RFI # Relevant Document Company Question Govt Party Responsible Response

1 Wu & Associates, Inc. Most drawings aside from the civil sheets are not signed and sealed by the designers of record. Are these the final contract drawing sheets for bidding or will there be bid addenda with bubbled changes?

M+Sa, GSA The AE will produce a conformance set at award that incorporates all amendments and RFI responses into a single signed/sealed drawing and specification set. Any pre-bid design changes will be issued via addenda with bubbles and a list of updates.

2 15950 1.3.B Wu & Associates, Inc. Can the role of SSHO be performed by the Quality Control Manager or the Project Superintendent or is this a separate position?

GSA Per part B in cited section (015950 - 1.3 - B) "The SSHO may be an individual with other responsibilities, already identified to be on site and who has the authority and appropriate knowledge to oversee and act on the provisions of this section." Further definition is provided in section 013100 - 1.4 - C: "Safety and Health Officer: Provide a safety and health officer whose duties shall consist of developing and implementing safety and health programs specified in Division 1 Section "Safety and Health."

This designated officer should be on duty full time when work is in progress on site."

3 N/A Wu & Associates, Inc. COVID-19 Impacts. Staffing at supplier and subcontractor offices required for bidding this work is limited at this time due to COVID-19. Can the bid deadline be extended by two weeks to help with this?

GSA GSA extending proposal deadline to 6/5/20, see amendment posted to betasam, RFI deadline extended to 5/22.

4 01 14 00 22 Wu & Associates, Inc. Contract states "Refer to FAR 52.236-7" and E002 general note 2 states to "... obtain permits...". Are any City of Philadelphia or other permits required for this Federal project?

M+SA, GSA Generally no city, state, or local permits are required on interior federal projects. Where impacts to public sidewalk or disturbance of ground are planned please consult with local jurisdiction and state environmental authorities for proper procedure. Contractor shall responsible for all permit application and fees where required.

5 011400 1.1.b.13 Wu & Associates, Inc. Contract states: "Contractors shall remove their trash and construction debris from the building daily; space constraints limit the size of dumpsters allowed. The delivery of dumpsters must be coordinated with Building Management and scheduled 72 hours in advance so as not to interfere with other ongoing construction projects." The project includes a minimum recycling requirement of 50%, which will require multiple dumpsters to achieve. What is the maximum number and size of dumpsters that can be staged on site?

GSA Space usage (storage, trash, staging) within project footprint is perrogotive of contractor. Permanent or long term external dumpsters are not permitted without permission of building management and must be coordinated in advance. A 20 yard dumpster is preferrable, as it will fit in a parking spot. If a 30 yard is necessary, it will need to be coordinated with building management.

6 018000 1.5.B Wu & Associates, Inc. Request that Commissioning Authority (GPI, 52 Glenmaura National Blvd, Suite 302, Scranton, PA 18505) provide a draft project CX Plan. This will permit the General Contractor, Mechanical Contractor, Electrical Contractor, TAB Contractor, Controls Contractor and Plumbing Contractor to understand actual CX scope, interaction with LEED reporting requirements, budget for CX kickoff and subsequent coordination meetings. Also, will CX meetings be via teleconference or require travel to the project site?

AFG The Project (Commissioning Plan) Cx Plan will be uploaded into BetaSAM for all bidders to review. CX meetings can be conducted via teleconference.

Section II.D Technical Proposals and SF1442

Magnum Inc. As this project is a 100% Small Business Set-aside:

Please provide clarifying language ensuring that only the relevant "Prior Experience" and "Past Performance" of the managing partner (i.e. the SBE) of any/all Joint Ventures, Teaming Agreements, Mentor- Protege or other entity type(s) submitting a proposal for this project will be considerd when evaluating Technical Proposals. The use of a Large Business' prior experience/past performance would put a true stand alone Small Business Enterprise at a disadvatage by comparison. As this is a Small Business Set-aside there should be a level playing field for all prospective bidders, not allowing an advantage by use of Large Business' prior/past experience to tip the scales. Since the intent of the Solicitation is to be a 100% Small Business Set aside it is imperative that clarifing language be added to the Solicitation.

GSA For Joint Ventures; projects may be submitted for the Joint Venture as an entity or for individual members of the joint venture. All firms in a Joint Venture arrangement must display prior experience under this factor either as an individual firm or Joint Venture.

55 N.A GSA Please confirm that there is no general or architectural demolition work at the basement level.

M+Sa The new lift and the exterior ramp construction will require basement access during demolition to complete the modifications, as well as to protect the basement materials and equipment.

M+Sa Battery powered plumbing fixtures are not acceptable. 120-Volt circuits for these fixtures will be provided in forthcoming addendum. These circuits will originate from the applicable "L1_" panel in the corresponding electrical closet/room for the area as identified on the circuit zoning keyplan on E004.

57 P101/102, M101 Wu & Associates, Inc. Please provide basement level P101/102 and P401/1 plumbing work area photos. Are there any obstructions to work from a ladder such as casework or FF&E?

Sheet A402 detail 7 shows a 3" terrazzo tile to be used for base, while the finish schedule for base on sheet A813 calls for the use of a poured terrazzo base. Is 3" height terrazzo tile to be used for base or is an integral base poured to the floor to be used?

M+Sa The new base should be terrazzo tile to match the new floor.

61 A810 Wu & Associates, Inc. Sheet A810 calls for the existing terrazzo to remain to patched in rooms 120, 121, 122, 123, 124, and 125. It is not clear from drawing AD-101B that existing terrazzo flooring extends to the full limits of those rooms. Does the existing terrazzo extend to the full extent of those rooms, and if not, what is required in those areas of those rooms where there is no terrazzo?

M+Sa There is existing terrazzo in the former public mailbox alcove and in the service area behind on three sides. It is unknown if the terrazzo continues under the existing mailboxes and writing table(s).
