About this file

This document contains a request for information (RFI) response related to a renovation construction project for the 11th Circuit US Court of Appeals Tuttle Chambers.

The RFI response provides details on project work hours, scope of work including replacement of all branch lines and sprinklers, security device requirements, staging of materials, use of elevators, process for removing and reattaching salvaged marble panels, requirements for court security officers for after hours work, condition of ballistic windows, and costs to be included for building envelope damage assessments. Clarification is also provided on control points for building automation systems and exhaust fan tie-ins.

The related federal contract opportunity describes a solicitation for general construction services for renovations to resident and non-resident judge chambers at the Elbert P. Tuttle Federal Building in Atlanta, Georgia. The estimated price range for construction is between $1,000,000 to $5,000,000. The solicitation will use LPTA selection procedures and will be set aside for small businesses. The General Services Administration intends to award a firm-fixed price contract to a single contractor to perform all construction and renovation work.

Sheet1 COA Response / HWA Response

What are the exact work hours for this project? 8:00 AM to 5:00 PM

Is it the intent to replace all branch lines and sprinklers throughout the project? Yes.

Will there be any new Access Control Readers needed on the 2nd floor for the Judges Chamber? Yes, at door 271, but there are a number of other Security / Entry devices, throughout - shown on A100 and E400. The GC is not responsible for the devices themselves but is required to field coordinate with USMS and provide all conduit, boxes, power and data cabling (infrastructure).

Will all personnel be required to get badged for this project or will escorts be allowed as in the past? All workers shall have a current GSA badge, or always be escorted by a contractor crew member with a GSA-issued contractor badge. A badged escort can supervise a maximum of five (5) workers if visual oversight can be provided at all times.

The Elbert P. Tuttle Court of Appeals just went over an equipment upgrade and has moved to N4. When moving to N4 there is a point limit in each JACE. Do we know if there are enough points for this work or should a point increase be included in pricing? If a point increase is suggested, should it be included in
Base Bid?This item cannot be answered, fully, within the RFI response time frame. The GC should submit pricing, under an Add Alternate #1: Provide point increases for the N4 system, assuming a worst case scenario where existing controllers would have to be upgraded. The number of new control points is listed below.
Drawing M500 has exhaust fan (start/stop) in the point list. But in the EF schedule it states note 3 fan
operation to be tied into room light switch. Is this stand alone or tied into the BMS?The Exhaust Fan shall be tied to room light switch. The exhaust fan does not need to be tied into the BMS

What control parts are to be reused on the relocation of the VAV’s listed for each space? The controls for the existing (relocated) VAV units will not be replaced.

What is the process of getting materials into the building? Will we be able to arrange access to a side door to bring materials into the lobby and stage them there for an hour to allow time to bring them up in stages? Yes, the contractor will be able to arrange access to a side door for the movement of materials. However, a court security officer (CSO) will need to be hired specifically for the project. Contractor shall assume a cost of $250 for a four-hour block for each CSO needed. The contractor shall procure and coordinate the services of the court security officers through the U. S. Marshals Service and the onsite security supervisor. For scheduling purposes, it is recommended to submit requests by EOD on Wednesday for work the following week.

The contractor will be allowed to stage materials in the lobby for up to four hours provided that adequate access (5 foot minimum) around the material is provided, egress paths are maintained, and all existing finishes are protected.

Please confirm that one of the elevators will be out of order during this project. Yes, it is anticipated that the first elevator will go down in mid-September. Once that elevator is complete, the other elevator will go down for renovation. The on-site work, with one of the two elevators out of order, is currently planned from September 2021 through March 2022.

Does the government know how the marble panels are currently attached to the walls? Is there a recommended way to remove and re-attach the salvaged marble panels? This will be the first panel we take off a wall, to salvage, so we don't know how they are attached. They might be attached using lath and mortar as if it were a very large piece of tile. Our experience with wall panels on other projects, from a similar time period suggests it’s not being mechanically attached (via a clip). The re-attachment uses a combination of mortar and anchors. If the salvaging process is not successful, or costly, it is the intent of the documents to allow the contractor to use new material.

Is after-hours work permitted, and will we need to arrange access with the CSO’s? If so, please provide CSO pricing for after-hours access to the building. After-hours work may be permitted with advance notice, and will require the services of court security officers (CSO) hired specifically for the project.

Are the ballistic windows that are to be removed and reinstalled all functional? They appeared to have a key lock; will we have access to this key, or will we need to re-key the windows after installation? The key locks are functional and allow the ballistic window to be opened for access to the exterior windows to be refurbished. A Court of Appeals employee will unlock the windows (Contractor will not have access to the key, and will not need to re-key the windows).

Sheet Specific Note number 12 on Drawing AD100 of the Resident Judges Chamber on 2 says to “verify transfer air requirements in note 11 / M200 are met.” Are we to assume that these requirements are met or are we to provide costs to cut the masonry openings in our proposal? Will this be handled as a change order if we run into this situation? The wall between Vestibule and the area of no work meets the clear area requirement. The wall between Vestibule and Mechanical does not meet it and a 4.6 sf air transfer opening should be provided.

The abatement notes say to remove all existing piping wrapped in asbestos containing materials. Is there an estimate on the extent of the positive piping? Assume 30 ft of piping wrapped in asbestos containing material. Provide a unit cost, per linear foot of piping, to be removed, as part of the proposal.

Note 6 on drawing A100 of the Nonresident Chambers 238 and 434 says to determine the extent of the building envelope damage. Are we to include all costs in our base bid for this item, or will this all be handled as a change order? Shall we include all testing and the building envelope consultant in our proposal? Include the costs in the base cost. Include testing and envelope consultant.
