About this file

This document provides minutes from a pre-proposal conference for a construction project renovation at the Social Security Administration in Woodlawn, Maryland.

The General Services Administration will issue a request for proposal for approximately $30-50 million in construction services including renovating 90,000 square feet on the fourth floor, adding two new stair towers, upgrading smoke control and HVAC systems, renovating the cafeteria, and potentially conducting a full mechanical infrastructure upgrade. Interested offerors must attend a mandatory pre-proposal conference and submit questions by specified dates. Proposals will be evaluated using a tradeoff process, with technical factors significantly more important than price. The project is to be completed within 540 calendar days of the notice to proceed. Liquidated damages of $2,005 per day will be assessed for delays beyond the completion date. The solicitation and any amendments will be available on Beta SAM and proposals will be due in December 2020, with award anticipated in February 2021.
