.

A. The performance period is 1,463 calendar days which is equal to 4 years + 2 days total.

54. Q - In reviewing the Subcontracting Plan and Goals, I noticed that the small-business goal is 24%, with other smaller category goals of VOSB, SDVOSB, HubZone at 3% and SDB, WOSB at 5%. Does this only apply to Prime Bidders who engage in subcontracts, or does this apply to Prime Bidders who plan to self-perform the whole job? Another way to ask this would be is it in relation to total award dollars or just subcontracted dollars?

My company is a SDB and WOSB. I am getting pushback trying to engage with Prime Bidders. They say that they can self-perform the same work that I perform, and therefore they do not need to subcontract to a small-business.

A. If the prime bidder is not a small business, then they need to have a subcontracting plan. If the prime bidder is a small business, then they do not need a subcontracting plan. If the businesses you are reaching out to are large, then they will need to work with small businesses, however, they may already know the small businesses they are choosing to work with.

55. Q - Can you explain what the government is seeking in the pricing? With concept design only, one year of additional design to be complete, and only one week from a site walk through to the proposal due date, and a four year duration to consider, we assume you are not seeking a firm fixed price on construction of the project? Can you explain what you are seeking? A firm fixed price for design phase services, with conceptual budgets for the other elements, etc.?

A. GSA is not asking for a firm fixed price for construction services. Please refer to the 1442 attachment Pricing Sheet. (FFP Base + GMP Option(s). As the Pricing

Sheet states, both the VBA and DFAS Design Phase Services are a Firm Fixed Price. Regarding construction, both VBA and DFAS are priced as Guaranteed Maximum Price.

The GMP is the sum of the ECW + CCA + fee. The proposed Estimated Cost of Work (ECW) is a target ECW. A final ECW is negotiated during the design phase and is incorporated into the contract prior to the exercise of the GMP. At time of exercising the construction option, a bilateral modification is signed by both the constructor and the government.

Regardless, keep in mind that the GMP in your price proposal is a Guaranteed Maximum price, or a price ceiling, which can not be exceeded unless the government adds additional scope.

Please reference The Agreement, section IV Contract Clauses - GSAR 552.236-9 Construction Manager As Constructor for a complete description of the GMP process.

56. Q - Can you explain what you are seeking related to as it relates to “Guaranteed Maximum Price”? It was discussed that the government is seeking a firm fixed price, and a guaranteed maximum price. These are two distinct commercial settings. Typically we see a contract as one or the other since they are distinct commercial contract types.

A. Reference the above answer for RFI question # 55.

57. Q - Can you confirm what the small business and disadvantaged business requirements are? The sample subcontracting plan has 24% small business goal and 19% disadvantaged business goal as far as we can read, are these the goals for this project?

A. Thoroughly review the requirements set forth in FAR 19.704, Subcontracting Plan

Requirements, and FAR clause 52.219-9, Small Business Subcontracting Plan.

The sample plan is provided to offerors as a guide. The sample states that, “Notice to Offerors: GSA provides this model plan as a tool to be used by prime Contractors and subcontractors required to submit subcontracting plans”. The actual goals should be determined by the offeror and should be realistic. In addition, the plan should insure that small businesses have the “maximum practicable opportunity to participate” in the performance of the contract as subcontractors as required by statute (FAR 19.702, Statutory requirements).

Refer to the Solicitation, the Go/No Go section of the document for further guidance.

58. Q -Can you provide the reasoning GSA is requiring a PLA with this proposal? Is this a requirement? Construction is a year or more away, and will span multiple years. It would potentially better position the government to have a PLA negotiated closer to the period when construction will be starting and occurring.

A. A Project Labor Agreement (PLA) is incorporated into this solicitation in accordance with

Executive Order 13505, which states that GSA must encourage the use of PLAs for federal construction projects over $25 million. Offerors are encouraged to to submit a proposal with a PLA to get full credit. However, an offeror still can submit without a PLA, they just will not get the 10% credit. Please refer to section IV- K - Project Labor Agreement section of the solicitation for more information.

59. Can the proposal due date be extended to Monday, November 16, 2020?

A. No.

60. Should the CMc proposals include pricing options for the (6) optional scopes of work shown on pages 94-97 in the 100% DC Submission Report?

a. No, the CMc proposals should not include pricing for the options scopes of work.

Additional design and documentation is required before additional pricing efforts can occur.

File details come from the government source that posted it. Updated .
