Q: I am trying to understand the ability of the 8A firm using a Teaming Partners past performance to meet certain evaluation requirements. There is a reference to a Joint Venture, but if I have an executed Teaming Agreement with a partner, would that be acceptable means of Partnership. Can you clarify if a firm could use a Teaming Agreement and allow the experience of my teaming partner qualify as relevant past performance?
A: Past experience of teaming companies may be submitted, but it has to be identified as not being the experience of the prime. Firms submitting all required experience will be viewed more favorably than those who do not.
Q: For the Key Personnel list, is it permissible for a single individual to represent multiple positions required in the solicitation?
A: It is permissible for a single person to represent more than one required key personnel positions. Please be sure to clearly indicate which positions the applicable key personnel are responsible for.
