INSTRUCTIONS - Use of Cost Estimating Workbook (CEW) for Project Development - FAQ's at bottom of sheet
IGeneral
AThis Cost Estimating Workbook (CEW) is used to itemize the cost of a construction project in the systems-based UNIFORMAT categories. GSA has implemented ASTM UNIFORMAT, as defined in the ASTM Standard E-1557, as the standard Work Breakdown Structure. UNIFORMAT Levels of Detail are defined in the ASTM Standard and the PBS P120, Cost and Schedule Management Policy.
BKey portions of the work are also summarized in a classification entitled “Work Items (WI)” for Repairs and Alterations projects. The work items have been defined to facilitate the communication of the cost of the work by significant project areas and program initiatives. The Work Item Categories are aligned primarily with categories of work similar to the PBS IRIS System. Four major groupings of the Work Items are: 1) Building Shell, 2) Tenant Improvement, 3) Building Security and 4) RWA-Funded work.
CThe major worksheets in the workbook requiring user input are: 1) CEW Input Sheet, 2) ASTM Uniformat Detail, and 3) Work Item Definition. In addition, other required worksheets for inputting data are 4) Agency TI Fit-Out Cost Sum Rpt, and 5) ETPC (Estimated Total Project Cost) Total (FBF & RWA). User input instructions are provided on each of the workbook worksheets. The majority of the project properties will be inputted in the CEW Input Sheet. All of the estimate detail will be inputted in the ASTM Uniformat Detail, while the work item scope definition is inputted in the Work Item Summary Worksheet. Other costs required, such as any potential reservation-type items, Art-in-Architecture funding (required for all new construction and major modernization projects), professional services fees and any costs pertaining to site acquisiton will be inputted on the CEW Input Sheet.
DA new requirement for CEW completion FY19 is the itemization of functional space requirements per agency bureau code. This will provide us the ability to conduct a review of the TI costs applying the functional space estimating capabilities applying the NCMT (National Cost Management Tool). The TI Cost review will be conducted as a part of the Central Office Quaiity Assurance review process.
ESo that the cost represented in the WI categories are complete, the CEW includes all multipliers such as escalation, profit, and contingencies, allowing for reporting of the Direct Subtotal Cost per Work Item, and the ECC (Estimated Construction Cost) per Work Item..
FConstruction costs and design costs are reported on a new CEW Summary Report, defining the 1) Building Shell, 2) Tenant Improvement, 3) Building Security and 4) RWA costs. The costs are totaled and are loaded on the UNIFORMAT sheet and rolled up for the Uniformat, Work Item, TI/Amoritized items and RWA-Funded items as required.
GPBS is now required to estimate and report the cost of tenant fit-out work as 1) funded by PBS and 2) funded by tenant agency via RWA. The CEW includes the functionality for referencing agency tiers, and calculating associated General and Customization Allowances. The coding structure now allows the user to track the cost of work funded by RWA per tenant. Should the total Tenant Fit-Out Cost be greater than the tier allowance, the difference between the TI Cost and tier allowance will be reported and summed as an RWA requirement.
HThe coding structure used in the UNIFORMAT Worksheet is for both Work Item and Uniformat. The detail is to be inputted at the detail UNIFORMAT Level 4, reporting to the UNIFORMAT Level 2. The Work Item Codes assigned to each detail estimate entry are to be aligned with the appropriate Work Items found on the Work Item Definition Sheet. (It is mandatory to assign a work item code to ALL detail estimate entries in the CEW)
JThe final submission requirements shall contain the following Worksheets 1) CEW Cover Sheet, 2) CEW Input Sheet, including Tenant 3) CEW Summary Report, 4) ASTM UNIFORMAT Summary - Total (Includes FBF & RWA), 5) ETPC - Total (FBF & RWA), 5) Work Item Definition (w/ Scopes Defined and Subtotal and ECC values tabulated), 6) Agency TI Summary Report, 7) Agency TI Security Costs Summary Report, 8) Agency RWA Cost Summary Report, 9) ASTM Uniformat Detail worksheet for the Detail Estimate Back-Up, and 10) Functional Space Type worksheet for projects including Space Alterations, and New Space Fit-out for tenant agencies, where tenant tier inputs are required on the CEW Input Sheet. The functional space reqts must follow the same nomenclature as defined on the functional space worksheet, and itemized per bureau code. Optional worksheets are 11) Supplement Back-Up Sheet, if needed, and 12) ETRC (Estimated Tenant Relocation Costs), if required.
KWhen preparing cost estimates for multiple agencies, follow instruction below in subpart III, Tenant Improvement - Agency. The process for preparing the estimate will be to identify agencies in order with the Tenant Agency Coding System "A", "B", etc. as required in the Worksheet "CEW Input Sheet". The input of data required is the Alpha code, Bureau Code, Agency Name, Tier Level, USF, RSF and GSF (if applicable)/Agency Space.
MThe Worksheet titled "Uniformat Shell_TI_Sec Summary" will provide a UNIFORMAT Level 2 Summary for each of the 1) Shell Costs, 2) TI Costs and 3) Security Costs. These are presented as both the Subtotal Costs and the ECC for eac UNIFORMAT Level 2 entry.
NGSA will provide costs for Professional Services Fees. Inputs for the Professional Services Fees will occur on the CEW Input Sheet
OThe CEW must be submitted to GSA as an Excel Workbook and not as a printed .pdf file. The report shall be printed as referenced in Instruction "H" above, as well as submitted electronically as an Excel file, for review and posting by GSA.
Read Below in Part VI. for other FAQ's
IIPlanning and Design Estimate Procedures
AA. New Construction (pre-design only): For Federal Buildings, utilize this form for feasibility studies and other early phase estimates. The further in project development, the greater the level of detail is anticipated. [Note Courthouses also use Courthouse Benchmark tool and Border Stations use the National Cost Management Tool for feasibility study budgetting.
BB. New Construction (design): Utilize this form during Concepts Phase and Design Development Phase to communicate scope and costs breakdown in the system-based Uniformat Level 3 summary w/ Level 4 back-up (see 'Uniformat' tab herein) cost estimate format. CSI cost format is use for latter (CD) states of design and in construction.
CRepair & Alteration (pre-design and design): the workbook must be completed including all applicable WI categories (see below).
IIITENANT IMPROVEMENT, SECURITY (BSAC), and RWA-Funded - BY AGENCY
APricing required cost estimates/actual cost for Tenant Improvements, Raised Floor and Security that will be amortized in each Tenant Agency's rent through their Occupancy Agreement (OA). Each agency TIs must be separated on sheets TIAgency A thru AM (provides for 38 tenants) - by however many agencies have separate OAs. This is accomplish by utilizing a code in the ASTM Uniformat Detail Worksheet to indicate which items are to be charged to which agency - such as "A1" designator for agency A's TI (on sheet TIAgencyA) and raised floor, and "A2" for agency A's security cost (on TI AgencyA) to be amortized in rent. In addition, the CEW now accounts for RWA costs that are rtequired for design and construction. Similar to the TI and Security Costs, A3 will represent agency "A" RWA costs. B1 will represent agency "B" for TI and Raised Floor, B2 will represent Agency "B" for Security Costs, B3 will represent agency "B" RWA costs. Same for agency C, D...., using the C1, C2, C3, D1, D2, D3 etc designators on sheet ASTM Uniformat Detail.
IVREPAIR AND ALTERATIONS ESTIMATES - Work Items for R&A Prospectus.
A1Required Work Items: For R&A (Repair and Alterations) estimates, the Work Item Summary (WI-Summ tabs) is especially important to support the requirement of work items by building systems/program areas in the prospectus sent to Congress for funding and project authorization and to identify work that will be amortized in rent (e.g. Tenant Improvement and No Market Comparable items such as raised floor and security/blast..
A2It is necessary that the following minimum standard set of work items be required for prospectus and project estimate baselining. These work item categories consist of the Uniformat systems (see 'UNIFORMAT tab) and the additional items noted below, as applicable. See the below list of Work Items required to be separated, using the "WI-Summ" form and the sub categories A through N listed below, where applicable to project. Other work items may be added as desired.
BNon-Uniformat Work Items Required:
R&A WORK ITEM COST DELINEATION (SEE EXPLANATORY DIAGRAM AT BOTTOM OF PAGE)
1Entry Lobby Upgrades/Restoration (Monumental): The entry lobby area is defined as all public areas connecting primary entry into the building to the front door of areas assigned to tenants and the primary vertical circulation system. Include costs for all refinishing of existing stonework, terrazzo, and other wall or ceiling finishes. Installation of security stations, new/restored light fixtures, costs for adapting lobby to comply with ADA requirements, and any mechanical systems work related specifically to the lobby. Describe any special cost item impacting the overall cost of the lobby work. Provide lobby floor area, height, and historic designation (if applicable).
2Secondary Public Lobbies & Circulation (non-monumental): Secondary public lobbies and circulation is defined as the area between primary non-monumental vertical circulation systems and the assigned tenant areas. Include costs for all refinishing of existing stonework, terrazzo, and other floor, wall, or ceiling finishes. Provide floor area and number of lobbies affected.
3Restroom Upgrades: Includes new fixtures, modifications to address ADA requirements, upgrades to floor, wall, and ceiling finishes. Provide number restrooms and the number of plumbing fixture units/restrooms being upgraded.
4Demolition/Core Shell Prep: This cost element is to remove existing interior improvements and prepare areas to receive interior tenant-fit-out type space alternations. Pursuant to the PBS Pricing Policy, this cost is charged against the shell budget for major R&A projects unless the project was specifically requested by the tenant post-initial occupancy. It includes demolition and disposal of existing interior walls, ceilings and floor finishes. This cost includes ancillary costs for systems demolition. Example: Lighting costs include removal of fixtures and wiring up to 15 ft from fixture. Switches and Receptacles also included. Fire Protection is similar with Sprinkler Heads. HVAC with Diffusers and Returns. The cost for major system replacements shall be considered in the Systems focused Work Items, not in Core/Shell Demolition Work Item.
5Interior Build-Out/Completion - Building Core/Shell: This cost element is to include the build-out cost of all interior spaces shared by multiple tenants. Examples of these are shared Conference Rooms, Cafeteria, Auditoriums, etc. This cost includes ancillary costs for systems build-out. Example: Lighting costs include furnish and installation of building-standard fixtures and wiring up to 15 ft from fixture. Switches and Receptacles also included. Fire Protection is similar with Sprinkler Heads. HVAC Diffusers and Returns w/ branch duct lines to secondary air distribution. The cost for major system replacements, i.e. Chillers, Switchgear, etc. shall be considered in the Systems Work Items, not in Core/Shell Build-Out Work Item.
Tenant-Related Items
6Tenant Fit-out: Tenant fit-out costs follow the definition of GSA’s Pricing structure. Includes all interior work within a tenant space assignment. Includes anscillary work to other systems due to the tenant fit-out/upgrades from warm-lit shell. Includes any Raised Flooring required in tenant space. Provide overall floor area being build out. Cost to be planned for Work Item No. 6 (ie A1, B1, C1, etc) is to remain within the limits of the individual tenant agency's tier allowance. See worksheet "Bureau Code" for reference to agency tier rating. The differential in cost between the tier allowance and the functional cost will be carried in Work Item No. 8, RWA Funded Tenant Work, ie A3, B3, C3, etc. Note: Ceiling/lighting/HVAC for “warm-lit shell” is included in category “CTenant Fit-Out Cost - Tenant fit-out costs follow the definition of GSA’s Pricing structure. Includes all interior work within a tenant space assignment. Includes ancillary work to other systems due to the tenant fit-out/upgrades from warm-lit shell. Includes any Raised Flooring required in tenant space. Provide overall floor area being build out.
7Security/Blast: [May be all of window and structural work] Upgrades to structure and exterior enclosure to provide for blast, glass fragmentation, or progressive collapse.
8RWA Funded Work - Work Item 8 covers the cost of all tenant work that is above and beyond the agency tier allowance. Referencing Work Item 6, the differential in cost between the tier allowance and the functional cost will be carried in Work Item No. 8, RWA Funded Tenant Work, ie A3, B3, C3, etc. RWA-Funded Work - Work Item 8 covers the cost of all tenant work that is intended to be funded by the tenant agency. In particular any agency-specific elements of work not typically considered in a space fit-out. If the estimated costs for a tenant space fit-out is greater than the agency tier allowance, the cost above and beyond the tier allowance will be required to be funded by RWA, but not coded as an RWA Item in the ASTM Uniformat Detail. In cases where the TI Fit-Out Cost for any specific agency is greater than the agency tier allowance, the difference is reported to the “Agency RWA Cost Sum Report” and the “CEW Output Report”, as well as the “Work Item Report”, even though the user doesn’t specifically code the line item as an RWA-funded work.

VI.FAQ's
1. How do you proceed in using the workbook?
First step should be getting a clear understanding of the project scope, and not waiting too late to do so. In order to address this, we typically encourage, especially for a R&A project, to have the scope definition/description of each Work Item completed and submitted as part of the 50% submission of the feasibility study. This will allow more time to concentrate on the quantification and pricing within the body of the estimate. In addition, be certain to address the following requirements spelled out in the Uniformat Summary: 1) Project GSF, 2) Project Type, 3) Estimate Type, 4) Estimate Prepared by, 5) Estimate Reviewed By, 6) Responsible Party, and 7) Current Submittal. Apart from numbers 4 & 5, each of these have pull-down menus from which to select.
Because of the formulas built into the workbook, most of the worksheets have protected cells within. Some worksheets are in-place for inputting data, while others are strictly output of data. The output sheets are 100% protected with no access to any fields or cells, simply for data reporting. The output sheets are the following: 1) CEW Summary Report, 2) ASTM Uniformat Sum - Total, 3) ETPC - Total (FBF & RWA), 4) Agency TI Fit-Out Cost Sum Report, 5) Agency TI Agency TI Security Costs Sum Rpt, and 6) Agency RWA Costs Sum Rpt
Some worksheets are partially protected. The cells that allow access require input, but you still need to take care and make certain no formula is built in that field. If a formula is in the field, it is not available for data input. The following worksheets are partially protected for data input: 1) CEW Input Sheet, 2) ASTM Uniformat Detail Worksheet, and 3) Work Item Summary Worksheet.
2. Is there a recommended order for data input?
For a Repair & Alteration or Modernization project, the recommended order of data input is 1) CEW Input Sheet - All Project Properties, Dates, Escalation Rates, Tenant Space Requirements etc. 2) WI Summ Sheet - Scoping Definition per Work Item, and 3) ASTM Uniformat Detail - Input all detail item assignments on the UNIFORMAT Worksheet.
For a New Construction Project, ilo the Work Item Summary Sheet, use the Housing Plan and Building Configuration Worksheets for definition of building massing, parameters and configuration, with which will serve as basis of estimate.
When applying the dates to the estimate, the current date is for the date of estimate preparation or revision, the basis date is for the date upon which the line item pricing is based, and the construction date is the anticipated date for the midpoint of construction. All cost escalations are calculated from the basis date of estimate.
3. When are we required to submit this document to GSA for review?
The first submission is required at the 50% submission of the feasibility study/pds. Another at 90% and yet another at 100%.
4. I am seeing the requirement stipulating "Uniformat Level 3". Exactly what is this referring to?
Uniformat is the work-breakdown structure organized on engineering systems and the functions of the engineering systems. Level 3 refers to the depth of the organization of elements at the "sub-system" level. For most cost organizations, the level 3 refers to the depth of the summary of cost. The detail of the estimate should be at an assembly level, especially for the Program Development Study.
5. What about elements of cost which require more information than is available at the feasibility study phase and the PDS phase, specifically the interior construction and tenant fit-out?
All of the tenant fit-out cost elements are required to address the costs according to the allotment share per tenant. More specifically, for interior construction/interior partition, doors and specialties, it is accepted to allocate costs per usable square feet with a SF cost, basing the unit square foot cost on the density and quality level of the space being built-out for the specific tenant under evaluation. However for cost estimates where the functional space estimates are greater than the tier allowance, the TI Costs are now required to be segregated into 1) TI Costs per Tier Allowance and Functional Space Estimate funded via RWA (Value of Functional Space Estimate minus Tier Allowance)
6. How is the building security cost allocated?
Amortized capital security countermeasures such as vehicular barriers, pop-up barriers, secure doors and locks (smart cards and access control systems), progressive collapse, blast mitigation and window glazing are amotized in the rental payments made by tenant agencies to GSA. These costs are shared on a pro-rata basis, based on the occupancy of the facility under evaluation. i.e. if tenant "A" occupies 50% of a facility, and tenants "B" and "C" each occupy 25% of the facility, the tenant "A" will carry 50% of the cost for capital security countermeasures. However, if a measure is taken at the request of a sole tenant, that sole tenant is responsible for the additional cost.
7. What is used for escalation rates?
There are now two types of cost escalations applied to the CEW. The first is the Inflation and Market Escalation, the second is Code and Practice Escalation. Default Inflation and Market Escalation Rates are published annually, based on the geographic location. Inflation and Market Escalation applies to all categories of cost. Alternative Inflation and Market Escalation rates can be provided only when supported with a formal market study as defined in the P120. Communicate with the National Cost Management Program Office for direction. Code and Practice Escalation covers the advancement in Building, Energy and Sustainability Standards, and applies to the Building Shell Costs and Security Costs. The rates for Code and Practice Escalation are based on the 2016 Sustainability Cost Study.
8. When does the escalation carry to?
Inflation and Market Escalation is carried to the anticipated mid-point of construction. The basis date of estimate, date of mid-point and the annual escalation rate are all inputted on the sheet "CEW Input Sheet". Code and Practice Escalation is carried to the start of design, as by that time, the standard with which the design is based has been confirmed.
9. What is currently used for contingency allowances?
GSA includes two types of contingencies. The first is a Design and Site Contingency, and the second a Construction Contingency. Regarding a construction contingency allowance, GSA currently applies a 7% allowance for new construction projects and 10% for repair and alteration projects. The design contingency allowance is 10% and is applied to the subtotal cost of in-place work, while the construction contingency is applied to the Estimated Cost of Construction at Award (ECCA).
10. What will be used to determine the Design and Review Costs and the Management and Inspection Costs?
GSA uses a look-up table to calculate all professional services fees. These fees are calculated by GSA personnel, typically the Regional Cost Advocates. If the fees are calculated by other than the Regional Cost Advocates, approval from the Cost Advocate is required.

USER ACTION NEEDED:

The only user input required for this worksheet is the drafting and completion of the scope of work for each of the 20 work items associated with the project scope proposed to be submitted for funding.

The user is required to draft the scope for each of the appropriate work items on a 75% submittal for review,. The 90% and 100% submittal's for review and approval should include the final scope of work for each of the work items defined in the project scope.

Work Items 1 - 5 and 9 - 20 address scope elements associated with the Building Shell. Work Item 6 addresses work items associated with Tenant Improvement work amortized in the tenant rent. Work Item 7 addresses BSAC Costs for capitalized security improvements. Work Item 8 addresses all work proposed to be funded via reimbursable work authorizations (RWA's).

All entries for Work Item 6 (TI Cost) are coded in alph-numeric with letter followed by number 1. ie A1, B1, C1, etc. All entries for Work Item 7 (Security Costs are coded in alph-numeric with letter followed by number 2. ie A2, B2, C2, etc. Entries for Work Item 8 (RWA Cost) are coded in alph-numeric with letter followed by number 3. ie A3, B3, C3, etc. in the ASTM Uniformat Detail Worksheet. However, when a TI fit-out cost inputted as Work Item 6 is determined to be above the agency tier level, it will automatically report as a Work Item No. 8 costs.

The Total $$$ is calculated from the user input from ASTM Uniformat Detail worksheets, and the associated work item codes inputted in the ASTM Uniformat Detail worksheet. For all items other than Work Items 6 and 8, the code in the Uniformat Detail Worksheet defines the individual Work Item the funding requested shall reside. The only time Items coded as Work Item No. 6 will report as a Work Item No. 8 value is when the system determines that the tenant agency has exceeded it's assigned tier allowance.

The RWA values (WI Code 8) represented in the CEW do not include RWA Overhead Costs, PM Fees or other charges applied to RWA-funded work. The RWA values represented in the CEW equal the total cost of construction and associated design and CM fees.
