Contract states "Refer to FAR 52.236-7" and E002 general note 2 states to "... obtain permits...". Are any City of Philadelphia or other permits required for this Federal project?
M+SA, GSA
Initial GSA Response: Generally no city, state, or local permits are required on interior federal projects. Where impacts to public sidewalk or disturbance of ground are planned please consult with local jurisdiction and state environmental authorities for proper procedure. Contractor shall responsible for all permit application and fees where required.
5 011400 1.1.b.13 Wu & Associates, Inc.
Contract states: "Contractors shall remove their trash and construction debris from the building daily; space constraints limit the size of dumpsters allowed. The delivery of dumpsters must be coordinated with Building Management and scheduled 72 hours in advance so as not to interfere with other ongoing construction projects." The project includes a minimum recycling requirement of 50%, which will require multiple dumpsters to achieve. What is the maximum number and size of dumpsters that can be staged on site?
GSA
Inital GSA response: Space usage (storage, trash, staging) within project footprint is perrogotive of contractor. Permanent or long term external dumpsters are not permitted without permission of building management and must be coordinated in advance. 5/11: a 20 yard dumpster is preferrable, as it will fit in a parking spot. If a 30 yard is necessary, it will need to be coordinated with building management.

Terminate all cabling at both ends.
Per Drawing Note #3, all communications cabling in basement shall be routed in conduit, so that the cabling is not easily tampered with outside the tenant space. Plenem rated cabling is not permitted as a substitute to conduit. All cabling must be plenum rated per specifications in division 27.
27 EP-106 Wu & Associates, Inc.
Does the six-seat countertop island in Breakroom M102 (between columns H14 and K15) get through-floor stub ups for two outlets for microwave niche in casework or are these fed some other way?
M+Sa Yes, these outlets will need through-floor stub ups.
28 EL-101 note 4, EL-102 note 5 Wu & Associates, Inc.
Surface-mounted exit sign and light fixtures shown mounted to de-mountable partition system mullions @ 9 locations. Can feeder conduits for these fixtures be surface-mounted or must these be snaked through the mullions?
M+Sa
Per Electrical Luminaire Schedule, Luminaire Type HE2 is photoluminscent and does not require a power connection. This is the only luminiare type shown mounted to the partitions.
29 ED-104 special note 4 Wu & Associates, Inc.
Sheet calls for removal of column-mounted receptacle at 3 locations. The columns are clad in stone and no new outlets shown at these locations. Is patching with cladding stone required? Is there attic stock cladding stone available on site?
M+Sa Patching is not required. Provide a blank cover plate in accordance with "General Electrical Demolition/Renovation Notes" Note #14 on drawing E002.
30 EP-104, ET-103 Wu & Associates, Inc.
Four stone-clad lobby columns at column line B and column lines 13, 14, 15, 16 call for power and data jacks. Are these fed up through the historic terrazzo flooing via poke-throughs and routed via surface mounted conduits to the face of the stone cladding? Dropped through the plaster ceiling?
Cladding removed so that conduits can be concealed?
Please provide outlet mounting details.
M+Sa
"Power and data wiring for these outlets can be run above the drop ceiling (refer to Drawing A-103B) that aligns with the columns, and then routed through the built-out columns. See plan details on A-515.
This will require the removal of the marble panel on the column behind each monitor in order to channel/core the existing concrete to accommodate conduit and boxes after which the marble panel can be reinstalled."
31 Electrical Wu & Associates, Inc.
At existing to remain walls and column faces, can power and data outlets and feeder conduits generally be surface mounted?
M+Sa
In general, no they cannot. Devices and raceways can only be surface mounted where recessed mounting and concealed routing is not physically possible due to existing building finishes (such as historic stone). Where physically possible such as within a hollow wall or ceiling cavity, they shall be concealed within building finishes. Refer to Specification Section 260533 paragraph 3.1.B.2 for more information. All conduit in the historic Lobby should be concealed. Specific exceptions in other areas should be reviewed with the Architect. Every effort has been made in the design to eliminate or minimize exposed conduit.
32 All Wu & Associates, Inc.
During the NIX USPO Re-Design Pre-Bid Meeting it was stated that certain noisy or odorous work actives would require to be performed off-hours. What are the noise limits for work (e.g., 90dB for five minutes or less)? What smelly work will require off hours work (e.g., soldering copper water lines, painting lobby ceiling, gluing down flooring). Off shift work impacts GC and subcontractor labor costs.
M+Sa, GSA All noise related work will cease by 8am and may resume after 5pm. Noise that cannot be heard outside of the space is acceptable.

New or existing to be removed? Lined or unlined? Exposed or concealed?
M+Sa Cost per pound of new ductwork, concealed.
34 A103B Wu & Associates, Inc.
Where the new beams are being installed along column line B, what is the finish method and attachment method for the finish to the bottom of the beam?
M+Sa See Dtl 3/A-516
35 S1.1.B, 4&5/S2.2 Wu & Associates, Inc.
W12x40 installations are shown on column line B in the adjudication area, spanning from column to column. An existing terracotta wall rests on the existing beam to be removed, and so as a result during beam replacement the existing masonry wall will be unsupported over a 24 foot span. Is it the intention in this project to completely dismantle and reconstruct the masonry walls to the second floor deck or to remove the facings and needle supports above the new beam location so as to support the wall during beam replacement?
M+Sa
Per 5/S-2.2, the design intent is for the contractor to design & provide temporary support of the existing wall assembly prior to removal of the existing concrete encased beam. Potential shoring options may include: - Needle supports through the wall; -Temporary shoring for the existing window and reconstruction of the terra cotta wall between the window and new steel beam. However, all existing conditions should be field surveyed prior to the completion of any temporary shoring designs.

As this project is a 100% Small Business Set-aside: Please provide clarifying language ensuring that only the relevant "Prior Experience" and "Past Performance" of the managing partner (i.e. the SBE) of any/all Joint Ventures, Teaming Agreements, Mentor-Protege or other entity type(s) submitting a proposal for this project will be considerd when evaluating Technical Proposals. The use of a Large Business' prior experience/past performance would put a true stand alone Small Business Enterprise at a disadvatage by comparison. As this is a Small Business Set-aside there should be a level playing field for all prospective bidders, not allowing an advantage by use of Large Business' prior/past experience to tip the scales. Since the intent of the Solicitation is to be a 100% Small Business Set aside it is imperative that clarifing language be added to the Solicitation.
