Construction Contract for the Customs and Border Protection
Seized Cargo Facility
2810 West Fort Street, Detroit, Michigan
Solicitation # 47PF0020R0040
Amendment 07
Q) The High-Security Fence and Gates or Bollards section of this project does not appear to have a vehicle crash rating in order to protect the facility against vehicular threats. Has this been considered?
A) The current CBP vault design guide that specifies fence does not call for any crash rating.
No additional bollards or crash rating for the perimeter fence are required. The bollards around the entrance poles are still needed.
Q) Now that I see the fume hood location, the specified manufacturer, is asking what the hood will be used for. These ductless hoods are customized based on the application which is extremely important in designing the hood correctly, especially because they are ductless.
Depending on what they are testing in the hood, will determine the design and materials used.
A) The fume hood is used for processing narcotics and must have a HEPA filter. Add subsection “ 2.1-A.1.b Filter type: HEPA filter” to specification section 115313.
Q) My other question- Is GSA pricing required on this project?
A) Pricing is required per the wage rate determination published in the solicitation. Unless clearly specified, materials may be purchased by any vendor.
Q) Can a qualified Temperature Controls Contractor be used as an alternative to provide and install the Building Automation System (BAS)? The specifications 230900 indicate the intention to provide an expandable system free from single source suppliers. The specification states the
"Temperature Controls work shall match the existing building automation system (BAS)". An RFI was issued asking "who/what is the manufacturer of the BAS?" The answer was: "Johnson
Controls Metasys". Please clarify if alternates will be accepted such as the newer Tridium
Niagara Vykon N4 system. This proposed Tridium BAS system meets all of the specification requirements. It is an open source platform that allows other Temperature Controls companies to install/service.
A) No.The BAS is proprietary. Only JCI is able to supply parts and program the system.
Q) New text is highlighted yellow in regards to spec section 034100:
