Attachment 003: Updated Bid Sheet dated 11.16.2020
No Question Response 1 Reference drawing A060 in the Cafeteria Expansion drawing set. General note F states. “Refer to sheet A061 for partition details.” Drawing A061 is not included.
Please provide.
Sheet A061 had been removed from the set. This should say..." sheet A060"...
2 Reference detail 2 on drawing A612 in the Cafeteria Expansion drawing set. Please confirm the ceiling mounted menu screens are considered FF&E and are not part of this contract
Menu boards are included in this project. See TA102 for menu board requirements.
3 Specification section 02 0850, Asbestos Abatement Procedures, refers to a "Hazardous Materials Surveys, Perimeter East Building (PEB) Cafeteria Expansion".
As the report is already provided for level 4 and other levels, please provide Hazardous Material Survey for the cafeteria.
It is included in the appendix at the end of Volume 1 of the specification
4 On the Bid Form there are unit prices requested for firestopping and fireproofing repairs; these quantities match what is shown in the table on G004 in the 4th Floor Fit Out Drawings. Volume 3, Appendix A – Study-NCC- Fire Stops and Sprinkler Repairs also shows images of firestopping and fire proofing damage. Please confirm the unit prices include the areas shown to be damaged in the Appendix A - Study- NCC- Fire Stops and Sprinkler Repairs.
No. The cited study was for the WHOLE building. The FP and FS repairs are required ONLY to the areas of work for this project. Generally 4th floor, all mechanical rooms included in the work and the cafeteria and other limited areas where work is required. Corrections identified for the areas of work for this project in the study and additional unknown repairs will be applied to the allowance quantities. .
5 Fireproofing and firestopping repair assumptions for allowances at level 04 fit were provided, on G004. Please provide assumptions for bidding purposes for fireproofing and firestopping repairs at the cafeteria and Alternate 1, if needed.
The allowances indicated on G004 are for concealed, existing conditions. There are no permanent fire rated walls associated with the cafeteria so there would be no allowances needed for firestopping at the cafeteria. There are no known fire proofing repairs associated with the cafeteria. Therefore any repair corrections revealed during demolition would be applied toward the allowances quantities. the Areas of work associated with Alternate 001 is generally the same as the base work, (except for stair 3 extension)
6 Reference drawing A020 of the 4th Floor Fit Out Drawings. One-way mirror glass, GL-11, is listed as part of the contract, but not shown on the drawings. Please provide locations for glass on level 04, if required.
Remove GL-11 from the project
7 C109 gravel strip (note 20) does not match the Landscape plan L101 and shows considerably more gravel. Which governs?
Civil is showing the correct areas (plot plan view, sheets C109 and C110). The width of rock area does vary by location. See 1/A530. The "gravel strip" is riverrock to match existing. Refer to photo log for picture of exisitng rock size.
8 BIM is mentioned in the specs as being used for Coordination drawings. Can you elaborate on the requirement for BIM on this project?
The Contractor will be required to utilize BIM to put together coordination drawings for the work. These coordination drawings are required prior to starting any work. Any work done prior to an approved set of coordination drawings is considered at the risk of the Contractor.
9 Please confirm if AISC certifications are required for fabrication and erection of the stair tower structure.
AISC fabricator certification is required per specification section 051200 1.6. Erector certification is not required.
Fabricator certification applies to the structural frame of the stair towers and is not applicable to the stairs themselves which are specified by section 055100.
10 Provide specifications, cut sheets and/or model numbers for the Kitchen Equipment.
QF series documents do not provide this information.
See specification section 114000 Part 4.
11 Please provide access to CAD/REVIT files for this project. CAD/REVIT files can be provided upon award of the contract
12 What material is the gravel mow strip? L101 says to match existing. Match existing heavy duty edging material. Section 1/A530 refers to "aluminum" edging, if this conflicts with existing, then match existing. Site visits were available for bidders on 11/12. Refer to photo log for picture of existing rock size.
13 Provide a section showing depth of gravel mow strip. Is there to be edging? Weed barrier below the gravel? None is shown.
See section 1/A530. Edging and filter fabric are required.
14 General notes refer to firestopping existing penetrations of abandoned conduit. The drawings do not specify where these penetrations are and how many. Can you identify the number of existing penetrations that will need to be firestopped?
The quantity is currenly unknown. See G004 of PEB4 drawings for firestopping allowances and spec section
15 As Amendment 002 extends the bid date to December 11, 2020, can the RFI due date be extended the same amount of time? This would make the RFI's due by 2:00 pm on Friday, November 20, 2020.
Per Amendment 003, the RFI due date is November 19, 2020
16 Spec 329200 makes several references to sod. L series drawings show all areas as seeded. Confirm sod references are not applicable and to be disregarded.
