Pre-proposal Agenda 07/22/2020

2:00pm EST

The purpose of the pre-proposal conference is to discuss the Request for Proposals (RFP), issued on July 14, 2020, for the Seized Property Vault at the Fort Street Cargo Inspection Facility, 2810 West Fort Street, Detroit, Michigan, at the Ambassador Bridge border crossing. The goal is to answer any questions regarding the RFP, provide an understanding of the contract structure, provide a brief overview of the proposal submission requirements and evaluation criteria, present the scope of work for the Project, and provide guidance from the Department of Labor, Office of Federal Contracts Compliance Programs (OFCCP) and present the scope of work for the project.

A copy of the meeting minutes as well as this agenda will be posted on the beta.sam.gov website. The notes are not intended to reiterate everything discussed in the meeting, but identify those points that may affect an offerors’ understanding of the solicitation.

Please be aware that no oral statement made by the Government Representatives during the conference will have the effect of amending the solicitation. In the event that discussions during the conference indicated a need to change the solicitation, an amendment to the RFP will be issued in writing. All amendments must be acknowledged by the time/date proposals are due.

This is a best value/trade-off procurement. Your price proposal will be evaluated as a total evaluated price, inclusive of the base scope and all options. It will be awarded as a firm-fixed-price contract.

There is no guarantee of negotiations being opened. The government has the right to award based on the initial offers received. Offerors should assume that their initial price could be exercised as the best and final offer.

● Site Visit Information from the Solicitation---------- Anna Vanko (GSA CO)

○ Pre-registration is required for all attendees wanting a pre-proposal Site Visit.

The Site Visit shall be limited to only those necessary from each Offeror to determine the site conditions; additional site visits may not be available or honored if requested, due to security restrictions as well as health and safety.

Offerors shall submit a Site Visit request identifying all attendees from their respective team, and for each participant must provide the following in advance:

Full Name, Date of Birth, Driver License Number, Passport Number (if applicable), Citizenship Status. This required information must be sent in a password protected document. This information will be reviewed by CBP prior to allowing Offeror’s site visits. Participants must have a valid, Government issued picture identification, driver’s license preferred, to gain access for the pre-proposal Site Visit once on site, and must provide their own Personal Protective Equipment. All individuals attending the site visit shall wear a face covering and practice social distancing as recommended by the Center for Disease Control. If stricter Federal, state or local requirements are in-place for face coverings, those shall be followed. Notification of the location of entry, where attendees are required to meet, and all other requirements for the Site Visit will be issued to the Offerors. Photos of the site may be permitted on a case by case basis, with permission required by the on-site coordinator. Submit the Site Visit Request to the points of contact listed above.

Associated plans, drawings, or specifications provided under this solicitation are intended for use by prospective bidders/offerors (and their subcontractors and suppliers).

In support of this requirement, GSA requires bidders/offerors to exercise reasonable care when handling documents including:
