100 Reference 232113.1.3.A - Please clarify what the minimum working-pressure ratings are for underground hydronic piping, Hot and Chilled Water piping. The specification has 2 psig ratings for each pipe.
The minimum working pressure shall be 100-psi. The testing pressure shall be 150-psi.
101 The CHW/HW piping is being installed on an existing system which will require that the system is drained for the final connection. Please provide the location of the nearest street valves and a profile of the existing pipe system so that volumes can be calculated.
No valves on site have been observed in record drawings or in the survey. Bidders shall assume the nearest valves are located within the buildings and that is where the line will need to be isolated. No record profile is available.
102 For the hydrostatic test it is assumed that the new pipe should be tested independently from the existing system, this means that two connection pieces will be required which will result in two untested welds. Is it acceptable to have these welds radiograph tested?
Yes it is acceptable for the welds at the connection points between proposed and existing to only be radiograph tested, not hydrostatic tested. All welds, not just those at the connection points, shall be radiographed tested.
103 The specifications require that all joints be exposed during hydrostatic testing. This pipe is being installed as deep as 16’ and due to the layout will require joints roughly every 20’ meaning that most, if not all of the excavation would need to remain open for the duration of the installation and through the testing process. It is not recommended that we keep the excavation open for this duration. We request that the joints be completed, sealed and backfilled during installation with the hydrostatic test being completed at the end. Please confirm that the joints can be completed, sealed, and backfilled prior to testing.
It is acceptable to backfill the pipe prior to performing the hydrostatic test; however, if the tests yields a deficiency, then the Contractor shall be required to excavate and correct the issue.

SSA does not stock this item.
106 Specification section 013100, 1.7 Utility Service Interruptions indicates "Contractor to provide fire watch services during any sprinkler/fire alarm impairments during occupied hours and unoccupied hours." The sprinkler piping will be removed as part of demolition of above ceiling work and remain out of service for many months. While we can provide fire watch with on-site staff during regular work hours, there will be a significant expense to provide fire watch after hours during the week, on weekends, and holidays. The exact amount of time of the outage cannot be accurately defined at this time as it depends on other components that will need to be worked out with the awarded contractor and coordinated with GSA/SSA/Hill. Please indicate an allowance for fire watch that can be included by all competitive bidders and will be adjusted once it is determined what the actual fire watch requirement will need to be.
This will all depend on contractor phasing and sequencing of work therefore the Government cannot dictate a number that should be included
107 Specification section 003100, 1.3 Geotechnical Data indicates "Any party using soil information described in this Section shall accept full responsibility for its use and for obtaining additional soil information which may be required." A competitive bidder for this project would not have any way of knowing if additional soil testing would be needed. This could only be determined after the required test pits are performed and all data is evaluated. Please indicate an allowance for possible additional soil testing or indicate that if determined that additional soil testing is needed, the costs incurred will be reimbursed to the contractor through the change order process.
The costs incurred will be reimbursed through a change order if needed