Sod is not a requirement, but could be an option if a shorter period of maintainance was desired.
17 Please confirm the Unit Price for Fire Doors under the Cafeteria Base Bid is for Fire Door Abatement
Confirmed. Unit price for Fire Doors is in the 012700 Unit Prices – Abatement is for the abatement of fire doors presumed to contain asbestos material. Unit price does not include replacement.
18 With the bid date being extended to 12/11/2020, please confirm that the RFI Deadline has moved to 11/25/20 in lieu of 11/16/20
Per Amendment 003, the RFI due date is November 19, 2020
19 Confirm that there is no cafeteria furniture requirement. Is that a separate solicitation?
There is no furniture required under the cafeteria portion of the project. If required, SSA will procure themselves. To clarify, lockers are the respnsibilty of the GC.
20 The overall project duration is stipulated for the base project work – is it the Government’s intent that the alternate work, if accepted, would need to be accomplished in the same amount of time? This may not be feasible without extensive expediting cost and overtime work.
If the the alternate work is added, the Government will extend the contract substantial completion by 6 months
21 Please confirm that there are no requirements for, or restrictions against, the GC to self-perform a certain percentage of the project.
There are no requirements or restrictions
22 Construction Documents include the NCC-Fire Stops and Sprinkler Repair Study prepared by Summerland Consultants. What scope is to be included by this GC for the Sprinkler Repair portion of that report?
Sprinkler work in the report addresses the Warehouse, which is outside of the scope of work for this project.
23 Will the Government be hiring a LEED Consultant to compile the required information and request Certification?
No. These responsibilities will be by the GC. See spec section 018113 etc. for LEED documentation, and filing.
24 Specification 001110 calls for the AHU and HVAC in each quadrant to be commissioned before going on to the next quadrant, which will result in quadrants being commissioned in differing seasonal conditions – will there be a requirement for an alternate-season commissioning exercise for the entire floor prior to or after Substantial Completion?
Specific seasonal testing is required or provide approved simulated conditions. See specification. Sections 230800 3.3.F and 230800 3.3.J
25 Is there a drawing which shows where the DEMARC is on the 3rd floor? See attached for a drawing that highlights the location of the DEMARC room on the 3rd floor 26 The lighting fixture schedule on E500 does not provide any information on lighting fixture type NX1E. Lighting fixture type NX1E is shown through the floor plans. For example, on drawing E204A in conference room 4105 it is shown as a 2’x2’ light symbol. It is also shown in electrical room 4111 as a 1’x4’ light symbol. Please clarify the correct fixture type for NX1E.
Lighting sheets, E500, E204A, E204B, E204C, and E204D will be corrected and reissued (see attached)
27 Spec section 232113 paragraph 3.1 B and 3.1 E call for 2.5” piping to be copper, typically pipe 2.5” and above is steel pipe with welded fittings, please confirm steel pipe and welded fittings can be used for 2.5” pipe?
Provide as specified. This is the client requirement.
28 Spec Section 230523 paragraph 3.6 A. calls for 3” and smaller to be flanged ball valves for shutoff, typically 2.5” pipe and above is steel pipe with welded flanges and butterfly valves can be used, please confirm butterfly valves are acceptable for 2.5” and 3” pipe?
Provide as specified. This is the client requirement.
29 Spec Section 230523 paragraph 3.6 B allows butterfly valves 300 PSIG or High performance butterfly valves class 150, the product data only lists iron single butterfly valves as class 200. Are class 150 or class 200 regular butterfly valves acceptable? Or do they have to be high performance butterfly valves?
Yes, class 150 butterfly valves are acceptable.
30 Drawing A134 Keynote 6 shows the removal of several access doors with patch and repair of ETR ceiling in the Atrium. Please provide information for the ceiling type and height of space.
Existing atrium ceiling is a painted metal slat ceiling. According to facilities staff, the doors are sufficiently wide to allow equipment that will reach the ceiling. The atrium is five stories tall.
31 For the unit price allowances listed on the SF1442 bid form, please confirm if these costs are above and beyond what is shown on the bid drawings, specifications & appendices or do these allowances incorporate all fireproofing repairs & abatement on this project?
These quantities are reflected on the drawings and/or in the specifications and reflect what is anticipated. The Variations FAR Clause will use this pricing/unit for 15% above or below the specified quantity, without further price negotiation.
32 Per the SF1442 bid form - PEB Cafeteria Expansion breakout, please clarify what costs are to be associated with the "Interior Finishes" breakout and the "Interior Construction" breakout? Can this cost breakout be reduced to (1) cost?
Keep costs separate. Intent was to align with CSI Master Division Format, but not list every Division.
Please see revised Bid Sheet with Red Comments to show which Divisional work should be included with each line.
33 Per the SF1442 bid form, there is a breakout requested for the grease interceptor work. Please confirm this work can be combined into the Cafeteria Expansion and breakout removed from the bid form.
These numbers must be kept separate for purposes of bidding
34 One of the manufacturers specified in section 102219 Demountable Partitions part
2.2.A has indicated they have been selling demountable walls to SSA thru GSA directly under a contract through Federal Prison Industries or Unicor. Will GSA need to provide Letter of Authorization so GC can purchase the demountable walls directly from Manufacturer?
No Letter of Authorization is needed to purchase the demountable walls
35 Can an additional site visit be scheduled for subs who could not attend the original site visit?
Due to safety concerns - SSA cannot accommodate further site visits.
36 The lighting fixture schedule on E500 does not provide any information on lighting fixture type NX1E.
See response to RFI 26
37 Who provides the FSR floor boxes shown on sheet TA501? GC or GC's subs 38 Volume 3 / Appendix A provides a Fireproofing & sprinkler repair study showing multiple spray fireproofing repair requirements throughout the building. Please confirm the only fireproofing repairs that are required on this project are part of the unit price allowances on the SF 1442 bid form.
That is confirmed. The report was used as a basis for the design allowances and the work required under this contract are highlighted in the drawings and specifications for both the PEB 4th Floor and Cafeteria
39 Will the GC do Telecom demo? If not, what is the number of cables to be demolished on the 4th floor?
This is for the GC to provide or coordinate with others on the construction team
40 Confirm that 4th floor cabling is to be ran under floor. All cabling run under the raised access flooring 41 Will the EC install all cable tray under floor and above ceiling as shown on TN501? This is for the GC to provide or coordinate with others on the construction team

43 Will the GC install fire rated plywood in new Telco room? Yes, GC to provide or perform via sub.
44 Drawings do not show where the DEMARC 3220 is located. What is the distance to new TR 4051?
See response to RFI #25
45 Refer to solicitation. Page limits are provide for each section and are inclusive of cover letter, tabs, table of contents. Can these three items be excluded from the page count?
The page limits are set for the section themselves. In other words, if there is a table of contents for your section that would be included in the count for the section whereas a table of contents for your entire proposal would not count towards the page count
46 Refer to solicitation page 25 under Staffing Plan. The second bullet requires an organizational chart for design and construction phases and appears to be from a CMC or design/build solicitation. Please confirm that one org chart for construction phase only is required.
Org chart should be for construction only
47 Refer to solicitation page 25 under Management Plan. The last bullet requires offeror to address Project Management and Staffing Plan but staffing is covered in the entire next section, Staffing Plan. Is there different info required for this bullet than the next section? If not, please confirm that this bullet can be removed.
Project Management and Staffing Plan bullet under Management Plan can be removed as the requirement is addressed in the Staffing Plan section
48 Confirm that on page E010 of the cafeteria drawing set, General Note E is intended to read "Electrical feeders and equipment shown with light lines are existing to remain. All electrical equipment shown with dark solid lines are new" (not dark dashed lines, as is currently stated) because, as stated "all electrical equipment shown with dark dashed lines are to be demolished."
Statement is correct – Light solid lines are existing to remain, dashed dark is to demolished, dark solid is new.
49 Specification section 008000 requires "all contractors, sub-contractors, and anyone working or visiting the premises to be HSPD-12 badged or maintain a visitors badge". Please indicate what situations will allow a visitor badge in lieu of HSPD-12 badged employees. Will visitor badges be permitted when access is needed for one day for a site visit or field measurements? Will visitor badges be permitted when subcontractors will be on site less than two (2) weeks? Will visitor badges be allowed for employees that have started the HSPD-12 process but have not received their badge?
One day site visits for field measurements (survey or a meeting) can be granted a visitor badge. That person will only be granted a visitor badge one time for the entire duration of the contract. Therefore, if they are required to come back multiple times throughout the life of the project they would need to go through the HSPD12 process An HSPD12 badge is required for a subcontractor on site less than 2 weeks Personnel are required to attain an HSPD12 badge prior to starting any work, there are no interim badges
50 Regarding obtaining the HSPD-12 badge, please define the process to obtain the badge. What forms are required to submit? How long should subcontractors anticipate waiting to receive a badge?
Step 1: Add employee to ROCAL and route to COR for processing.
Step 2: Complete and submit CIW form to Zone A for processing (encrypted due to PII info).
Step 3: The employee will receive an email with enrollment instructions for receiving fingerprints and photo, and instructions for the employee to complete their background investigation on line via an on line tool referred to as eQIP Step 4: The employee will need to schedule an enrollment appointment for their photo and fingerprint.
Step 5: The employee will need to FULLY complete the e-QUIP application on-line. Once complete, they will need to press Click-to-Sign and upload forms OF306 and 3665 to the e-QIP application as instructed.
Step 6: The employee will receive an email with their Primary and Final Investigation results
So long as the subcontractors complete all the portions they are required to (i.e., they complete Steps 2-4 completely), they should receive badges in 3 weeks
51 Please advise if non-union labor is acceptable on this project. Non-union labor is acceptable, but Davis Bacon wage rates apply.
52 In Specification 316333, Section 2.2.C and 3.4.A.3 seem to be in conflict regarding the casing requirements. Section 2.2.C states "Micropiles shall be cased from top of pile to top of bedrock to prevent undermining of adjacent, existing footings." Section 3.4.A.3 states "Where the use of temporary casing is required to maintain the stability of a bore, the bottom of the casing shall be kept a minimum of 3 feet or more below the unstable strata…". Please confirm that, per 2.2.C, permanent casing shall be required from top of pile to top of bedrock, and that 3.4.A.3 is not applicable to this specification.
Micropiles shall be cased from top of pile to top of bedrock per Specification 316333, section 2.2.C. The casing may be permanent or temporary, based on the design by the contractor’s professional engineer. The geotechnical report referenced in Specification 316333 indicates options for both permanent and temporary casing methods.
53 In Specification 316333, Section 3.8.D states "Test micropiles that comply with requirements, including location tolerances, may be used on Project." Section 3.8 does not specify if load tests are to be performed and accepted prior to installation of production micropiles. Please confirm that one verification test at the first stair tower prior to production and a proof test at the second stair tower after production will be acceptable.
The proposed testing protocol is acceptable.
54 Spec Section 260519 3.2H states that circuitry run under the raised floor can be run in MC cable, but it does not list MC as an acceptable method of circuitry in concealed walls & ceilings. Please confirm whether branch circuitry (<30A) is allowed in to be run in MC in concealed walls & spaces.
MC can be used in concealed walls and spaces for branch circuit wiring. Homerun from last device box located in the office space to panel to be EMT.
55 The lighting fixture schedule on E500 does not provide any information on lighting fixture type NX1E.
See response to RFI 26
56 Spec Section 262416 (Panelboards) only lists Square D as an accepted manufacturer. Please confirm that Square D is the only acceptable manufacturer for panelboards.
Confirmed. As stated in specification section is correct.
57 Drawings TN601 and TN801: Details reference an existing DEMARC 3220 on the 3rd floor to be utilized with new construction on the 4th floor, but there are no floor plans indicating the location of the DEMARC. Please provided the location of the
DEMARC.
See response to RFI #25
58 With loading dock access being minimal, will there be specific times for loading and delivering? And are they subject to any specific OT rates?
Per Specification 011400, use of the existing loading dock facilities will be shared with Government activities on a first-come, first-served, wait-your-turn basis. The loading dock is available for the delivery of materials, tools, and supplies between the hours of 5:30 am – 4:
00 pm. Deliveries after normal working hours can be delivered as long as SSA Project Management is notified at least 24 hours beforehand. SSA Project Management has to notify Security for access approval at the front gate vehicle inspection area and to open the loading dock roll-up door. Contractors staff must be onsite to accept the delivery or have a designated individual to accept delivery. There will be no SSA warehouse employees to accept any after hour deliveries.
59 Factor 4: Small Business Subcontracting Plan sub-paragraph 3 reads in part: “The Offeror will be required to use the Subcontracting Commitment Goals and Outreach Efforts Form.” This form does not appear to have been included in the solicitation;
can the GSA please provide the required form for this factor?
The word "form" is incorrect. Please refer to the Solicitation Section C201 - VI. Method of Award - VI. F.
Non - Price Factors for the description and minimum standard of Factor 4. Each offeror must provide a narrative addressing the three items listed in the description of the factor.
60 Spec 008000 – 3: What is the cost per employee to obtain HSPD-12 badges? From the perspective of the Contractor, GSA is providing access to a location for fingerprinting with no out of pocket expenses for the employee for the service. The e-QUIP system is done all online
61 Spec 274133 CATV Systems and drawing TA603: What is the location of the DEMARC for the cable TV feed to the 4th floor telecom rooms?
See response to RFI #25
62 Is there a drawing which shows where the DEMARC is on the 3rd floor? See response to RFI #25 63 Confirm that 4th floor cabling is to be ran under floor. See response to RFI #50 64 Drawings do not show where the DEMARC 3220 is located. What is the distance to new TR 4051?
See response to RFI #25
