Amendment 02 - Construction Contract for the Customs and Border Protection, Seized Cargo Facility 2810 West Fort Street, Detroit, Michigan Solicitation Number
47PF0020R0040.
Questions:
Q: Can the proposal hard copy be allowed 2 days later than the emailed version due to postal delivery delays?
A: We are removing the requirement from the solicitation for physical copies. We will only require digital copies be emailed to Anna Vanko (anna.vanko@gsa.gov) and Daniel Ramirez (daniel.ramirez@gsa.gov) by the specified deadline.
Q: How do contractors and subcontractors access locked documents, like drawings, on Beta.SAM.gov?
A: Contractors need to request access and it will be granted within Beta.SAM.gov. You must ensure you have an account on the site in order to request access.
Q: What is the best way to securely transmit documents to subcontractors if info is Sensitive but Unclassified/Controlled Unclassified Information.
A: The best way to securely transmit documents is to either send them to the Beta.SAM.gov site, however, contractors are permitted to use FTP sites, but must follow GSA IT Security Policy included in Amendment 02. The incorporated document is labeled “CIO P 21001I CHGE 1 GSA Information Technology IT Security Policy Signed on 10-20-2015.”
Q: Drawing note 6 on sheet A100 calls for the contractor to prepare the glazing for film installation. Is the intent for the contractor to also install the film?
A: Yes. The note shall be revised to state “The contractor shall prepare existing glass surfaces located behind new security fence per manufacturer’s recommendations. Provide and install new security film overlay for forced-entry resistance from building interior.”
Q: Does the license and other information need to be provided ahead of a site visit if a contractor already has an HSPD-12 clearance?
A: The HSPD-12 clearance is a GSA clearance. The license and other required information goes to CBP for their vetting, and is outside of the HSPD-12 clearance.
Clarifications:
● The preparation of submittals is encouraged to start after award and prior to onsite NTP.
● Schedules shall be provided as both CPM and Primavera.
● The construction duration period of performance does not start until onsite NTP is issued.
● Site access: Once you have received confirmation that your request for site visit has been approved, when you are traveling to the site, exit 147b from I-75, go under the bridge and show ID at the gate. Someone will show you where to park and contractors are to meet either Nicole or Dennis at the site's flagpoles. 3 people will be escorted into the building at a time. After award, another meeting will be established to review laydown areas and parking for construction work.
● Price Proposal vs Technical Proposal: They must be separated and submitted with requested forms as stated in the solicitation documents, including all supplemental forms. Both a copy of mailto:anna.vanko@gsa.gov mailto:daniel.ramirez@gsa.gov the firm’s SAM registration (a print screen of the accounts homepage is sufficient) and also Reps and Certs provided in the solicitation must be submitted.
