Construction Contract for the Customs and Border Protection

Seized Cargo Facility

Any Questions or Comments must be submitted via email to the Contracting Officer and

Contract Specialist at anna.vanko@gsa.gov and daniel.ramirez@gsa.gov before close of business, August 13, 2020. Answers to be posted with Amendment 04 no later than

August 19, 2020.

General Questions

Q) Can we get a bid due date extension as most of the subs are waiting for the RFI responses in order to provide competitive pricing?

A) The proposal due date request for extension is granted. The proposal due date is extended from 8/25/2020 to 9/01/2020, 3:00PM EST.

Q) Does the Contractor’s Site Safety and Health Officer need to be on-site at all times when work is being performed? If so, can the Superintendent also act as the Site Safety and Health

Officer? Please advise.

A) Site supervisor can also act as Site Safety Officer as long as he/she has the appropriate training/experience for both positions. Please be sure to note in your proposal that the individual is performing both positions and that their resume reflects their qualifications for both.

Q) The drawings show a ductless fume hood in the specs but I don’t see one on the plans.

Please clarify.

A) The fume hood location is shown on 2/A702.

Q) Who is the owner’s representative for the Building Automation System (BAS)?

A) Johnson Controls Inc. does the programming. It's the responsibility of the building’s O&M staff to contact them.

Q) Who/what is the manufacture of the BAS?

A) Johnson Controls Metasys

Security

Q) Are we to provide the plywood mentioned in each section?

A) Yes, provide fire rated plywood per various Project Documents.

Q) For the existing fiber, is it 62.5Um mentioned in the specification or 50Um?

A) 62.5Um. Per Project Documentation, final cabling specifications to be field coordinated with existing equipment and local CBP Project Representative.

Q) How many strands of fiber are we to install, as only extending one-pair is mentioned?

A) 12 strand will be required for installation.

Q) What type of fiber connection do they want, i.e. LC, SC or ST?

A) LC per GSA TDDG – Telecommunications Distribution Design Guide and PBS P100.

Per Project Documentation, final cabling termination to be field coordinated with existing equipment and local CBP Project Representative.

Q) Are they keypads into the different partitions for each area?

A) See Sheet EP111 for assigned branch circuits, Sheet ET112 and E202 for related cage control access details and locations.

Q) There are AI (alarm interface) at a few areas, what is their function?

A) See Drawing Note 6 Sheet ET112.

Q) There are no door position switches shown. Being high security, wouldn’t these be advisable?

A) Refer to applicable details on Sheets E201 and E202.

Q) Are the cages in the vault area of the Broker Building Seized Cargo Facility in Detroit were made out of chain link fence or woven wire mesh? It looks like all the fence on the exterior was chain link but not sure of the cages on the interior. Please advise.

A) Interior cages of the vault shall be constructed per specification section 102213 - Wire

Mesh Partitions.

Pre cast

Q) Are the vertical joints between precast wall panels to be grouted? Refer to details 2 & 3 on sheet A801.

A) Yes - grout both joints.

Q) Steel plate around O.H. door to be provided and field installed by others (refer to detail DJ6

& DH6 on sheet A600. Please confirm.

A) All items shown/specified within the contract are to be provided under the General

Contract unless specifically noted to be provided by the Government. General

Contractor shall coordinate sub-contracts and self-performed scope of work to include all items shown.

Q) Using 2 layers of #5 @ 6” O.C. each way with all wall precast wall panels and slabs as per details 1 & 2 on sheet A310 and note #2 on sheet S120. Please confirm.

A) Reinforcing bars are to be staggered between the layers to create maximum openings of

3” between bars. Refer to structural drawings for additional description.

Q) For 8” precast solid slabs, we will provide slabs with 8’-0” wide instead of 4’-0” as shown in the drawings. Is 8’-0” wide accepted?

A) Precast solid panels may be provided in varying widths up to 8’-0” provided the panel design is addressed within the required delegated design submittal (see specifications for requirements).

Q) Caulking between precast panel joints is NOT in our scope. Please confirm.

A) All items shown/specified within the contract are to be provided under the General

Contract unless specifically noted to be provided by the Government. General

Contractor shall coordinate sub-contracts and self-performed scope of work to include all items shown.

Q) Drawing MP100, Missing pipe size and underground plans for the storm system. Please advise.

A) Please see P100 for underground plans and P100, P101, P102 for storm system.

Q) Drawing MP100, Missing pipe size on the gas pipe? Please advise

A) Gas piping is shown on P101 and P102.

Q) Drawing MP100, CP-1 is not in the schedule please advise make, size, model.

A) Refer to humidifier schedule on M400.

Q) Drawing MP100, In the NE side of the build looks like there may be some domestic water piping, please advise with sizes and location.

A) Shown for reference only - refer to P101 for details.

Q) Drawing MP100, 1- Missing gas pipe on roof for Rtu#1 and Rtu#2. Please advise with size, location, tie in point.

A) Gas piping is shown on P101 and P102.

Landscaping

Q) What size container is required for the sedges and catmint?

A) 3” containers for the sedges and 2 quart containers for the catmint.

Q) Is sod or seeding be used for the lawn area?

A) Seeding shall be used for the lawn area. Specification section 329200 - Turf and

Grasses has been added.

Q) is an irrigation system required?

A) A new irrigation system is not required. There are drawing notes on CD100 regarding disturbance of the existing irrigation system.

Procurement

Q) Would GSA consider electronic submission?

A) The requirement for physical proposal submissions was removed through Amendment

02 on 07/27/2020. Please be sure to download, read and acknowledge all amendments posted on beta.sam.gov.

Q) Would GSA accept previously completed Past Performance Questionnaires?

A) No. Please have your references complete the Past Performance Questionnaire supplied with the Solicitation packet. “The Offeror must coordinate the submittal of a

Past Performance Questionnaire (PPQ) (included in the solicitation as an Attachment, to be completed by the applicable client, for each project included in its proposal for Factor

1, Past Experience on Projects of Similar Size and Scope. The client must submit the questionnaire directly to the Government's point of contact, via email at

Anna.vanko@gsa.gov & Daniel.ramirez@gsa.gov prior to proposal closing date. Ensure correct phone numbers and email addresses are provided for the client point of contact.

Offerors should follow-up with clients/references to ensure timely submittal of questionnaires. The Offeror should complete and submit with the proposal a list of the references tasked with submitting the PPQ to the government, with contact information for each supplied reference.”

Q) Would GSA consider CPARS in lieu processing a PPQ?

A) No. Please review Factor # 4, Relevant Past Performance in the Solicitation. The

Government reserves the right to use other government data available in its assessment of the offeror, but this will not supplement the requirement for Past

Performance Questionnaires to be submitted. “While the Government may elect to consider data from a variety of sources, the burden of providing detailed, current, accurate and complete past performance information rests with the Offeror.”

Q) There are 13 resumes required. Please confirm that the resumes do not count toward the 30 page limit.

A) Resumes will not count toward the 30 double-sided 8-½ x 11” page requirement described in section II.B. of the Solicitation.

Q) Can we get the Pre-bid / walkthrough attendee list so that we can make sure to reach out to specific subs who are interested in the project to help us provide competitive pricing?

A) The pre-proposal attendance was posted with Amendment 02 on 07/27/2020. Please be sure to download, read and acknowledge all amendments posted on beta.sam.gov. The Site visit attendance is now included with Amendment 04.
